Contractor may only work on 1 phase at a time: –Phase 1: Standard from 2nd St. to McFadden Ave. –Phase 2: Standard from McFadden Ave. to Warner Ave. –Phase 3: McFadden Ave. from Harbor Blvd. to Bristol St. –Phase 4: McFadden Ave. from Bristol St. to Grand Ave. Standard and McFadden Protected Bike Lanes Public Works Agency September 17, 2024 Slide 3 Project History •City Council Action: •Complete Streets Plan February 5, 2019 •Santa Ana Active Transportation Plan June 18, 2019 •General Plan April 19, 2022 •2016 through 2019: Community outreach •Total of 17 community meetings •December 17, 2019: Grant award agreement •Extensive community •Staff completed environmental June 2020 •Staff completed engineering design March 2023 (except for railroad) •4 additional community meetings •Due to delays in coordination with Union Pacific Railroad (UPRR), construction documents were not finalized until April 11, 2024 •Project was advertised for bids in May 6, 2024 •Responsive bid received August 15, 2024 Standard and McFadden Protected Bike Lanes Public Works Agency September 17, 2024 Slide 4 Project Funding •Active Transportation Program Grants – $11,319,000 –Must award by 9/30/24 –Failure to award requires City to repay grant monies already expended on design & environmental phases (Approximatley $2.3M) •Gas Tax (RMRA) –$5,247,000 –Restricted to arterial street improvements •Transportation System Improvement Fees –$2,700,000 –Restricted to transportation projects (widening, traffic signals, bike lanes) •Street Improvement, Trench Cut Fees –$2,000,000 •Measure M2 Local Fair Share –$884,000 •Street Improvements (Measure X, General Fund) –$800,000 •Traffic Calming (Measure X, General Fund) –$600,000 •Total Estimated Construction Delivery Cost: $23,550,000 Standard and McFadden Protected Bike Lanes Public Works Agency September 17, 2024 Slide 5 Project Benefits •Corridor wide inner-city Complete Street improvements •Not only a bicycle project: •Newly paved streets, •New/upgraded traffic signals, •Bus pads, •ADA compliant wheel chair ramps, and •Pedestrian safety crossing improvements •Use of proven traffic safety improvements that reduce pedestrian and bicycle involved collisions. •Reduced vehicular speeds •This project will improve the safety of all road users and encourage expanded bicycle and pedestrian street uses. Promotes a healthier lifestyle, provide a safe and low-stress pedestrian mobility option, decrease car trips and vehicle miles traveled, and improve air quality by reducing greenhouse gas emissions.
