This being the date set for hearing on the Amendment Application of
Allison Honer for the reclassification of the southwest corner of 15th
and College Avenue from R-1 to ~-3 Zone, seven persons stood in protest.
On motion of Councilman Jerome, seconded by McBride and carried, the
City Attorney was instructed to prepa?e an amendment to the Municipal
Code to reclassify the property.

This being the date s et for hearing on the Amendment Application of
Allison Honer, for the reclassification of the northwest corner of
17th and Bristol Streets from R-1 and R-2 to C-2 Zone, and no protests
having been received, it was moved by Councilman Jerome, seconded by
Dahl and carried, that the City Attorney prepare an amendment to the
Municipal Code to reclassify the property.
On motion of Councilman Jerome, seconded by Dahl and carried, the
Clerk was instructed to open the bids for the reconstruction of Grand
Avenue from Fourth to Seventeenth Street (except across Santa Ana
Freeway), as follows:

Resolution to establish one-hour parking on both sides of North Main
Street from 10th to Santa Clara Avenue was referred to the committee
on curb usage for report.
On motion of Councilman Jerome,
seconded by Dahl and carried, proper
officials were authorized to execute Agreement dated July 1, 1953,
with the Chamber of Commerce covering sums of monies to be expended
for advertising.purposes; Agreement to expire June 30, 1954.

On motion of Councilman Dahl, seconded by Jerome and carried, proper
officials were authorized to execute Agreement dated September 10,
1953, with L.F,Radtke, to construct a canopy and four posts upon
property at 619 West First Street, a portion of which construction
will extend over and upon the thirty-five foot set-back line.

On motion of Councilman Jerome, seconded by Dahl and carried, the
recommendation of the Planning Commission was approved and variance
granted to Liltie M. Goddard to permit constructign of a duplex at
1016 West Bishop Street, subject to the condition that accessible
parking spaces for three cars be provided.
On motion of Councilman Da.hl, seconded by I~rsen and carried, the
recommendation of the Planning Commission was approved and variance
granted to Cecil A. Broclmam to permit placir~ of a 50 square foot
neon sign in the front yard back of the established set-back at 1~33
South Bristol Street.
On motion of Councilman Jerome, seconded by Larsen and carried, the
recommendation of the Planning Commission wa~ approved and variance
granted to Rainspray, Inc., to permit a reduction in the set-back to
a minimum of 20 feet from the front property line in Tract No. 1724,
being property located on the west side Of Bristol Street between
17th Street and Memory Lane.

recommendation of the Planning Commission was approved and variance
granted to Walter and Matryce Cole to permit a reduction in the front
set-back to 50 feet in Tract No. 1788 located on the west side of
King Street to the Santa Ana River between 15th Street and Washington
Avenue.

Communication was read from the Planning Commission approving petition
submitted by William T. and Louise M. Reetz and Floyd S. and Virginia
E. Splawn requesting the City to abandon that Vance Street right-of-
way as it exists east of Santiago Avenue, with the condition that a
20-foot right-of-way from Santiago Avenue be provided to the Faccou
property. On motion of Councilman McBride, seconded by Jerome and
carried, the City Attorney was instructed to prepare a Resolution
a~ndoning that portion of Vance Street lying easterly from Santiago
Avenue for approximately 150 feet.
The Clerk mead communication from the Planning Connnission reference
petition of Louis Schulman reGuesting annexation of a portion of
territory located north of We~t Orange Road and west of the Southern
Pacific right-of-way, and report of the Boundary Commission stating
the boundaries of the p~oposed annexation are reasonably definite and

City Manager was directed to inform the City Manager of Orange that
Santa Ana did not initiate the proceedings to annex a portion of
territory north of West Orange Road and west of the Southern Pacific
right-of-way.
On recommendation of the City Manager and on motion of Councilman
Jerome, seconded by McBride and carried, the bid of The SeagTave Co~p.
in the sum of $20,027.00, plus Sales Tax, was accepted for the furn-
ishing of One 1,000 gallon per minute Triple Combination Pumper and
Hose T~Uck, and all other bids rejected.
On motion of Councilman McBride, seconded by Jerome and carried, the
request of the Junior Chamber of Commerce for permission to operate
the parking lot at the Municipal Bowl, was received and filed.
On motion of Councilman J~rome, seconded by Dahl and carried,
com~nunication from The Metropolitan Water District with certified copy
of Resolution No. 4294 levying a tax for the fiscal year. 195J-54 upon
taxable property by the District, including taxable property lying
within Santa Ana, were received and filed.

On motion of Councilman Jerome, seconded by D~hl and carried,
commUnication from the Metropolitan Water District .submitting financi~
statements as of June 30, 1953 and a s~atement of the amount of water
stored by the District and used by member municipalities, were received
and filed.
On motion of Councilman Dahl, s~conded by Larsen and carried, the
request of Gates W. Burrows, Architect, for an appointment with the
building committee reference to the proposed swimming facilities to
be erected at the Memorial Park, was received and filed. On motion
of Councilman Dahl, seconded by Larsen and carried, the Clerk was
instructed to advise Er. Burrows that a building committee has not
been appointed at this time and the request was ordered filed for
future reference.

On motion of Councilman Dahl, seconded by Jerome and carried, the
communication of Essie M. Ross, 315 North Garnsey Street, stating thaqi
the proper location for the new Library is on Sixth Street between
Ross and Patton Streets~ was received and filed.

It was moved by Councilman Dahl that the area bounded on the south by
Sixth Street, on the north by Eighth Street, on the east by Ross Street
and on the west by Van Ness Avenue be delineated at this time as the
tentative site ~or the new City Library. Motion lost.

Communication was read from L.K.Mike, requesting permission to give
away Christian Literature, from house to house, and accept offerings,
and on motion of Cnuncilman Jerome, seconded by Larsen and carried,
the request was refe~Ted to the Business Men's Associati'on for
re commendation.
On motion of Councilman Jerome, seconded by Larsen and carried, the
communication from the Purchasing Agent stating that twenty-six
impounded bicycles were sold at auction on August 22nd, at a total
price of $127.82, was received and filed.
On motion of Councilman McBride, seconded by Jerome and carried, 9he
communication from the Department of Public Works, stating that the
Highway Commission will relinquish that portion of State Highway wlth-m
in the City along First Street between the easterly line of Main Street
and the easterly City Limits at Mabury Street, Road VII-Ora-2-S.A.
was received and filed.
Communication was read from Fred E. Smith, Realtor, offering to sell
property located at 1005 West Sixth Street, which is an estate and
will be sold in Court to the highest bidder. It was moved by Council~
man Jerome, seconded by McBride and carried, that the City submit an
offer of $6,000.00 for the property.
A petition was read signed by five merchants located in the 200 block
West Third Street requesting that the present loading zone on the south
side of West Third Street at the corner of Broadway be moved to 208
West Third Street. On motion of Councilman Jerome, seconded by Larse~
and carried, the requect was referred to the committee on curb usage
for recommendati on.

On motion of Councilman Dahl, seconded by Lateen and carried, the
communication from Elmer Grossman etux requesting that action Se't~er.
to control the potentially fatal situation at Flower Street and Santa
Aha BouleVard, wae received and filed. The Manager stated that he
had contacted officials of the State Division of Highways and had
requested either temporary four-way boulevard stops or traffic signals
at the intersection and expects a reply from the State on the problem
within a few days.
On motion of Councilman Jerome, seconded by McBride s. nd carried, the
City Attorney was instructed to present at the next meeti~ a written

Communication was read from Mrs. N.E.McClain, 802 East Santa Clara
Avenue requesting that action be taken to prevent dogs destroying
plants and flowers and bein~ a nuisance to the neighborhood and that
a leash law should be enforced. On motion of Councilman Lateen,
seconded by Dahl.and carried, the request was referred to the Chief of
Police for recommendation.
Communication was read from Santa Ana Council of Churches, requesting
permission to place, in the parkway, a pole on which is mounted a mete
and an electrical outlet for the purpose of lighting, hea~ing and
ventilating the Release Time Religious Education Mobile Class Rooms,
at five schools. On motion of Councilman McBride, seconded by Lateen
and carried, the request was granted subject to the approval of the
location by the City Engineer.

Communication was read from Mabel Rathbun stating that she is the own~
of twenty acres of citrus property which is in Industrial Area "B" ant
favoring the zoning provided it will include all of the grove and not
divide the property. On motion of Councilman Jerome, seconded by
Dahl and carried, the communication was referred to the Council as a
whole.
Communication wae read from the City Engineer advising that improve-
ments within the boundaries of Tract No. 1574 have been completed, and
on motion of Councilman McBride, seconded by Larsen and carried, bond
filed by Burr Huff, in the sum of $40,000.00, was ordered released and
improvements within Tract No. 1574 accepted as completed in accordanc
with plans and specifications.
Communication was read from the City Engineer, with copy of letter
from A1 Garthe, 908 West Pine Street, and list of property owners on

of the Application of Pacific Greyhound Lines for authority to change
its urban routes in the City, was received and filed.

Application of Albert Lipps, dba Douglas Bas Line, for a certificate
of public convenience and necessity to operate a bus line between Santa
Ana and the Douglas Aircraft Plant, was received and filed.
On motion of Councilman Dahl, seconded by Larsen and carried, Summons
in the case of Rachele S. DJivre for alleged injuries, in the sum of
$10,000.00, when she fell at Broadway and Fourth Streets, due to the
faulty condition of a metal marker, was received and filed.

claim of Felton A. Ward for alleged injuries sustained, in the sum of
$250,000.00, when his automobile ran off the end of Fourth Street at
Artesia Street, due to the negligence of the City to maintain proper
warning and lighting devices at the intersection, was referred to the
City Attornsy and Insurance Carrier.

On motion of Councilman Jerome, seconded by Dahl and carried, the Claim
and Demand of Vivian Stockton for damages, in an undetermined amount,
as a result of an automobile accident with Police Officer Forrest L.
Duke, was referred to.the City Attorney and Insurance Carrier.
On motion of Councilman Jerome, seconded by Lateen and carried, Civil
Service Board Minutes dated August 5th, 1953, and report of the Police
Department for the month of August, were received and filed.

request of the Kiwanis Club of North Santa Ana, for permission to
solicit funds on September 24th, 25th and 26th, was granted.

recommendation of the Chamber Highway Committee, that due to the traff~
hazard involved, Flower Street be temporarily closed by barricade at

A petition was read signed by sixty-two residents and property owners
in the Artesia and West Fifth Street District protesting the indecent
operation and management of ~the Acapulco Cafe at 2026 West Fifth Stree~
requesting that the matter be brought to the attention of the State
Board of Equalization and the City license revoked. Lucas Lucio,
official spokesman for the protestants stated that the statements are
true and that witnesses would be~ available who would verify the charges
as contained in the petition. On motion of Councilman Dahl, seconded
by Jerome and carried, the petition was referred to the City Manager
for report.
Charlie Wolf, ~13 East Pine Street, again appeared before the Council
stating that the weeds in the alley at the rear of his property had not
been cut by the City crew, and on motion of Councilman Dahl, seconded
by Jerome and carried, the matter was referred to the City Manager for
action.
On recommendation of the City Manager and on motion of Councilman
J~rome, seconded by McBride and carried, the bid of the Pacific States
Oast Iron Pipe company was accepted for the furnishing of 10,000 feet
of 12 inch and 5,000 feet of 8 inch Cast Iron Pipe, and all other bids
were rejected.
