Mayor Amezcua and City Councilmembers,
My name is David Martinez, advocate and organizer with Climate Action Campaign (CAC). I write in support
of Item #19, regarding the Climate Action Plan Update.
CAC is a nonprofit organization based in San Diego and Orange Counties with a simple mission: to create a
zero carbon future through effective and equitable policy action. We need effective and equitable local climate
solutions and regional collaboration in order to create the healthy, safe, and connected future that we all
deserve.
The currently adopted Climate Action Plan (CAP) was created in 2015. In the nine years since, it has become
outdated and doesn’t follow current climate law. This update should align the new CEQA-qualified CAP with
current requirements, while also providing robust community engagement and ongoing monitoring and
reporting. Centering equity in this process is also critical, so we are encouraged by the fact that this project will
include a Community Engagement Plan that will allow different stakeholders to get involved in this process.
We ask for your support on Item #19 and on future CAP implementation work.
