This being the date set for hearing on proposed Library site, Attorney
Mark Soden, representing a number of persons living in the a~ea betwee~
6th and 8th and Ross and Van Ness stated that it was his understanding

of October 5th and 13th, 1953, reading of the Minutes was dispensed
with and approved on motion of Councilman Jerome, seconded by Larsen
and carried, with the exception of Item 21 on page 475, Minutes of
October 5th, wherein the date of the Joint meeting of the Council and
Planning 0ommission should have read "November 30, 1953#.

that the purpose of the heaping was to get public reaction and he did
not believe that the City was financially able to purchase the prop-
ertles in the area at this time, and suggested that the problem be
submitted to the voters of the City. It was mentioned that the
Council merely wished to designate the area as a proposed Library site;
John Dailey, owner of sixteen parcels of property between Sixth and
Eighth and Flower and Shelton Streets, adjacent to the present
Community Center, suggested that the City acquire the parcels for

the Library site. M.R.B~inkerhoff and Robert Webb stated that the
Chamber of Commerce had recommended that the City investigate the areai
adjacent to the present County civic center development for City use.
L.G.B~aakman, 616 North Ross; J.R.Coffin, 631 North Patton; Mrs. Stella
Groff, 508 West 8th Street and Mrs. Sadie W. Wray, 60~ North Ross
Street, property owners, stated they would llke to know definitely if
and when the City intends to p~chase the properties in the proposed
area. RoBert Larsen, a member of the Library Board requested that
the matter be ~'eferred to the Board to study a specific site and the
required a~ea. It was moved by Councilman Dahl, seconded by Larsen
and carried, that the question of the area so far as the civic center
is concerned be referred to the Council as a whole and the matter of
the Library site be referred to the Library Board for study and a
report not later than Deoembe~ 7th, 1953.
This being the date set for hearing in regard to the closing of North
Flower Street at both sides of its intersection with Santa Ana
Boulevard, Attorney Jack Rlmel, representing various property owners,
requested that the Clerk read the petitionswhich were presented to thel
Council at a previous meeting. Arthu~ B~adley, 2321 North Park
Boulevard; J.P.Colburn, 2022 North Flower; Joe Daniger, 902 Klviera
D~ive and Lee R. Bailey, 2619 North FLower, and others, gave their
particular reasons why they felt North Flower Street should be closed
and barricaded. Revenend F. W. Nled~inghaus, 205 West 20th Street,
stated it was the moral responsibility of the Council to close the
intersection to prevent further accidents and suggested that the stree'

to the attention of the Council about a yeam ago and requested that a
decision be made. Manager Carl J. Thornton submitted a report
he recommended that the intersection be kept open, and on motion of
Councilman McBride, seconded by Larsen and carried, the report was
received, filed and the Hanager instructed to read the report. On
motion of Councilman Larsen, seconded by McBride and carried, the
petitions for the closing of ~orth Flower Street at both sides of its
intersection with Santa Aha Boulevard were denied until such time as
the Freeway is completed and substitute route provided.

The Mayor announced this Was the ~ate set for hearing on the amendment
application of Wm. T. Reetz to reclassify 8.96 acres south of Delhi
Road between Cypress Street and the Pacific Electric Railroad from the
R-1 and R-2 Districts to the M-1 District, with the exception that a
strip 170 feet south of Delhi Road, the ream 20 feet to be reserved
for an alley way, be rezoned to the R-3 District. Charles H. Smith,
2343 Maple Street; A.L.01iver, 215 East Delhi Road, Mrs. Adella
230 Central Avenue and others, opposed the reclassification of the
property for the reason it would create a traffic problem and the area
is now a residential district. Wm. T. Reetz,said he believed the
property is logically proper for a plant and did not believe the
traffic would be increased. ,On motion of Councilman Jerome, seconded
by Larsen and carried, the recommendation of the Planning Commission
was disapproved and application of Wm. T. Reetz to rezone the property
denied.
On motion of Councilman Jerome, seconded by Dahl and carried, the
Clerk was authorized to open the one bid for the furnishing of a
station wagon.

On motion of Oouncllman Jerome, seconded by La, sen and carried, the
bid was referred to ~he Manager and Pumchasing Agent for report at
their earliest convenience.

A petition was read signed by twenty-tbmee residents and property
owners setting forth nine reasons why the chickens and rabbits belong-
ing to Mr. and Mrs. Richard. Hill, 930 West Berkeley Street, should be
removed. On motion of Councilman McBride, seconded by Dahl and
carried, the petition was received, filed and referred to the Manager
for investigation.and report at the next meeting.

recommendation of the Planning Commission was approved, with the
deletion of condition No. 2 as imposed by the Commission, and variance

On motion of Councilman Jerome,
seconded by Dahl and carried, the
request of the Union Oil Company to install two 30 foot approaches
with 4 foot "X" distances on 17th Street and two 30 foot approaches
with 4 foot "X" distances on Santiago SSreet, for the proposed service
station located at the northwest corner of Seventeenth Street an~
Santiago Avenue, was referred to the committee on curb usage for
~eport at the next meeting.
On motion of Councilman Dahl, seconded by Larsen and carried, Map of
Tract No. 1953 and agreement submitted by J.R. Sandstrom etal, for the
dedication of Camile Street, consisting of twenty-six lots bounded on
the east by Halladay Street, on the west by Oak Street and lying
between Myrtle and Bishop Streets, and bond in the sum of $12,600.O0,
were approved and officials authorized to sign map and agreement. ·

the laxity of enforcement of laws respecting the riding of bicycles

Communication was read from the Pumehaslng Agent stating that $2320.00
plus applicable sales tax was collected at the auction of nine used
trucks, and on motion of Councilman Dahl, seconded by Jerome and

Communication was read from Phil M. Brown, Chairman, Personnel Board,
setting forth the expiration of term of office for each member of the
Board and on motion of Councilman Jerome, seconded by Larsen and
carried, the communication was received and filed.

Communication was read from the Public Utilities 00mmission reference
the application of Dyke Water Company for authority to extend its
water service to additional te~ltory in the vicinity of Garden Grove;
and the application of Orange County Water Service Company to operate
a water supply and distribution system in Orange County,,to issue
stock and to fix ratea. On motion of Councilman Dahl, seconded by
Jerome and carried, the communication was received and filed.

On motion of Councilman Jerome, seconded by Dahl and carried, the clai
submitted by tthoyd CarlsoD for injuries and damages sustained by
Robert R. Carlson, in the sum of $10,795.90, when his motorcycle ran
into an excavation on Santiago Street near the intersection of Buffalo
Street, was referred to the City Attorney and Insurance Carrier.

On motion of Councilman Jerome, seconded by Lamson and oarrled, the
claim of William E. Powers for personal injuries sustained by Willia~
S. Powers, a minor, at the Nunioipal 'Bowl in the sum of $8,000.00,
was referred to the City Attorney and Insurance Carrier.

Communication was read from the Assistant City Engineer recommending
an extension of ten days, as requested by John J. Swigart Company, for
completion of contract for the reconstr-action of Grand Avenue from

cf Councilman Jerome, seconded by Larsen and carried, bond filed by
Santa Aha Estates, in the sum cf $63,000.00, was ordered released.

improvements within Tract No. 1630 have been completed, and on motion
of Councilman Jerome, seconded by Dahl and carried, check filed by Roy

On request cf the Ptu-chasing Agent and on motion of Councilman Dahl,
seconded by Lateen and carried, the Clerk was authorized to advertise
for bids for one accounting machine; bids to be opened November 16,195~.

On motion cf Councilman Dahl, seconded by La. sen and c~rried, the
request of George R. Whitney dba Confidential Research Bureau for a
permit to conduct a private patrol sez~rice was granted.
Communication was read from Har~y E. Bergh, County Planning DirectOr,
advising that due to prior work on hand it is not known when the
Segerst~om-Croddy application for change of zone will be set for heaB-
lng, and on motion of Councilman Dahl, seconded by Larsen and carried,
the Manager was requested to arrange for a mutual meeting date with the
County Planning Commission.
On recommendation cf the Assistant City Engineer and on motion of
Councilman Dahl, seconded by Jerome and earrled, the Clerk was author-
ized to advertise for bids for the furnishing cf 20,000 feet 6 inch
Cast Iron Pipe; bids to be opened November 16th, 1953.

On motion cf Councilman Jerome, seconded by Larsen and carried, the
supplemental verified claim, in the amount cf $5~0.66, of the Pacific
Telephone and Telegraph Company, for damage to their underground cable
and tile duct, at the southwest corner cf First and Main Streets during
the moving of a fire alar~n box, was referred to the Attorney and
Insurance Carrier.
A communication was read signed by Boyd Allen Hershey and James C.
Monroe, Counsel, setting forth specific objections to and requesting
the removal cf fou~ members cf the Personnel Board and that Boyd Allen
Hershey be given a fair and impartial hearing before a fair and
impartial Board. It was moved by Councilman Dahl, seconded by Larsen
and c~led, that the Clerk be directed, on behalf of the Council, to
add~ess a letter to Boyd Allen Hershey and James C. Monroe, Counsel,
advising that in the Council's opinion the Personnel Board is a duly
constituted, fair and impartial Board and fer this reason the request
is denied; and, it is the Councills understanding that Phil M. Brown
has voluntarily withdrawn f~cm the Personnel Board for the hearing.
A petition was read signed by ten persons requesting that a ~afety
patrolmen be placed on duty at the intersection cf Edinger and Towner
Streets, near the Glenn Martin School. On recommendation of the~
committee and on motion of Councilman Jerome, seconded by Lateen and
carried, the petition was received, f~led and a crossing guard ordered
employed.

request of Jody McKie, on behalf of The Associated Students of Santa
Aha College, for pe~mission to hang a banner across Fourth Street,

On recommendation of the Manager and on motion of Councilman Jerome,
seconded by Larsen and carried, the bid of George Dunton, in the sum
of $2028.44 was accepted for .the furnishing of a station wagon.

Reverend Martin L. Brinson of the Johnson Chapel, A.M.E. orally
requested that a pedestrian crossing be established at Second and
Bristol Streets. On motion of Councilman McBride, seconded by Larsen
and carried, the request was referred to the Manager and Acting Chief
of Police with power to act.
