Dear J Lo:) We understand that you have some concerns regarding the proposed Encampment Ordinance which would affect our ward here at 2222 E. 1 st Street. We understand that overreach by SAPD is one concern. Many of us here at Metro East Senior Apartments think the language of this proposed Ordinance should be changed to allow Police discretion to send a cited offender to jail only after the 3rd incident. On the 1st and 2nd citation the individual should be remanded to Social Service Facilities. After all Santa Ana has some 600+ beds to those in need and we believe that homelessness is not a crime! However, we are a vulnerable population unduly burdened by the homeless invading our Metro East Senior campus, bus stops and surrounding businesses. We live with the daily impact of drugs, prostitution, filth and encampment on our doorstep and in our hallways. We like that the proposed Ordinance offers Social Services to those persons who could so obviously benefit from shelter and a hot meal and lead to safer life surroundings for we elderly as well as the children of First Point going to/from school. We would appreciate your best advice and effort in balancing the interests of all parties so that we will not become additionally affected by other cities' restrictions on encampments. Everyone deserves a place to live off the streets. If Santa Ana has no fair Encampment Ordinance, then our already dire situation will only get worse here at Metro East and throughout the city. Please help us to create a fair Encampment Ordinance for EVERYONE in our community. A fair Anti Encampment Ordinance can be the 1st step to Social Services then full time housing, which we all know is the root of the problem. For those who fear this restricts personal freedom, remember that we all must respect some limits on our behavior, especially if it causes damage to others. Our homeless problem is growing. Since I moved to the Pacific Park neighborhood, I noticed the homeless on the streets who have little regard for the residents who live in this neighborhood. I have watched them do drugs in front of children, go to the bathroom in public, harass children just trying to walk to school, try to break into our cars and homes. Why do we have to put up with this! I got fed up and did a petition and had neighbors sign it saying they are tired of the drug addicts taking over their neighborhoods and public areas. I have been waiting for the right time to present it, and this is the right time. Over 100 residents signed wanting some action to be done by the City Council and that is what we want tonight, is action for the residents of our neighborhood. People on this Council like to talk about the youth and how we need to put them first. How is allowing open drug use and blatant law breaking helping the youth. Instead it is normalizing bad behavior to our youth and telling them this is ok for us but not for neighborhoods like Irvine or north Santa Ana. The drug addiction crisis is what is fueling many of these homeless encampments. We need to take decisive action to take back our public spaces for law abiding residents. Our children have been exposed to people openly engaging in drug use, openly using public spaces as a restroom and other obscene activities no youth should ever witness. These actions are unacceptable, but unfortunately our officers have been held back from enforcing the law. This ordinance, combined with Proposition 36, will finally give our officers the tools to clean up the streets, give an opportunity to those suffering from addiction to get the help they desperately need and allow residents to use public spaces without fear. In closing, several cities in Orange County have already taken action to enforce their anti - camping laws. Santa Ana should join the other cities and prioritize the safety of our residents first. Our Quality -of -Life team is already showing how this can be done with compassion and empathy for those who may have hit a hard time in their life.
