City Council met in regular session.
Meeting called to order by the Mayor.
Present: Councilmen William Jerome, J.LoMcBride, Thomas F. Larsen,
Milford W. Dahl, Courtney R. Chandler.
Absent: Councilmen None
Each member of the City Council having received copies of the
Minutes of October 19th and November 2nd, 195S, reading of the
Minutes was dispensed with and approved on motion of Councilman
Jerome, seconded by McBride and carried.

of Hickory Street
(hearing date)
and closing of a portion of Hickory Street south of Myrtle Street and
north of Bishop Street, Reverend Walter McCarroll, 406 East Walnut
Street, stated that in the interest of the Reformed Presbyterian
Church and on behalf of the residents in the area, the street should
not be closed. Frank Corpin, 601 East Myrtle Street, gave his ideas
for wanting the street kept open and questioned the reasons for not
extending Hickory Strect. On motion of Councilman Dahl, seconded by
Larsen and carried, the petition signed by one hundred and forty-two
residents in the area urging that the street be kept open, was
received and filed. The Council having unanimously waived the read-
lng of the Resolution and on motion of Councilman McBride, seconded
by Jerome and carried, the following Resolution entitled:
"Resolution No. 53-158 Ordering the Vacation,
Abandonment and Closing of a portion of Hickory
Street south of Myrtle Street and n~rth of Bishop
Street"
was considered and passed by the following vote:

Clerk was authorized to open bids for the furnishing of 20,000 feet
6 inch Cast Iron Pipe, as follows:

bids were referred to the Manager and Assistant Engineer for report.

On motion of Councilman Jerome, seconded by Do~hl and carried, the
Clerk was authorized to open bids for the furnishing of an accounting
machine, as follows:

The Clerk read a petition signed by six property owners protesting
the variance relating to ~he property at 1424 Bush Street, and on
motion of Councilman Jerome, seconded by Dahl and carried, the
recommendation of the Planning Commission was approved and variance
granted to George C. and Ethelyn Williams, etal, to permit the install
atlon of a kitchen sink in existing garage apartment at 1524 Bush
Street.
On motion of Councilman Jerome, sesonded by Dahl and carried, the
recommendation of the Planning Commission was approved and variance
granted to Fred V. Bennett to permit one room of residence to be used
as office of civil engineer at 1509 South Sycamore Street, subject to
certain conditions.
On motion of Councilman Jerome, seconded by Larsen and carried, the
recommendation of the Planning Commission was approved and variance
granted to Mark Investment Company to permit a reduction in the front
set-back from 60 feet to 50 feet on Lots i to 36 inclusive, Tract No.
1915, facing Ninth and Tenth Streets, west of Hawley Street.

Communication was re.ad from the Planning Commission advising that
consideration was given to a tentative street dedication submitted by
George Hasenyager for a proposed extension of East Sixth Street in a
westerly direction west of Eastwood Avenue, together with deeds from
George and Frleda A. Hasenyager and Harold G. and Helen O. Gooder, one
covering the proposed extension and the other covering the portion
between said extension and Terminal Street which is a private paved
street. On' motion of Councilman Dahl, seconded by Larsen and carried
the communication was received, ft~ed and deeds referred to the
Manager and Assistant Engineer for report.
Communication was read from the ~lannlng Commission recommending
approval of Tentative Map of TPact No. 2011, submitted by C. DeVote
covering property south of Edinger and eas~ of Baker Street, consist-
ing of forty-three lots; also, recommending that the Council take
necessary steps to have the west side of Baker Street paved which is
owned by the Mater Del High School. On motion of Councilman McBride
seconded by Larsen and carried, Tentative Map of Tract No. 2011 was
refe~ed to the Nanage~ and Assistant Engineer for report as to the
possibility of the Mater Del High School paving the west side of Bake:
Street.
On motion of Councilman Jerome, seconded by Dahl and carried, Tentativ
Map of Tracts No. 2018-19-20, submitted by Baker Development Company,
covering property located north of EaSt 17th Street between Grand
Avenue and LinwoOd Avenue, consisting of eighty-four lots, were
approved subject to the Condition that Claremont Avenue be changed to
McClay Street.
On motion of Councilman Lateen, seconded by McBride and carried,
Tentative Map of Tract No. 1939, submitted by Louis Schulman, covering
property located north of West Orange Road and west of Flower Street,

further study.

On motion of Councilman McBride, seconded by Jerome and carried, a
petition signed by 201 voters and/or property owners, protesting the
approval of the recommendations of the Planning Con~ission to zone
the area bounded on the north by Delhi Road, on the east by Main
Street, on the south by Sunflower Street, and on the west by the Old
Newport Road, for light or heavy industrial zoning, was received and
filed.

At the request of the purchasing Agent and on motion of Councilman
Jerome, seconded by Dahl and carried, the Clerk was authorized to
advertise for bids for the furnishing of one front end truck loader;
bids to be opened December 7th, 1953.
A communication was read from four property ownera on the corners of
Santa Clara and Baker Streets'requesting that the intersection be made
a four-way stop, and on motion of Councilman Jerome, seconded by
McBride and carried, the request was referred to the curb usage
committee for report.

On motion of Councilman McBride, seconded by Jerome and carried, the
notification of the State Board of Equalization of alcoholic beverage
application made by E1 Robert Company, 1657 East First Street, was
received and filed.

On motion of Councilman McBride, seconded by Jerome and carried, the
applications of Roy W. Cox and Francis Butler to drive taxicabs, were
received and permits granted.

On motion of Councilman McBride, seconded by Dahl and carried, the
Minutes of the Executive Committee of the Joint Outfall Sewer Board
meeting held at Anaheim, November 5th, 1953, Minutes of the Personnel
Board dated November ~th, 1953, and report of Diehl and ComPanY for
the period July l, 1952 to June 30th, 1953, ~ere received and filed.
On motion of Councilman Larsen, seconded by McBride and carried, the
communication from Everett E. Parks and Paul O. Davis, Architects,
offering their services on the proposed new Library Building and
requesting an interview was received, filed and referred to the Manage~
for acknowledgment.

On motion of Councilman Jerome, seconded by Larsen and carried,
communication from the Chairman, P~anning Commission, extending an
invitation to the Council to attend the December 10th meeting of the
Southern California Plan~ing Congress, at Knott~s Berry Farm, at 6:30
P.M., was received and filed.

On motion of Councilman McBride, seconded by Jerome and carried, the
complaint of Mrs. J.P.McCowan and Ers. Frank Wilson, reference a
traffic hazard due to the tree growing at the northwest corner of
Broadway and St. Andrews Place and the trees on the other three
corners, was referred to the Manager and Park Superintendent for report.

On motion of Councilman McBride,
for a thirty-five foot curb cut and
of First and Bush Street, was grante~
seconded by Dahl and carried, the
recommendations of the South Main Improvement Association urging that
a master plan for the future development of Santa Ana be conceived
and adopted at the earliest possible date, was received, filed and
referred to the-Planning Commission.
The Manager requested additional time on the matter of the petition
of residents and property owners requesting that the chickens and
rabbits belonging to Mr. and Mrs. Richard Hill, 930 West Berkeley
Street, be removed and on motion of Councilman McBride, seconded by
Jerome and carried, the matter was continued until next meeting.
On the recommendation of the committee and on motion of Councilman
Dahl, seconded by Larsen and carried, the Union Oil COmpany were'
granted permits for two 33 foot curb cuts ion East 17th Street and two
33 foot curb cuts' on Santiago Avenue, for a proposed service statien
to b~ constructed.
On recommendation of the Manager and on motion of Councilman Jerome,
seconded by Larsen and carried, the request of Attorney Robert S.
Barnes on behalf of Mrs. S.H.Bradley, 309 East Walnut Street, who
operates a nursery school for small children, that a loading zone or
fifteen-minute parking limit be established, was denied.

On recommendation of the committee and on motion of Councilman Jerome~l
seconded by Larsen and carried, the bid of the American Cast~ Iron Pip~
Company, in the sum of $32,920.00, was accepted for the furnishing of
20,000 fe~t 6 inch Cast Iron Pipe, and all other bids rejected.
The Clerk read petition of William H. Bowman etal requesting annex-
ation of 120 acres bounded by Edinger Street on the south, Raitt
Street on the west, Fairview Avenue on the north and Bristol Street
on the east, except for that portion already a part of the city limits
and report of the Boundary Commission stating the boundaries of the
proposed annexation are reasonably definite and certain. On motion
of Councilman Larsen, seconded by McBride and carried, the petition
and report were received and filed.
The Council having unanimously waived the reading of the Resolution,
on motion of Councilman Dahl, seconded by Larsen and carried, the
following Resolution entitled:
"Resolution No. 53-159 proposing to annex
territory to the City of Santa Ana, describing
said territory, giving notice of the time and
place of public hearing where all protests will
be heard and passed upon, and designating the
name of 'Revised West Tract and Santa Ana Acres'
as an appropriate name for said territory"
was considered and passed by the following vote:

matter as to the width of the right-of-way and the width of the
channel necessary to carry off the storm waters for the property to
be annexed, was referred to the Manager and Assistant Engineer for
written report.

The Manager reported that a deed for the three and one-half acres
along Delhi Road and Central Avenue
designated as a site for the Santa
Ana National Guard Armory will be offered to the State but a rcversion
clause will be included which would let the property revert back to
the City if actual construction on the Armory is not completed within
one year. On motion of Councilman Dahl, seconded by Lateen and
carried, the recommendation of the Manager was approved.
