Un motion of Councilman Dahl, seconded by La, sen and carried, the
recommendation of the Planning Commission was approved and variance
granted to Buffumss to permit use of the property at the northeast
corner of Tenth and Main Streets and lll-ll? East Tenth Street, for
parkingpurposes.
Attorney Jack Rimel presented petitions with 1401 signatures of
citizens, residents and tax payers requesting the Council to take
immediate action to close and barricade Flower Street at both sides
of its &ntersection with Santa Ana Boulevard and that a hearing date
be set on the matter. On motion of Councilman Dahl, seconded by
Lateen and carried, the petitions were received, filed and November
2nd, 1953 designated as the date of hearing.

On motion of Councilman Jerome, seconded by Dahl and carried, the
recommendation of the Planning Commission was approved and variance
gu-anted to RudyE. Gallegos to permit the const~,~ction of an
integrated multiple unit building of eight or less units and eight
or less garages, at the northwest corner of Delhi Road and Cypress
Avenue, being Lots 35, 36, 37 and 38, Block B, Parcel 21, Tract 638.

On motion of Councilman Dahl, seconded by Jerome and carried, the
recommendation of the Planning Commission was approved and variance
granted to Kenneth E. Rogers to construct a storage warehouse at the
northeast corner of King Street and the Pacific Electric Railway.

On motion of Councilman Jerome, seconded by Lateen and carried, the
recommendation of the Planning Commission was approved and variance
granted to Park Lane Estates to permit a reduction in the front set-
back to 55 feet, placement of two 8~x10~ signs on two lots and eight
2~x3' signs on eight lots in Tract No. 1824 located at the corner of
Memor-y Lane and Flower Street, subject to the condition that signs
shall remain until the property is sold but not to exceed a period of
one year.

On motion of Councilman Larsen, seconded by Jerome and carried, the
recommendation of the Planning Commission was approved and variance
denied to Virgil S. Isbell to operate small business as plastering
contractor, store excess materials and park two trucks within a board
fence at 1904 Valencia Street.

On motion of Councilman Larsen, seconded by McBride and carried, the
recommendation of the Planning Commission was approved and variance
granted to L. E. and Grace M. Brown to permit use o2 property at 28i6
North M~in Street as a trailer park or motel site, subject to certain
conditions.
On motion of Councilman Dahl, seconded by McBride and carried, the
recommendation of the Planning Commission was approved and variance
granted to Lou J. Kilgore to permit constr~ction of a modern six-unit
court-type building to be used for medical and dental professions, and
a reduction in the front set-back to 40 feet at ltl-ll5 East Pomona
Street, subject to the condition as imposed by the Planni~ Commission

The Clerk read communication from the Planning Commission recommendin
that a variance be granted C.J.Shives to permit use of one room in
extstlngresidence as a real estate office at 1501 South Broadway,
also protests f~om J.S. Morgan, etux and Art Gister et~x. J. Ogden
Markel,'spokesman for a group of residents and'property owners pro-
tested the g~anting of the variance'and stated that petitions contain-
lng sixty-five signatures had been presented objecting to the variant
and in his opinion South Broadway should not be a business street.
Attorney Robert Webb, representing Mr. Shires, stated that he had
presented, at the previous meeting, a petition signed by twelve perso
favoring the variance and requested that a map be filed for record.
N~s. G.L.Shouse, 1519 South Birch Street, Mrs. Helen Buskirk, 306 West
Edinger and Mrs. Charlotte Baker, 310 West Edinger Street, gave their
reasons for objecting to the variance. On motion of Councilman Dahl,
seconded by Jerome and carried, the hearing was closed. On motion of

Communication and Resolution No. 569 of the Planning Commission were
read on the application of Wm. T. Reetz, recommending the reclass-
ification of 8.96 acres south of Delhi Road between Cypress Street and
the Pacific Electric Railroad from the R-1 and R-2 Districts to the
M-1 District, with the exception that a strip 170 feet south of Delh&
Road, the rear 20 feet to be reserved for an alley way, be rezoned to

On recommendation of the Manager and on motion of Councilman Jerome,
seconded b~ Lateen and carried, Tentative Map of Tract No. 1953, sub-
mitted by J. R. Sandstrom, consisting of twenty-six lots bounded on
the east by Halladay Street, on the west by Oak Street and lying
between Myrtle and Bishop Streets, was approved.

On motion of Councilman Larsen, seconded by Jerome and carried, the
request of Hugh M. Neighbour, Jr. for reimbursement in the sum of
$198.90 which is the difference in the cost of the street improvements
on a nine foot strip on Bristol Street was denied, due to the fact
that the Council's policy in regard to cost constr~Aotion in new sub-
divisions adopted September 21, 1953 ~is.not retroactive and the street
improvements in Tract No. 1502 at Santa Clara Avenue and BriStol Street
were completed,SePtember 25th, 1953.
On motion of Councilman Jerome, seconded by Lateen and carried, the
request of Penn Van & Storage Company for two ove~-size driveways of
fifty-foot each to serve the warehouse located at 1610 Santiago Way,
was referred to the committee on curb usage for report at the next
meeting.
On motion of Councilman Lateen, seconded by Jerome and carried, the
request of Richard A. Hill, 930 West Berkeley, for permission to keep
over twenty-five fowls, was denied.

Communication was read from ~'he Orange County Water District request-
ing that a Director be appointed to represent the City of- Santa Aha.
On motion of 0ouncilman Jerome, seconded by McBride and carried,
Courtney R. Chandler was appointed as a Director on the Orange County
Water District Board.

Communication was read from the Public Utilities Co~mission reference '
the application of Albert Lipps, dba Douglas Bus Line, to transport
passengers from the cities of Santa Ana, Anaheim, Orange, Garden Grovei'
Westminster, Cypress, Bolsa and Midway City to Douglas Aircraft Plant
on Lakewood Boulevard in Los Angeles County. On motion of Councilman
Dahl, seconded by Lateen and carried, the communication was x~eceived,
filed and Clerk instructed to notify the Public Utilities Commission
that the City of Santa Aha has no objection to the application.
Communication was read from the Public Utilities Commission in regard '
to investigation to establish a list of grade crossings of railroads
and city, county, or city and county highways urgently in need of
improved protection, and to determine the nature of needed-improved
protection at such crossings; hearingsto be held October 28, 1953 in
Los Angeles and on November 4, 1953 in San Francisco. On motion of
Councilman Dahl, seconded by Jerome and carried, the communication

Communication was read from the Industrial Accident Commission request~
lng use of the Council Chamber on Thursday of each week for the pttrpos,
of holding Industrial Accident Commission hearings, and on motion of
Councilman Dahl, seconded by Jerome and carried, the request was
granted and the Commission to be notified of Council action.
On motion of Councilman McBride, seconded by Jerome and carried, proper
officials were authorized to execute agreement with the Santa Ana JuniOr
Chamber of Commerce for the parking of motor vehicles at the parking
lot adjacent to the Municipal' Bowl duming the evening of October 2nd,
1953, The Manager requested',authorization to enter into an agreement
with the Santa Aha Junior ChamBer of Commerce from the date of the
agreement up to and including June 30, 195~ covering the operation of
the p~rking lot adjacent to the Municipal Bowl, the Chamber to furnish
a minimum liability insurance of $25,000.00 and a maxi~ram of $100,000.00,
and collect ~ees
provide adequate personnel to efficiently direct traffic, q/upon the lot
for each football game and other events scheduled in the Bowl; the
Chamber to be granted 60% of the total collections and the City to
retain $0%. On motion of Councilman Larsen, seconded by Jerome and
carried, the recommendations were approved and Manager authorized to
enter into the agreement.
The Council having unanimously waived the reading of the Resolution,
on motion of Councilman McBride, seconded by Jerome and carried, the
following Resolution entitled:
"Resolution No. 53-143 approving map, declaring
intention to abandon a portion of Hickory Street
south of Myrtle Street and north of Bishop Street,
and fixing time and place for hearing all persons
interested in or objecting to the proposed
abandonment"
was considered and passed by the following vote:

On recommendation of the Manager and on motion of Councilman Jerome,
seconded by Larsen and carried, the bid of Shaw Sales and Service
Company was accepted for the furnishing of one truck with crane, at the
price submitted in the bid, and all other bids rejected.
On recommendation of the Manager and on motion of Councilman Lateen,
seconded by Jerome and ca. tied, the bid of Guaranty Chevrolet Motors,
w~s accepted for the furnishing of four pick-up t~ucks and all othe~
bids rejected.
On recommendation of the Manager and on motion of Councilman McBride,
seconded by Jerome and carried, the bid of California Gunite Company,
Inc., was accepted for the construction of the Bristol Street Reservoir,
and all other bids rejected.
On recommendation of the Manager and on motion of Councilman Larsen,
seconded by Dahl and carried, the bid of Smith Booth Usher Company was
accepted for the furnishing of a pavement breaking and tamping machine,
and all other bids rejected.

requesting fire protection for Kerr Gla~s Co~pany located outside of
the city limits. On motion of Councilman Dahl, seconded by Larsen

ed to advise the Insurance Carriers that the City enters into no
contract or agreement to give fire protection or fire service outside

It was moved by Councilman Dahl, seconded by Larsen and carried, that
the Manager be instructed to see that the work is undertaken and
begun in,mediately on the construction of a foot-bridge over Santiago
Creek from the west end of River Lane to the north end of Baker Street.
On motion of Councilman Jerome, seconded by McBride and carried, the
City Council adjourned
the Council Chamber.
