(Rincon) is pleased to submit this proposal to prepare the Car Wash Noise Study for the City of Santa Ana. Rincon understands that the Noise Study will be utilized by the City to document ambient noise levels from new and older car washes at various times of day and week. The City also needs a comprehensive "tool kit," designed to assist City staff in the evaluation of car wash facilities, and to assist with the prevention and mitigation of car wash noise impacts. Rincon has extensive experience consulting on car wash noise studies, including the Quail Hill Car Wash Expansion Project in Irvine, the Trabuco Car Wash Project in Irvine, the Genie Car Wash Project in Poway, and the Stable Lanes Road Project in Wiidomar. This proposal details our project understanding, general scope of work, cost, and schedule. Project Understanding Rincon understands that the City is requesting the following: A. Conduct a comprehensive noise study comparing two car washes with old operational technology and two car washes with newer operational technology, to determine operational noise levels. Suggested locations to be studied are: Old Car Washes Jumbo Car Wash, 1898-1832 W 1st St., Santa Ana (Ward 5) Frank's Bristol Car Wash, 501 N Bristol St., Santa Ana (Ward 5) • New Car Washes Raceway Express Carwash, 4426 W 1 St., Santa Ana (Ward 1) Two Thumbs Up Express Car Wash, 4450 Westminster Ave., Santa Ana (Ward 1) Rincon understands that the final list of old and new car washes to be studied shall be proposed by the selected firm and confirmed by City staff prior to commencement of on -site noise studies, and that the noise analyses should include: En vi ro n m e n l al Scientists Planners Engineers rincon City of Santo Ana Car Wash Noise Study Proposal • Measurement of noise levels during different operational hours (peak and nonpeak). • Identification of noise sources within the car washes (e.g., mechanical/washing equipment, dryers, vacuums, vehicle idling, combined exterior noise, etc.). • Analysis of noise propagation to surrounding areas, particularly sensitive land uses such as residential areas, schools, and hospitals. B. Preparation of a "tool -kit' that supports City staff in the review process of existing and proposed car washes to lessen noise levels at sensitive receptors. This tool -kit should provide, at a minimum: • Standard noise measurement and reporting protocols. • Best practices for noise mitigation, including components such as construction materials, site orientation, and operational adjustments. • Recommendations for incorporating noise reduction technologies for both new and existing car washes. Scope of Work A. Noise Study Details • Proximity to sensitive land uses and other car washes. • Type of construction and orientation of the site. • Location of operating equipment and hours of operation in both existing and proposed car washes. • Comparative analysis of noise levels between old and new car washes. • For this task, Rincon will conduct up to 16 short-term (5 to 15 minute) noise measurements in coordination with the City. B. Noise Mitigation Strategies • Existing Conditions and Regulatory Framework: Highlight tools that planners can use to lessen noise pollution related to proposed changes in existing or nonconforming car washes. • Regulatory Guidelines for Proposed Car Washes: Include tools and guidelines that determine: o Minimum distances between existing and proposed car washes. o Minimum distances from sensitive land uses. o Consideration of new noise reduction technologies. o Community impact assessment protocols. o Comprehensive Site Design (e.g., addition of landscaping, block walls, building orientation, etc.) C. Guidelines Composition • Develop comprehensive guidelines to support City staff in minimizing noise and vibration impacts, ensuring consistency with current regulatory frameworks and best practices. Project Management This task includes project management, client coordination and conference calls, quality assurance/quality control, and administration required to execute the work program. Rincon will participate in teleconference meetings to coordinate project changes or other issues that may arise throughout the duration of environmental support work. This task also includes general consulting, Director review and oversight, coordination, and general contract administration. Deliverables: Draft noise letter report/guidance document. Final noise letter report/guidance document. Cost and Schedule Rincon will complete the work task identified above on a time and materials basis not to exceed $12,500.Our standard fee schedule is attached. The work program is expected to be completed within three months of notice to proceed based on the City's draft schedule from the RFP. One draft copy of the noise letter report/guidance document (Word and PDF) will be submitted to the client for review and approval. Following one round of comments, the final report will be prepared and submitted. No hard copies will be provided. Additional services beyond those identified herein such as attendance at public hearings or meetings could be provided, at your request, on a time and materials basis in accordance with our standard fee schedule. "Outstanding balance" means the amount you owe on the loan/lease at the time of "loss" less any amounts representing taxes; overdue payments; penalties, interest or charges resulting from overdue payments; additional mileage charges; excess wear and tear charges; lease termination fees; security deposits not returned by the lessor; costs for extended warranties, credit life Insurance, health, accident or disability insurance purchased with the loan or lease; and carry-over balances from previous loans or leases. 7. AIRBAG COVERAGE Under Paragraph B. EXCLUSIONS - of SECTION III - PHYSICAL DAMAGE COVERAGE, the following is added: The exclusion relating to mechanical breakdown does not apply to the accidental discharge of an airbag. 8. EXTRA EXPENSE - BROADENED COVERAGE Under Paragraph A. - COVERAGE - of SECTION III - PHYSICAL DAMAGE COVERAGE, we will pay for the expense of returning a stolen covered "auto" to you. 10. HYBRID, ELECTRIC, OR NATURAL GAS VEHICLE PAYMENT COVERAGE In the event of a total loss to a "non -hybrid" auto for which Comprehensive, Specified Causes of Loss, or Collision coverages are provided under this Coverage Form, then such Physical Damage Coverages are amended as follows: a.lf the auto is replaced with a "hybrid" auto or an auto powered solely by electricity or natural gas, we will pay an additional 10%, to a maximum of $2,500, of the "non -hybrid" auto's actual cash value or replacement cost, whichever is less, b.The auto must be replaced and a copy of a bill of sale or new lease agreement received by us within 60 calendar days of the date of "loss," c.Regardless of the number of autos deemed a total loss, the most we will pay under this Hybrid, Electric, or Natural Gas Vehicle Payment Coverage provision for any one "loss" is $10,000. For the purposes of the coverage provision, a.A "non -hybrid" auto is defined as an auto that uses only an internal combustion engine to move the auto but does not include autos powered solely by electricity or natural gas. b.A "hybrid" auto is defined as an auto with an internal combustion engine and one or more electric motors; and that uses the internal combustion engine and one or more electric motors to move the auto, or the internal combustion engine to charge one or more electric motors, which move the auto. 19. VEHICLE WRAP COVERAGE In the event of a total loss to an "auto" for which Comprehensive, Specified Causes of Loss, or Collision coverages are provided under this Coverage Form, then such Physical Damage Coverages are amended to add the following: In addition to the actual cash value of the "auto", we will pay up to $1,000 for vinyl vehicle wraps which are displayed on the covered "auto" at the time of total loss. Regardless of the number of autos deemed a total loss, the most we will pay under this Vehicle Wrap Coverage provision for any one "loss" is $5,000. A hazardous condition includes, but is not limited to, a condition in which we make claims payments for losses resulting from an earthquake that occurred within the preceding two years and that required a reduction in policyholder surplus of at least 25% for payment of those claims; or (3) We have: (a) Lost or experienced a substantial reduction in the availability or scope of reinsurance coverage; or (b) Experienced a substantial increase in the premium charged for reinsurance coverage of our residential property insurance policies; and the Commissioner has approved a plan for the nonrenewals that is fair and equitable, and that is responsive to the changes in our reinsurance position. c. We will not refuse to renew such coverage solely because the first Named Insured has cancelled or did not renew a policy, issued by the California Earthquake Authority, that included an earthquake policy premium surcharge. d. We will not refuse to renew such coverage solely because corrosive soil conditions exist on the premises.
