ANA, CALIFORNIA, FAVORING ACQUISITION OF CONTROL OF
THE WESTERN PACIFIC RAILROAD COMPANY BY THE ATCHISON,
TOPEKA AND THE SANTA FE RAILWAY COMPANY AND OPPOSING
SUCH CONTROL BY SOUTHERN PACIFIC COMPANY
WHEREAS, the growth and development of the Western part of the
United States of America has been greatly aided by the railroad systems
servicing this vast area; and
WHEREAS, California's economic well-being is still largely
dependent upon good and reasonable rail freight rates to move merchan-
dise of all kinds to this State from the East and to the East from this
State of California; and
WHEREAS, the City of Santa Aha is the County Seat, and the
financial, commercial and industrial center of Orange County, the
fastest growing County in the United States of America, in the State of
California, and as such has an enlightened self-interest in the efficiency
and economic health of the rail services linking this area and this
State with the rest of the United States; and a special interest in the
maintenance and functioning of the competitive system between the rail
lines servicing said area.
NOW, THEREFORE, after study and consideration, it is hereby
resolved that the City Council of the City of Santa Ana, California,
hereby declares its approval of the acquisition of The Western Pacific
Railroad Company by the Santa Fe Railway Company, and urges the Inter-
state Commerce Commission to officially approve such acquisition either
by merger of said two Companies or by purchase of a majority of Western
Pacific stock by the Santa Fe Railway Company. This Council further
expresses its opposition to the control of Western Pacific by the
Southern Pacific Company by whatever means the same might be effected.
This Council recognizes the need for merger of various railway
companies to maintain the economic health of the American railway

system, but believes this vast and rapidly growing area can well
support competing lines.
PASSED AND ADOPTED by the City Council of the City of Santa
Ana at its regular meeting held on the 17th day of April, 1961.
