In Re On motion of Councilman Jerome, Bids Autos for Police Dept. seconded by Dahl and carried, the Clerk was authorized to open bids for the furnishing of three four- door black automobiles and one four-door other than black automobile for the Police Department, as follows: Bid of Harrison Pontiac-Company: Net bid of $4311.52 for six cylinder cars, ll5 horse power. Net bid of $4966.94 for eight cylinder cars including standard police group, 122 horse power. Delivery within six weeks. Bid of George Dunton: Net bid of $5,679.44 for six cylinder cars. Delivery within 30-g5.days after receipt of purchase order. Bid of McLean Motor ComPany: Net bid of $7,260.04 for Oldsmobile Super 88.Series. Net bid of $6,884.9g for Oldsmobile "88" series. On motion of 0ouncilman Jerome, seconded by Lateen and carried, the bids were referred to the Manager and City Engineer for report at their earliest convenience. # The Attorneys for the proponents and opponents stated they held meet- ings in an effort to reach a compromise on the variance application submitted by Samuel J. and Mary B. Stronge and Helen B. Smith for the First Christian Church, to construct a Church and accessory buildings with improvements and off-street parking in connection with the use of the property at 1716-22 West 17th Street. On motion of Councilman Larsen~ seconded by McBride and carried, the variance was granted subject to the condition that on or before thirty days from this date the applicants or the First Christian Church agree to dedicate 30 fee' of a 60 foot street from 15th Street to 16th Street along the westerl boundary of the property included in this application not to exceed 335 feet and further agree to pay the total cost of a 60 foot street improvement, which shall be a ~0 foot street and 60 foot curb only, the additional 30 feet to be dedicated by the members of the Sixteentl Street Association all on the condition and at such time as a complete "U" from 15th Street to 16th Street is assured by deeds and costs of improving,the same being deposited with a reliable escrow holder on or before one year from this date. On motion of Councilman Dahl, seconded by Jerome and carried, the recommendation of the Planning Commission was approved and variance granted to Carl K. and Agnes B. Pea~l~an, to permit construction of a two-story building composed of approximately 1400 to 1600 square feet, the main floor 'to be. used as Doctor's offices and the same area In Re. Resol. None None On motion of Councilman Jerome, seconded by Dahl and carried, the recommendation of the Planning Commission was approved and variance granted to L.Z.Cone, to permit use of the dwelling at 209 South B~oadway for accountants~ and real estate office and other professional offices. ,, On motion of Councilman Dahl, seconded by Jerome and carried, the recommendation of the Planning Commission was approved and variance granted to Ione Edna Hosman to permit construction of a residence to be situated 13 feet from the existing apartment building in place of the required 15 feet, at 330-334 West Washington Avenue. Communication was read from the Planning Commission recommending reclassification of property east of Standard Avenue from Delhi Road the City Limits line, which is approximately 335 feet north of St. Andrews Place, from R-1 to R-3 District. On motion of Councilman Dahl, seconded by Jerome and carried, the Amendment Application wa~s referred to the Council as a whole for further study. Communication was read from the Planning Commission recommending - adoption of the Subdivision Ordinance as approved by the Commission at meeting held May 25, 1953. On motion of Councilman Dahl, seconded by Jerome and carried, the matter was referred to the Council as a whole for reconsideration at the next meeting and copies to be fur- nlshed each member of the Council. Communication was read from the Planning Commission recommending adoption of the Billboard Ordinance as approved by the Commission at meeting held May 25, 1953. Communication was read from Crown Motors, 1711 South Main Street, requesting that an investigat~ion be made as to the possibility of making changes in the north and south bound bus stops at the corner of Main and Berkeley Streets. On motion of Councilman Dahl, seconded by Jerome and carried, the matter was referred to the City Manager and Chief of Police for investigation and report at the next meeting. . On motion of Councilman Jerome, seconded by Dahl and carried, proper official was authorized to execute letter of renewal, dated May 28, 1953, on Contract N 123-s-4~6~3, for continued service on sewage disposal for the Lighter-Than-Air Base, beginning July l, 1953. # Communication was re~.d from Alma R. Steward, 1709 Spurgeon Street, requesting removal of two old carob trees in the parking and replace- ment of magnolia trees, and on motion of Councilman Dahl, seconded by Jerome and carried, the request was referred to the Park Board for action. On motion of Councilman McBride, seconded by Larsen and carried, the Protest communication of the Initiating Committee of the Independent 'an~ and filed was rea__d/reque~ting the City to Join them in protesting the Application of the Southern California Edison Company for a $16i000,000 annual electric rate increase. The Findings and Award of the Industrial Accident Commission in favor of Goldie May Scott, in the sum of $20~8.00, due to death of Glenn W. Scott, while employed by the City, was received and filed on motion of Councilman McBride, .seconded by Jerome and carried. # The Findings and Award of the Industrial Accident Commission in favor of Horace M. On motion of Councilman Jerome, seconded by Larsen and carried, the report of the Industrial Committee of-the Chamber of Commerce was relented to the Council as a whole for further study. # Communication was read from The Pacific Telephone and Telegraph CompanE requesting permission to p~aoe a pole on the City Library property in order to provide adequate clearance for telephone lines which provide sea-vice to the Library, and on motion of Councilman. Jerome, seconded by Dahl and carried, the request was referred to the Engineer with power to act. # On motion of Councilman Dahl, seconded by Larsen and carried, the Application of C.J.Black, doing business as Huntington Beach-Santa Ana Bus Line, for a certificate of public convenience and necessity to operate an extended route between Santa Aha and Orange, was referred to the City Manager for investigation and report at the next meeting. On recommendation of the eommittee and on motion of Councilman Dahl, seconded by Larsen and carried, the bid of the Harrison Pontiac Company was accepted for four eight cylinder automobiles and the installation of "Standard Police Group" as outlined in the bid and all other bids rejected. On recommendation of the committee and on motion of Councilman Dahl, seconded by McBride and carried, the bid of Wager and Walker was accepted for the furnishing of two motorcycles for the Police Depart- ment, and all other bids rejected. None None The Manager reported that a building permit has not been issued to Jack W. Smith to construct two apartment buildings with six units in each, with garages and laundry rooms in rear, at 619 North Baker Street, and the owner will have to comply with regulations governing adequate parking before permit is issued. On recommendation of the committee and on motion of Councilman McBride, seconded by Dahl and'carried, the request of fifty-six residents and property owners that a crossing guard be stationed at Bristol and Bishop Streets for the safety of the school children, was denied and Clerk instructed to notify Mrs. Lee ¥ile~ of Council action. # On recommendation of the committee-and on motion of Councilman Dahl, seconded by Lateen and carried,.the request of the Principal, Edison School, 2063 Orange Avenue that an additional cross-wal~ be placed near the school for the safety of the children, was denied. . On recommendation of the committee and on motion of Councilman Jerome seconded by Dahl and carried, the request of T.~.B~rnett, 1055 West Bishop Street, requesting that a fou?-way stop sign be installed at the corner of Bishop and Shelton Streets, was denied. The Manager reported that the Park Board had communicated.with the Division of Highways recommending that permits be granted for the removal of trees on the west olde of South Main Street in the 2000 block. # It was moved by Councilman McBride, seconded by Dahl and carried, that M.A.Nishkian & Company, contractor for the installation of an 8" Navy fuel pipeline between Norwalk and E1 Toro be informed that the City of Santa Ana.is-willing to accept either one of the two alternat~ as indicated Sn their map with the following restrictions: (1) If Alternate Route 1 is substituted that every effort be made to change the location off of Roe Drive; (2) That the installation be designed in conformance with requirements of the City of Santa Ana Engineer in order to avoid interference with City and all utility installations. # On motion of COuncilman Dahl,-seconded by Lateen and carried, the City Council adjourned. ~erk of the Council
