HomeMy WebLinkAboutORANGE, COUNTY OF (65)AMENDMENT TO REVENUE SHARING AGREEMENT THIS AMENQMENT TO REVENUE SHARING AGREEMENT is made and entered into this day of, �� 1976, by and between the County of Orange, hereinafter referred `to as COUNTY, and the City of Santa Ana, hereinafter referred to.as CITY. WHEREAS, COUNTY AND CITY have entered into a prior agreement dated May 28, 1974: and WHEREAS, the parties hereto have previously amended said agreement and now desire to amend said agreement again; NOW, THEREFORE in consideration of the terms and conditions contained herein, the parties hereto agree to amend said agreement as follows: 1. Paragraph IV shall be amended to read as follows: For the purposes of this agreement, all funds under this agreement shall be disbursed or encumbered on or before December 31, 1976. 2.— Paragraph X shall be amended to read as follows: .CITY agrees that $90,000 shall be used exclusively for planning and implementing service to assist in the transportation needs of Senior Citizens to and from the Center. As outlined in Exhibit C, which is attached hereto and which by this reference is incorporated herein as of fully set forth. However, before any funds may be expended, CITY must submit all plans and proposals to COUNTY for approval by COUNTY'S Administrative Office or COUNTY'S Board of Supervisors. Funds must be disbursed on or before December 31, 1976. ' Special transportation needs of the elderly have become evident in other social/nutritional programs currently being operated in Orange County. These needs occur because the grid pattern of existing bus routes is often inaccessible due to lone distances between pick-up points and waiting periods which are unbearable for the elderly and handicapped. In addition, dial -a - ride systems utilize mini -buses which are not equipped to handle wheel chairs and semi -ambulatory elderly or handicapped persons. Through negotiations with the Orange County Rapid Transit District several possible specialized services will be provided with the S90,000 allocated for transportation. Specifically, the City proposes that Orange County Transit District purchase two (2) specially equipped buses to augment the existing fixed bus routes to make the Center more accessible to the handi- capped Senior Citizens. These buses will be used by Orange County Transit District for provision of the following services to Seniors: 1. A modified dial -a -ride system using the specially equipped bus to transport Senior Citizens from areas not serviced by the fixed bus route. 2: A "subscription" bus type service for handicapped Senior Citizens which would provide transportation to and from the Senior Citizens Center for --specific purposes in accordance with pre -arranged schedules such as for dental, heart, lung and/or ee examinations, etc. This special transportation service will be in addition to the County's free pass system for Senior Citizens which is excellent but which is unable to reach many isolated handicapped Senior Citizens who will thus be unable to avail themselves of Senior Citizen Center services. The City's concern is to maximize the utilization of the Social Services at the -Center, specifically to insure that handicapped and isolated Citizens have adequate access to the Medical, dental, vielfare and nutritional programs proposed for the Senior Citizens Center. The proposed special transportation program will insure that the target groups for whom Center programs have been designed will be -able to reach those ` programs. t Exhibit C 01 W] MINUTES EXCERPT OF THE CITY COUNCIL OF THE CITY OF SANTA ANA CALIFORNIA .,. A-76-53 Prior to the motion, Councilman Ward commented with regard to Exhibit C of the agreement, the proposed special trans- portation program, that he does not want the City to get into bus operations. Deputy City Manager Manuel Rede re- sponded that implementation of the special transportation program would be presented to Council at a later meeting.
