Dear Mr. Pezeshkpour,
The 45-day public comment period for the Supplemental EIR of the Related Bristol Specific Plan Project
began July 6, 2023, and ended on August 21, 2023, as documented on the City's website, the Orange
County Clerk's website, and State Clearinghouse.
Under CEQA, a lead agency is required to consider comments on the Draft SEIR and to prepare written
responses, if a comment is received within the public comment period. (Pub. Resources Code, § 21091, subd.
(d); CEQA Guidelines, § 15088.) When a comment letter is received after the close of the public comment
period, however, a lead agency does not have an obligation to respond. (Pub. Resources Code, § 21091,
subd. (d)(1); Pub. Resources Code, § 21092.5, subd. (c)("Nothing in this section requires the lead agency to
respond to comments not received within the comment periods specified in this division, to reopen comment
periods, or to delay acting on a negative declaration or environmental impact report.").) Although a lead
agency is not required to respond to late comments, it may choose to do so. (Gray v. County of Madera
(2008) 167 Cal. App. 4th 1099, 1 1 10 (Gray), citing Pub. Resources Code, § 21091, subd. (d)(1); CEQA
Guidelines, § 15088; Gilroy Citizens for Responsible Planning v. City of Gilroy (2006) 140 Cal.App.4th
911, 925, fn. 10 (Gilroy Citizens)).
The letters were received by the City of Santa Ana after the 45-day public comment period for the Draft
Supplemental EIR ended on August 21, 2023. However, the City of Santa Ana has elected to prepare the
following written responses with the intent of conducting a comprehensive and meaningful evaluation of the
proposed Project. The number designations in the responses are correlated to the bracketed and identified
portions in the comment letter. EPD Solutions, Inc. has reviewed the letters and provided responses for the
Lead Agency's consideration in review of the Related Bristol Specific Plan Project at the October 1, 2024
City Council Hearing. As further detailed in the individual responses to comments below, none of the comments
indicate that there would be a substantial increase in the severity of a previously identified environmental
impact that would not be mitigated, or that there would be any of the other circumstances requiring
recirculation as described in CEQA Guidelines Section 15088.5. No new significant environmental impact
would result from the project or from a new mitigation measure proposed to be implemented, there is no
substantial increase in the severity of an environmental impact, no feasible project alternative or mitigation
measure considerably different from others previously analyzed would lessen the environmental impacts of
the Project, and the Draft and Final SEIR are not fundamentally inadequate and conclusory in nature.

I strongly urge you to approve the Related Bristol project on October 1. A project of this
size and magnitude will provide an unprecedented economic package that the city
desperately needs, and should be approved given the best interest of the constituents.
We cannot lose sight of the big picture. Related Bristol will generate 16,800 new
jobs, $500 million in new tax revenue during its first 30 years and a $544 million
community benefits package. It is imperative to prioritize the needs of the overall
community and not jeopardize the financial feasibility of the project over additional union
issues, components and other requirements.
Time is of the essence! Nearly 100 local businesses at Metro Town Square shopping
center need certainty about their future and business location. With leases for all
tenants expiring imminently and the very real prospect of a vacant retail center that is an
important generator of sales tax revenues to our City, we cannot delay this project any
further nor jeopardize its feasibility.
Please prioritize the general good of our community and make the right decision. I am in
full support of the visionary Related Bristol mixed -use development because of it
promises unprecedented benefits for the City of Santa Ana for decades to come.
Approval of this innovative and dynamic project will help fuel sustainable growth and
prosperity for Santa Ana. It will help contribute to the economic, social and cultural
expansion of one of the largest and most consequential cities in Orange County.
I urge you to approve Related Bristol now or risk losing this once -in -a -generation
opportunity.

Dear Mayor and Council Members,
The Planning Commission approved this project 7-0. The Commission saw the benefits of this project
to the city, resident and union workers. So did the major of the union workers who were present at
the commission meeting. They spoke highly in support of the project.
So I did understand some of the concerns of the Unions expressed at council. Last week I talked to
a few trades . I learn that due to work in Grainge County they could only supply 10% of the work force
needed for this project. I was told this is a well know secret in the the trades. Also some Union
members felt the trades should of perused this issue months ago. So please do not cause us to lose
out on this project when the trades cannot supply the man power needed. Accept the pledge from
Related to use Union Labor where possible and let's move on.
Please do not kid yourself that the Collins family or Relate will not walk away from this project. I
have seen too many companies like my beloved Dow Chemical where I worked for 20 years, pulled
projects from California and relocate them in others states. The residents in those state now
benefit from the taxes and high paying jobs those projects bring. Projects which should of been
built in California. So I urge you to approve Related Bristol now or risk losing this
once -in -a -generation opportunity.
Time is of the essence! Nearly 100 local businesses at Metro Town Square shopping center need
certainty about their future and business location. With leases for all tenants expiring imminently
there is very real possibility of a vacant retail center will occur and a large lost of income to the city.
So approve this project that will generate 17,000 new jobs and $500 million in new taxes during the
first30years. Something the city will need with the sun -setting of measure X.
I would like to add that I am president of Com-Link, live in the area and have talked to many of the
residents/neighborhood leaders. The majority once their concerns were addressed do seethe
benefit to our area. They urge you to approve this project as do.

area of Costa Mesa, South Coast Plaza and its surrounding venues on the way to Santa
Ana. As you pass through this area and cross Sunflower it is indeed evident you are in
Santa Ana, the poor stepsister of Orange County. All around you are tired, outdated,
shopping centers. I used to live just up the street, so I know whereof I speak.
Imagine driving by the proposed Related Bristol project, an actual destination and
revitalized area. This project would be such an addition to a city that really needs a
facelift. When I tell people I live in Santa Ana they roll their eyes as if to say why?

As a resident of the South Coast Metro neighborhood. in Ward 4, I strongly oppose the proposed Related Bristol
development. Nobody in this neighborhood wants or needs increased traffic. Nobody is asking for luxury
apartments to be built where our community shopping center is. Very few people who already live in this area
will be able to afford the rent for luxury apartments, so you will be pushing working class people out of their

ugly high-rise apartments that nobody asked for. Build hotels if you want to build them there, but the traffic in
this neighborhood can't support that many additional residents. If anyone actually believes that the people who
'"live in those apartments will work where they live" needs to wake 'up and join us in real life because those
people will have jobs elsewhere and they will commute in their car to their jobs.
What will this development add to our community? What will it do to address the homeless problem our
neighborhood currently has? The homeless people who sleep on Bristol can't afford luxury apartment rent.
Don't say it will address the homeless problem because the "affordable" housing, you are offering is for seniors
and it will do nothing to alleviate us on Bristol who have to deal with homeless people doing drugs in our parks
and in the neighborhoods that are already here.
Do something meaningful with the opportunity you have to redevelop this space. Build real affordable housing
for working families, build a homeless shelter or a drug rehab facility. Something that will actually be better for
our existing community instead of trying to replace us all with rich people.

This comment letter was received after the public review and comment period ended (July 6, 2023, through
August 23, 2023). As stated in Section 15088 of the CEQA Guidelines, Lead Agencies are not required to
respond to letters received outside of the noticed comment period. However, the following responses have
been prepared to provide clarity regarding the environmental concerns that have been raised.
Comment LCC3.1: This comment states that the commenter opposes the proposed Project due to the increase
in congestion around nearby roadways and the lack of affordable housing within the proposed Project. The
comment also states that residents in the Project site would continue commuting elsewhere for work.
Response LCC3.1: The comment does not raise a specific issue with the adequacy of the Draft SEIR or raise
any other CEQA issue. Draft Supplemental EIR Section 5.1 3, Transportation, details that Senate Bill (SB) 743
changes include the elimination of auto delay, LOS, and similar measures of vehicular capacity or traffic
congestion as the basis for determining significant impacts. As part of the 2019 amendments to the State
CEQA Guidelines, SB 743 directed that the revised CEQA Guidelines "shall promote the reduction of
greenhouse gas emissions, the development of multimodal transportation networks, and a diversity of land
uses" (Public Resources Code Section 21099[b][1 ]); and that "automobile delay, as described solely by level
of service or similar measures of vehicular capacity or traffic congestion, shall not be considered a significant
impact on the environment" (Public Resources Code Section 21099[b][2]). As such, pursuant to Public
Resources Code Section 21099(b)(2), the Supplemental EIR focuses on analysis of Vehicle Miles Traveled
(VMT) criteria and improvements to the circulation system along the Project's frontage to accommodate
buildout of the proposed Project, pursuant to the City's recent General Plan Update. Further yet, the
Supplemental EIR is not required to analyze impacts related to traffic congestion. Nevertheless, a Traffic
Impact Analysis was prepared for the Project and is publicly available on the City's Project website. This
comment will be forwarded to all decision makers as part of the staff report for the Project.
In regard to the affordability of the residential units within the proposed Project site, CEQA is an
environmental protection statute that is concerned with physical changes to the environment (CEQA Guidelines
Section 15358(b)). The environment includes land, air, water, minerals, flora, fauna, ambient noise, and
objects of historic or aesthetic significance (CEQA Guidelines Section 15360). The Project's potential
economic and social effects are not considered effects on the environment (CEQA Guidelines Sections
15064(e) and 15131(a)). Thus, consistent with CEQA, the Draft Supplemental EIR includes an analysis of the
Project's potentially significant physical impacts on the environment and does not include substantial discussion
of the Project's economic or social effects. Because no environmental impacts related to the affordability of

Comment LCC3.2: This comment states that the proposed Project would not be useful in addressing the City's
homeless problem as there are no affordable housing units proposed.
Response LCC3.2: This comment does not provide substantial evidence of a significant environmental impact.
The Project site has been designated as a District Center by the City of Santa Ana General Plan where
intense mixed -use development is encouraged. As discussed in Section 5.8 Land Use and Planning, of the
Draft SEIR, the proposed Project would be consistent with its General Plan designation. The proposed Project
would provide housing proximate to local employment centers, commercial retail services and restaurants
for onsite residents and employees working nearby. In addition, the proposed Project would provide onsite
open space and recreation activities that would integrate into the existing communities around the site. Thus,
the redevelopment of the site and change to the area has been planned for by the City.
In regard to the provision of affordable units by the Project, the proposed Specific Plan does not include
specific requirements for affordable units. However, the proposed Project would result in a residential density
of 91 du/ac, which would allow the potential for each proposed residential or mixed -use development to
include affordable residential units. Section 3.6 of the proposed Specific Plan describes that the City of
Santa Ana has established an Affordable Housing Opportunity and Creation Ordinance (AHOCO) to

encourage the development of housing that is affordable to a range of households with varying income
levels. The Ordinance is applicable to new residential projects within the Specific Plan area that meet certain
criteria. As implementing projects in the Specific Plan area are submitted to the City for review, they would
be required to comply with the City's AHOCO or the Project's Development Agreement when approved. In
addition, affordable housing is an economic and social issue. CEQA is an environmental protection statute

More Public Benefit from the developer, (at a minimum, adjusted for inflation from the last 4+ years) spent in the
area around the development, with active input from the residents and businesses most impacted.
13 ACRES
In various meetings, we've heard folks positively gush about the great 13 acre "park" in this development. Realistically,
this is open space only for the residents. No one from outside the development will be going there specifically to enjoy
the park, walk the dog, or have fun with the kids. (maybe with an ice cream from Hans') there is nothing in the
renderings that resembles a play area or sports facility, much less public restrooms.
If there is no playing field, it can't possibly take any pressure off of any of the parks that currently host multiple soccer
games, basketball, etc. on every weekend. (more residents will I exacerbate the situation) If there is a provision for that,
it wdl be difficult for people to use it.
Where are "outside" visitors going to park? They're not going to use valet. Currently in many Santa Ana parks, the
leagues bring their own goals, corner flags, etc. That won't bean option. How will they gain access to the area to
unload/ load equipment?
It won't be a convenient walk . How are they going to get their picnic baskets (?), beer and soda coolers, and chairs
umbrellas to the site? That issue currently exists; several parks are under-utilized (for sports) because of access
issues. (e.g. Lili King... reallly can't park unless we pay off / twist the arms of SAUSD. Sandpointe... constant street
parking already filled.
There are folks that think the addition of 13 acres to the City resume is a great thing; and any increase helps. But the
over-alll value to everyone outside of the property is imairginal. There will be resistance to any organized sports if it
upsets in any way the atmosphere of expensive Iluxury apartments. Referees' whistles, boisterous players, cheering, fans
and their kids are not part of this development; not to mention evening practices and pick-up games. if you visit a
"league play" day in a Santa Ana park, you know that activity would not work in this development.
If this is truly a windfall) for the city, it should have provisions for weekend organized sports for the community. It should
be ironclad in the Development Agreement. We know from sad experience that terms of Development Agreements are
not always met (see Nexus INS2691). Any less -active amenities, tennis or pickle ball, for example, will undoubtedly be
restricted by "reservations," card or code access, lack of restroom access, and parking issues. And consider that tennis
pickleball in Sandpointe isn't exactly booked solid.
The open space is private. Santa Ana Parks has not been a part of the discussion. There are no guarantees; and this
isn't the windfall that some proclaim it to be. It is illusional.

The area surrounding this proposed development will be subject to high disruptions in the quality of Ilife- up to 15-20
years of construction issues, culminating in a 260% increase in "unmitigable," traffic by phase 11. They propose to use
commercial ride sharing, which only INCREASES the number of trips v. a, personal vehicle.

Macarthur is already the de facto alternate for issues on the 405.
This is in an area that already has some of the busiest intersections in the County. Between Thanksgiving and Lunar New
Year, the area is already frequently gridlocked.
There is a development under construction now at Macarthur and the 55 freeway.
THE VILLAGE (adjacent to this proposal, and across from South Coast Plaza) has already been presented.
Think what a project like this would do to the area where you live.
The Development Agreement must contain more mitigation for the area. Remember, the owners of this property also
own property on the East side of Bristol. Parts of this could contain modified right turn / access -egress provisions to
mitigate the issues.
"PUBLIC BENEFIT FUNDS"
$22,000,000 has been suggested for "Public Benefit". Considering the current costs of just about everything, this is
absurdly inadequate. What does it cost to fully reconstruct 2 miles of Macairthur Blvd? ( Hint: roadway reconstruction
costs have been rising by 24 % per year; UP 65% since December of 2020. One intersection, Spruce and Segerstrom, will
cost $800,000.00 today;. wlhat will things cost in another 2-5-10 years?)* The increase in construction traffic alone will
accelerate the need for work on Macarthur and other arterials, already in jeopardy. This will need to be done before the
RELATED project is fully contributory. Traffic on Flower, Sunflower, Macarthur, and Fairview will greatly increase, with a
need for increased maintenance. The proposed funds will be exhausted just maintaining** what we have, and nothing
will improve or be mitigated. The majority of the funds proposed need to be allocated to the area that will be most
impacted by the development. There needs to be local citizen input, with full voting on how funds would be used.
The developer has touted the economic boon (sales tax, real estate taxes / valuation, increased economic activity) this
will be for the City. That "largess" is in the future: 10-15 years. But the area will suffer and degrade in the interim. There
will be an immediate decrease in funds from businesses, and increase in infrastructure deterioration. The investment of
the Public Benefit funds in the immediate area is needed to off -set this impact, AND to ensure that the area is prepared
and attractive to future residents, investors, and retail customers. If this does not happen, if the funds are parsed
throughout the city on short-term pet projects and feel -good promotions, the development will not deliver the future
projected gains. We must maintain the long view on the investment of the area. Remember the pain, economic
impact, and ongoing traffic issues of the trolley? And how we were hamstrung by the County? The City needs to
utilize the funds to offset the issues, anticipated and unanticipated, for the local area. This project impact will be an
order of magnitude greater in volume and duration; in the area that is a large (largest?) contributor to the City
budget. The project will undoubtedly impact that budget when we can least afford it, the next 2-6 years.

My husband and I are residents of Santa Ana living in the Sandpointe neighborhood of south Santa Ana area. I
am writing to express my view to OPPOSE: the Related California Specific Plan project that is proposed
for 3600 S. Bristol Street.
The issues we have with the Related California Bristol Specific Plan is:
3750 units X 800 (Avg sq ft?) = 3,000,000 sq ft of residential. At 3 people average per apartment unit that is
11,250 people generating 30,000 more vehicle trips on Bristol and surrounding streets. Bristol is a crowded and
busy street, especially by the In and Out. That intersection is busy all of the time. Adding more residents in
such a small space will make traffic unbearable.

Estimating that maybe 50% of the 200k sq ft commercial is retail. The
retail is 3% of the residential. There is no anchor retail. That is not mixed -use, it's a mixed ruse. Where do we LCC
go shopping? The amount is not big enough for a Vons plus other retail. Is it only going to be donut shops and 5.2
nail salons? If that is the case, where do I go for my groceries? Irvine or Costa Mesa?
The alleged "14 acres" of underwhelming open space is grossly exaggerated as it appears to count sidewalks,
and maybe drive aisles, etc. There is no nice 5-acre central park with lots of grass and trees. (All that LCC
concrete/asphalt from the ground and stucco side of 5-story and 10-story buildings throws off a lot of 5.3
heat.) Where do kids kick a soccer ball or adults throw a frisbee? Where is the landscape plan? What are the
size of the apartment units?
Who are the proposed residents who will live here'? Are there deed -restricted low-income units and if so, how
many? Also, with an open design, will there be security assigned to keep the homeless out of the landscaping? LCC
With that many residents in a small area, most people will have pets. Where is the dog park or do the animals 5.4
share with the children in the "green space"?
It feels dishonest to pretend this is a benefit for Santa Ana residents when it's not. This is probably the largest,
most dense residential project ever in Orange County. (Or close to it). There will be over 10,000 people living LCC
there. The City should candidly present this project for what it is and let everyone then give their opinion based 5.5
on accurate information and presentation, and not misleading spin.

the Draft Supplemental EIR, the proposed Project would provide approximately 17.21 acres of total open
space, with 13.1 acres being available to the public. While there are designated private open space areas
proposed for the Project site, those areas are not included in the 13.1 acres of public open space that would
be available to anyone in the community to access. As discussed on page 5.12-5 of the Draft EIR, the 13.1
acres of public open space will include a central park, two plaza spaces, a green link/paseo, and other
open spaces such as landscaped parkways and programmable roads that could be used for public
recreational areas. While the proposed open space areas may not be able to accommodate organized
sport activities such as soccer or baseball, parks and open space come in a variety of forms, and the open
space provided by the proposed Project would be consistent with Policy OS-1.5 of the Santa Ana General
Plan Open Space Element to "provide a mix of community, neighborhood, and special -use parks, along with
greenway corridors, natural areas, and landscape areas, to meet community needs for greenspace,

Regarding the landscape plan and residential unit sizes, the Draft Supplemental EIR includes the proposed
Open Space Plan in Figure 3-1 1. In addition, Section 5.0 of the Specific Plan sets forth design guidelines for
landscaping for future developments within the Specific Plan. The exact size of the residential units is not
known at this time as the proposed Project is a Specific Plan that delineates the maximum buildout of the
Specific Plan area. Future residential development projects may not include the maximum allowable number
of residential units and would be reviewed through the City's development review and permitting process.
Further, it should be noted that the existing General Plan District Center High (DC-5) land use designation
has an allowable density of 125 dwelling units per acre (du/ac), and the proposed development would
result in a maximum density of 91 du/ac, which is 34 du/ac below the maximum allowed by DC-5.
Comment LCC5.4: This comment questions how many low-income units would be available as part of the
proposed Project. The comment also explains that the increase in population will require increased security
as well as areas for pets that would live within the development.
