HomeMy WebLinkAbout61-194RESOLUTION NO. 61-194 INITIATING PROCEEDINGS FOR THE ANNEXATION OF TERRITORY TO THE CITY OF SANTA ANA, DESIGNATING AN APPROPRIATE NAME FOR SAID TERRITORY OF ,'WARNER AND SALTA N. & S. ANNEX" AND GIVING NOTICE OF PROTEST HEARING THEREON WHEREAS, at the request of property owners in the territory herein described, a description and map of said territory were pre- sented to the Santa Ana Planning Commmission, which approved annex- ation of said territory, and to the Orange County Boundary Ccmunission, which caused a report to be prepared finding that the boundaries of said proposed annexation met the approval of the Orange County Surveyor's office in respect to Government Code Section 35002. NOW, THEREFORE, BE IT RESOLVED: That the City Council of the City of Santa Ana hereby initiates proceedings for annexation of said territory herein described to the City of Santa Ana for the following reasons: 1. That said territory can best be served by the City of Santa AD~ with municipal services of the highest quality anywhere ~btainable at a cost for such services which is lower than can be obtained anywhere else in the County of Orange. 2. That it is to the mutual advantage of the City and the land owners that said territory become a part of said City. BE IT FURTHER RESOLVED: That the City Council hereby declares its intention to annex all of the territory hereinbelow described under the provisions of the Annexation of Uninhabited Territory Act of 1939; hereby finds and declares that said territory is uninhabited within the meaning of Government Code Section 35303 on the date of the adoption of this Resolution; that said territory is contiguous to the City of Santa Aha, lies in the County of Orange, State of Cali- fornia, and is described as: -1- Beginning at a point on the center line of Edinger Street 1982.00 feet South 89° 29' West from the Northeast corner of the Southeast quarter of the Northeast quarter of Section 23, Township 5 South, Range 10 West S.B.B. & M. as shown on a map filed in Book 3, Page 29, Record of Surveys in the Office of the County Recorder of Orange County, California, said point of beginning being an angle point in the present boundary o~ the City of Santa Ana as established by the Edinger and Raitt - S.E. Annex, Ordinance NS-520 to said City of Santa Aha; thence South 00° 11' West along said City boundary and along the East lire and the Northerly prolongation of the East line of Lot 11 as shown on said Record of Survey 658.86 feet to the Southeast corner of said Lot 11 and to an angle point in said City bound- ary; thence South 89° 35' West along the South line of Lots 11, 12, 13 and along the Westerly prolongation of the South line of Lot 13, and along said City boundary, 660 feet, more or less, to a point on the West line of the Southwest quarter of the Northeast quarter of said Section 23, and to an angle point in said City boundary; thence South 00° 43' 40" West along said City boundary as established by the Santa Ana High School Dis- trict Annex, Ordinance NS-44 to the City of Santa Ana, 414.21 feet, more or less, to an angle point in said City boundary; thence South 89° 29' 40" West along said City boundary 10.35 feet to an angle point in said City boundary; thence South 00° 43' 40" West along the Westerly line of said Southwest quarter and along said City boundary as'established by the Stephen Griset Annex, NS-lO6, to the City of Santa Ana, 243.56 feet to an axle marking the Southwest corner of that certain parcel of land described in deed recorded in Book 51, Page 69, Deeds, Records of Los Angeles County, California, and to an angle point in said City boundary; thence North 89° 39' 35" East along the South line of said land described in deed recorded in Book 51, Page 69, of Deeds, Records of Los Angeles County, California and along said City boundary 879.66 feet, more or less, to an angle point in said City boundary; thence South 12° 20' 35" East along City boundary 638.31 feet to an angle point in said City boundary; thence South 4° 11' 55" East along said City boundary 51.50 feet to an angle point in said City boundary; thence South 88° 57' 00" West along said City boundary 1019.52 feet to a point in the East line of the Kueffel and Fletcher Tract as shown on a map recorded in Book 19, Page 48, Miscellaneous Records of Los Angeles County, California, and to an angle point in said City boundary; thence South 00° 54' 20" East along the East line of said Kueffel and Fletcher Tract and along said City boundary 5.00 feet to the Southeast corner of the North 100.00 acres of said Kueffel and Fletcher Tract and to an angle point in said City boundary; thence South 89° 00' 40" West along said City boundary 1107.61 feet to an angle point in said City boundary; thence South 00° 32' 30" West along said City boundary 1181.99 feet to an angle point in said City boundary; thence North 88° 48' 20" East along said City boundary, as establishedby the School and Park Annex Number 2, Ordinance NS-172, a distance of 485.34 feet, more or less, to an angle point in said City boundary; thence South 01° 00' 20" East along said City boundary as established by Ordinance NS-172 and by Croddyland Annex Number 2, Ordinance NS-258, 1047.43 feet to a line parallel with and 20 feet Northerly, measured at right angles, fro~ the center line of Warner Avenue (Delhi Road), and to an angle point in said City boundary; thence North 87~ 44' 45" East along said parallel line and along said City boundary as established by the South Santa Aha Annex Number 5, Ordinance NS-450, to the City of Santa Aha, 600 feet, more or less, to a point on the Northerly prolongation of the East line of Tract Number 3679, -2- as shown on a map thereof recorded in Book 132, Pages 4, 5 and 6 of Miscellaneous Maps, Records of said Orange County, and to an angle point in said City boundary; thence North 01° 00' 10" West along said Northerly prolongation of the East line of said Tract Number 3679, and along said City boundary as established by the Delhi and Raitt - S.E. Annex, Ordinance NS-489, to the City of Santa Aha, 30 feet to an angle point in said City boundary; thence North 87° 44' 45" East, along said City boundary 158 feet, to the beginning of a tangent curve concave Northwesterly, having a radius of 950.00 feet; thence Northeasterly along said curve, and along said City boundary, through a central angle of 27° 27' 16" an arc distance of &&5.21 feet to the beginning of a tangent reverse curve concave Southeasterly, having a radius of 1050.00 feet~ thence Northeasterly along said reverse curve, and along said City boundary, an arc distance of 152 feet, more or less, to a point of intersection of said reverse curve with the Northerly extension of a line which is 203 feet Westerly, measured at right angles, from and parallel with the East line of Lot 10 of the Williams' Tract, as shown on a map thereof recorded in Book 30, Page 14 of Deeds, Records of Los Angeles County, California; thence South 01° 03' 20" East along last mentioned parallel line, and along said City boundary, 1401 feet, more or less, to a point on the South line of said Lot 10, said point being 203 feet South 88° 45' 15" West from the Southeast corner of said Lot 10, and to an angle point in said City boundary; thence South 88° 45' 18" West along said South line of said Lot 10, and along said City boundary 1763.08 feet, more or less, to the Northwest corner of the East 45.86 acres of Lot 9 of said Williams' Tract, as shown on a map thereof recorded in Book 34, Page 4, Record of Surveys, in the Office of the County Recorder of said Orange County, thence South 01° 03' 20" East, departing from said City boundary, 1014.45 feet to the Southwest corner of said East 45.86 acres of Lot 9; thence South 00° 46' 10" East 771.60 feet, more or less, to a point on the North line of Lot 7 of the Williams' Tract and to said City boundary as established by the Segerstrom Annex Number 1, Ordinance NS-193, to the City of Santa Ana; said ~oint on the North line of Lot 7 being 24.62 feet North 88 53' 40" East from the North- west corner of said SegerstromAnnex Number 1; thence North 88° 53' 40" East along said North line of Lot 7, and along said City boundary 1966.56 feet, more or less, to the North- east corner of said Lot 7~ and to an angle point in said City boundary; thence North 01 03' 20" West along the East line of Lots 8, 9, and 10 and the Northerly prolongation of the East line of Lot 10, of said Williams' Tract, and along said city boundary, as established by the Delhi and Bristol - S.W. Annex, Ordinance NS-272, to the City of Santa Ana, 3099.53 feet, more or less, to an angle point in said City boundary; thence North 53° 00' 49" East, along said City boundary 186.48 feet, more or less, to the Southwest corner of the Delhi and Bristol - N.W. Annex as established by Ordinance NS-45 to the City of Santa Aha, said Southwest corner also being the Southwest corner of Tract Number 2207, as shown on a map thereof recorded in Book 62, Pages 23 and 24, Miscellaneous Maps, Records of said Orange ~unty and to an angle point in said City boundary; thence North 00° 10' 35" West along the West line of said Tract Number 2207 and along the West line of Tract Number 2208, as shown on a map thereof recorded in Book 64, Pages 23 and 24, Miscellaneous Maps, Records of said Orange County, and along said City boundary 1990.85 feet to an angle point in said City -3- boundary; thence North 4° 11' 55" West along the West line of said Tract Number 2208 and along said City boundary 55.29 feet to an angle point in said City boundary; thence North 12° 20' 35" West along the West line of said Tract Number 2208 and along said City boundary 634.38 feet to the North- west corner of said Tract Number 2208 and to an angle point in said City boundary; thence North 89° 39' 35" East along the North line of lsaid Tract Number 2208 and along said City boundary 222.88 feet, more or less, to the Southwest corner of Tract Number 4163, as shown on a map thereof re- corded in Book 146, Pages 30, 31 and 32, Miscellaneous Maps, Records of said Orange County, and to an angle point in said City boundary as established by theEEdinger and Poplar - South Annex, Ordinance NS-384, to the City of Santa Aha; thence North 00° 45' 00" East along the West line and the Northerly prolongation of the West line of said Tract Number 4163 and along said City boundary 659.96 feet, more or less, to the South line of Lot 3, as shown on said Record of Survey, filed in Book 3, Page 29, and to an angle point in said City boundary; thence South 89° 35' West along said South line of Lot 3 a distance of 15 feet, more or less, to the Southwest corner of said Lot 3, and to an angle point in said City boundary; thence North 00° 11' East along the West line and the Northerly prolongation of the West line of said Lot 3, and along said City boundary 659.64 feet to a point on the center line of Edinger Street, said point being 1534 feet South 89° 29' West from the Northeast corner of the Southeast quarter of the Northeast quarter of said Section 23, and to an angle point in said City boundary; thence South 89° 29' West along said City boundary 448 feet to the point of beginning. BE IT FURTHER RESOLVED: That "WARNER AND SALTA N. & S. ANNEX" is hereby designated as an appropriate name by which said territory shall be known for the purpose of this annexation. BE IT FURTHER RESOLVED: That notice is hereby given that September 18, 1961, at the hour of 7:30 P.M. in the Council Chambers, City Hall, Third and Main Streets, Santa Aha, California, is the time and place fixed at which said Council will hear protests against this annexation made by any person owning property within said territory. At any time before said hearing, any owner of real property within said territory may file written protest against this proposed annex- ation. Such protest shall state the name of the owner of the property affected and the description and area of the property in general terms, all as provided for in the California Goverr~ent Code, Section 35312. -4- PASSED AND ADOPTED by the City Council of the City of Santa Aha at its regular meeting held on the 7th day of August, 1961.
