ANNEX". WHEREAS, the City Council of the City of Santa Aha, California has long believed that the areas Northeast of Santa Ana should be afforded an opportunity for development which would permit the highest and best use of said land without im- posing the excessive costs of large sanitation district trunk sewers to the treatment plant near the mouth of the Santa Ana River and the excessive costs of sanitary districts to provide and maintain local collecting lines and trunks; and WHEREAS, said City Council, after study, concluded that the majority of said area would logically develop as a high quality residenti~l area for estate-type homes with adequate land area for each home and that said area should be protected from sub- standard development that might reduce land values and that said area should have available to it services of the highest caliber because of the expected and logical quality use that will ulti- mately be made of such land; and WHEREAS, high quality services at low cost will greatly increase land values and insure a desirable use of said land; and WHEREAS, because of these facts said City Council has re- quested the Santa Ana Planning Commission to study said area and recommend to said council Zoning Classification suggested for said area to preserve land values and insure orderly development, and such recommendations have now been received, considered and approved. NOW, THEREFORE, BE IT RESOLVED: That the City Council of the City of Santa Ana approves the recommendations of the Planning Commission which are practically identical to the corresponding Zoning Classification in effect in the area at the present time as follows: "The area within said annexation presently zoned E 4 (~mall Estates" District) be classified 100~RE-10,000 ("Residential Estate" District); that the area pres- ently zoned A-1 ("General Agricultural" District) be classified A-1 (?General Agricultural" District); that the area presently zoned R-1 ("Single Family Residence" District) be classified R-1 ("Single Family Residence" District), excluding the area bounded on the West by Wright Street, on the East by a line approximately 275 feet West of Old Tustin Avenue, on the South by Seven- teenth Street, and on the North by a line roughly 250 to 400 feet North of Seventeenth Street; and the area bounded on the East by Old Tustin Avenue, on the West by a line approximately 275 feet West of Old Tustin Avenue, on the North by a line approximately 1320 feet North of the center line of Seventeenth Street, and on the South by a line more or less 660 feet North of the center line of Seventeenth Street, which shall be con- sidered for commercial zoning."
