It was moved by Councilman McBride, seconded by Jerome and carrie~/
that consideration of Ordinance approving the annexation of that
certain territory designated "Baptist Church Annexation" be continuedi
until October 5, 1953.
On motion of Councilman McBride, seconded by Jerome and carried, the
Vice Mayor was authorized to signs screw instructions from George D.
and Xathryn M. Gregg, and Harold M. and Hazel V. Grimes; Emmett Guy
and Myrtle C. Derby; Martin E. and Eleanor D. Lindsey, for easement
deeds for street purposes, for the widening of South Main Street, and
from Frank P. and Myrtle F. Borchard, for an e~eement for sewer
purposes adjoining the Pacific Electric Railway tracks in the south-
east section of the City.

0om~Anioation and Resolution No. 559 of the Planning Commission were
read on the application of Walter and Natryce Cole, recommending the
District
reclassification from R-1 to R-2_~ all lots in Tract No. 1788 on the
west side of King Street to the Santa Aha River between 15th and
Washington Avenue, except Lots 1, 37, 38, 39 and 40 facing King Street
which shall remain as i%-1 District. On motion of Councilman Jerome,
seconded by Lateen and carried, a notice cf public hearing was ordered
published setting date or.earing as October 5th, 1953.
On motion of Oouncilman Jerome, seconded by Lateen and carried, the
recommendation of the Planning Commission was approved and variance
granted to Judy Newman to permit use of the present building as a
residenee and to conduct daytime dancing classes at 809 Bush Street,
subject to certain conditions.
Communication and Resolution No. 557 of the Planning Commission were
read on the application of John L. Sentesy etal, recommending the re-
classification from the R-2, R-3 and C Districts to the C-1 District,
that property on West Seventeenth Street between Flower and Bristol

The Clerk read communication from the Planning Commission recommending
that a variance be granted C.J.Shives to permit use of one room in
existing residence as a real estate office at 1501 South Broadway,
subject to certain conditions, and petition signed by thirty-five
property owners and residents protesting the variance. Mrs. Charles
E. Davis, 1522 South Birch, Mrs. Walter Welch, and Ogden Markel, owner
of property at 1445 South Sycamore, stated their reasons for opposing
the variance. Attorney Robert Webb presented a petition signed by
~welve persons favoring the variance. On motion of Councilman. Jerome~
seconded by Larsen and carried, the variance was referred to the 0ounc~l
as a whole for further study until the next meeting. On motion of
Councilman Jerome, seconded by Larsen and carried, the petitions were
received and filed.

The Clerk read comm,~uication from the Planning 0ommission recommendingI
that a variance be granted Selmer K. and Margie Fay B~idston to permit
establishment of a real estate office in residence at 202 West Edinger
Street subject to certain conditions. On motion of Councilman Jerome~
seconded by Larsen and carried, the variance was referred to the Council
as a whole for further study until the next meeting.

Communication was read from the Planning Commission recommending denial
of a variance submitted by William D. Greschner requesting permission
to construct an office building at the northeast corner of North
~oadway and West 18th Street to be leased 'by the State for the office~
of the .State Board of Equalization. On motion of Councilman Jerome,
seconded by McBride and carried, the recommendation was approved and
variance denied.
Communication was read from Attorney N.H.Smedegaard on behalf of his
client Rudy Gallegos stating that Mr. ~allegos has a purchase agreemen~
for the four lots which face south on Delhi Road between Cypress Avenue
and the alley to the west and requesting the City to execute a deed
releasing the easement previously rese~ed on the south end of three
of the four lots. On motion of Councilman Jerome, seconded by Larsen
and carried, the request was granted and Mr. Smedegaard authorized to
prepare a deed to be submitted to the City Attorney for his approval a~d
presentation ~o the Council at meeting October 5th.

Communication was read f~om Attorney Royal E. Hubbard on behalf of
Sandetrom Construction Investment Company reference proposed Tract
No. 1855 fronting on Walnut Street between Baker and Bristol Street
and setting forth the requirements as requested by the Engineer's
offiee in excess of those required of other residential traete.
It was moved by Councilman Jerome, seeonded by Lateen and esmrled,
that the Council will undertake to pay such costs as determined by the
Director of Public Works as repr%senting the additional charge of the
cost for street construction over and above that normally undertaken
by the subdivider on a residentfal street of 60 ft. width. This plsm
is based upon such payment by the City in instances where the street
in quest£on is either a portion of the major street agreement of the
State of California or is designated by a policy of the City Council
as being a portion of the City Street system on which the development
is required to handle full vehiculsm traffic in large volumes and
significantly g~eater than that whichwould be proDosed on a resident!
street. It was moved by Councilman Jerome, seconded by Lateen and
carried, that the Director of Public Works be directed not to require
Sandetrom Const'ruotlon Investment Company to pave the northerly portic
of Walnut Street adjacent to Bristol Street easterly 108.6 feet.
On motion of Councilman Lateen, seconded by Jerome and carried, the
recommendation of the Planning Commission was approved and vamiance
g~anted to James A. Milliken to permit alteration of a non-eonforming
duplex at 1023} Cypress Avenue.

On motion of Councilman Jerome, seconded by La. sen and esmried, the
variance application of Leu J. Kilgore to permit construction of a
modern elx unlt court-type building to be used for medical and dental
professions; and a re.etlon in the front set-back to 40 feet at 111-
115 East Pomona Street, subject to certain conditions, was referred
to the Council as a whole until such time as a plot plan is presente~
and provision made for off-street pemklng.

On motion of Councilman Jerome, seconded by Larsen and carried, the
recommendation of the Planning Commission was approved~and variance
gTanted to O"-a~lee and Roberta L. Oohen to permit construction of a
building for doctor's and/or medical offices at the northwest corner
of Borchard and Bristol Streets, consisting of two lots, subject to
certain conditions.

granted to Santa Aha Community Hospital to permit use of property for
professional building and parking lot located on the south side of
East Washington Avenue, in the 600 block, subject to certain conditio~

On motion of Councilman Jerome, seconded by Lateen and carried, the
recommendation of the Planning Commission was approved and variance
granted to Elias G. Beltran to permit extending an existing building
13 feet at 1201 West First Street, such building to be used as a custom
.upholstery shop, subject to certain conditions.
Communication and Resolution No. 558 of the Planning Commission were
read on the application of Otho P. Jones, recommending the reclass-
ification of a parcel of land approximately 115~ x 140' at the north-
west corner of Towner and l?th Street from the R-3 District to the C-1
District. On motion of 0ouncilman Jerome, seconded by Larsen and
carried, a notice of public hearing was ordered published setting date
cf hearing as October 5th, 1953.

On motion of Councilman Jerome, seconded by Lateen and carried, Map of
Tract No. 1915, submitted by Mark Investment Company, for the dedication
of Hawley Street, Tenth Street and Ninth Street, was approved subject
to the approval of bond by the Attorney, in the sum of $26,000.00, and
officials authorized to sign Map and Agreement.
On motion of Oouncilman Lateen, seconded by Jerome and carried,
Tentative Map of Tract No. 1964, submitted by Frank Hilditch, consist-
ing of twenty-nine lots lying west of Lincoln Street with an extension
of Grovemont Street in the northerly section of the Tract, was approve~
subject to the condition that street names be changed to conform to'
existing streets and Larchmont Street an~ Jeans Drive be made sixty foot
to
stx-eets and Grovemont Stree~_/be a fifty-foum foot street.

It was moved by Councilman Lateen, seconded by Jerome and carried,
that consideration of Tentative Map of Tract No. 1953, submitted by
J.R.Sandstrom, consisting of twenty-six lots bounded on the east by
Halladay Street, on the west by Oak Street and lying between Myrtle an~
Bishop Streets, be continued until October 5th, 1953.
On motion of Councilman Jerome, seconded by McRride and carried,
Tentative Map of Tract No. 1960, submitted by Robert C. Frias, consist~
ing of thirty-seven lots bounded on the west by King Street and partly~
by Eighth Street on the south,was approvs~ smbJect to the condition
that all trees and rights-of-way be removed.

On recommendation of the Purchasing Agent and on motion of Councilman
Lateen, seconded by Jerome and carried, the Clerk was authorized to
advertise for bids for the furnishing of one pavement breaking and
tamping machine; bids to be opened October 5th, 1953~.

On motion of Councilman McBride, seconded by Jerome and carried, the
communication from the State Employees' Retirement System setting forth
amendments made by the 1953 Legislature was received, filed and
referred to the Manager and Attorney to prepare necessary proceedings
for submission to the Council at meeting to be held October 5th, 1953.
On motion of Councilman Jerome, seconded by Lateen and carried, the :
communication from the Orange County Water District requesting that a
Director be appointed was received, filed and action was postponed
on the appointment until the next meeting.

On motion of Councilman Jerome,
Communication was read from Ernest N. Winbigler, on behalf of the
Community Chest Campaign, requesting permission to place pole cards
on the light standards 12u-oughout the downtown area, and on motion of
0ouncilman Jerome, seconded by Larsen and carried, the request was
granted and communication filed.

On motion cf Councilman Jerome, seconded by Larsen and carried, the
request of Mrs. J.H. Hall, President of the Patch Club, for permission
to conduct a public dance at the Eagles Hall, on Friday, October 30th
was granted.

On motion of Councilman Jerome, seconded by Larsen and carried, the
request, of Howard B. Hillman for permission to conduct a public dance
at the American Legion Hall, on October 3, 1953, from 9:00 P.M. to
l:00 A.M., was granted.

On motion of Councilman Jerome, seconded by Larsen and carried, the
communication from Warren K. McCarty, 821 North Lowell Street, suggest
lng the installation of fou~-way stop signs at the intersection of
North Flower Street and Santa Aha Boulevard, was received and filed.

Oommunioation w~B read from the City Engineer advising that improve-
ments within Tract No. 1534 have been completed, and on motion of
Councilman Jerome, seconded by McBride and carried, bond filed by
W.E.Lindsay, etal, in the sum of $16,000.00, was ordered released and
improvements within Tract No. 1534 accepted as completed in accordance
with plans and specifications.

~On motion of Councilman Jerome, seconded by Larsen and carried, the
request of R.M.Grimes, 1241 South Main Street, that at least two
minute zones be established at 1245 and 1247 South Main Street, and
twenty-minute zones in f~ont of 107, 109 and lll Oxford Street; also,
on the north side of Oxford Street at the boulevard stop sign either
a twenty-minute or one-hour zone, was'referred to the committee on
curb usage for report.
On motion of Councilman Jerome, seconded by Larsen and carried, the
request of Attorney Robert S. Barnes on behalf of Mrs. S.H.B~adley,
309 East Walnut Street, who operates a nursery school for small
children, that a loading zone or a fifteen-minute parking limit be
established, was referred to the committee on curb usage for report.

Communication was read from Mrs. J.E.Johnston, 854 McFadden Street,
requesting that a twenty-five mile zone be established on McFadden
Street from Halladay Street to StanS--d and that twenty-five mile per
hour signs be installed in the area. On motion of Councilman Jerome,
seconded by Lateen and carried, the request was referred to the Chief
of Police for investigation, submit a copy of the complaint to the

claim of L.L.Beeman, on behalf of Stella C. Beemen, for injuries
sustained when she fell at the Community Center Club House, in the sum
of $80.00, was referred to the Attorney and Insurance Carrier.

On motion of Oouncilman McBride, seconded by Larsen and carried, the
Minutes cf the Executive Committee of the Joint Outfall Sewer meeting
held at Anaheim, September 3rd, 1953, were received and filed.
On motion of Councilman McBride, seconded by Larsen and carried, the
applications of Ronnie L. Haines and Francis E. Buck to drive taxicabs,
were received and Permits granted.

The Council having unanimously waived the reading of the Resolution,
on recommendation of the committee and on motion of Councilman McBride,
seconded by Lateen and eamried, the following Resolution entitled:
"CoDcerning Parking Limitations and Cumb
Markings in Accordance Therewith"
establishing a twenty~fou~ minute zone at ~07~ West Seventeenth Street,
in accordance with the request of Harley F. Lee, was considered and
passed by the following vote=
Ayes, Councilmen William Jerome, J.L.McBride,
Thomas F. Larsen, Milford W. Dahl.
Noes, Councilmen None
Absent, Councilmen Courtney R. Chandler.
On recommendation of the committee and on motion of Councilma_~l Jerome,
seconded by. Larsen and carried, the request signed by five merchants
located in the 200 block West Third Street that the present loading
zone on the south side of West Third Street at the corner of Broadway
be moved to 208 West Third Street, was denied.
On motion of Councilman Jerome, seconded by Larsen and carried, the
oral report of the Chief of Police was accepted reference request of
Mrs. N.E.McOlain, 802 East Santa Clara Avenue, that action be taken
to prevent dogs dest. roying plants and flowers and being a nuisance to
the neighborhood.
On recommendation of the Chief of Police and on motion of Councilman
McBride, seconded by Larsen and carried, the request of fifteen
residents and property owners that stop signs be installed on Cubbon
and Cypress Avenue, was denied.

The Assist.ant City Engineer reported that a twenty-five foot curb
permit was issued to Reno Logier, to be used as an approach to garages
for a triplex at 1020-20~-22 West First Street. On motion of Council-
man Je.rome, seconded by Larsen and carried, the oral report was
accepted and request for a thirty-three foot curb permit filed.

The Chief of Police reported that an investigation had been made of
the Acapulco Cafe, 2026 West Fifth Street and had found no evidence of
indecent operation and management of the cafe. On motion of Councilman
Jerome, seconded by Lateen and carried, the oral report was accepted
and written report of the investigating officers and petition ordered
filed.
