Executive Director Public Works Agency CITY OF SANTA ANA Alvaro Nunez City Manager CONSULTANT Alicia Rojas EXHIBIT A O ALICIA ROJAS 1. Proposal: Preservation and Protection of Public Art in Santa Ana Parks Objective: This proposal seeks to establish guidelines, procedures, and a 3D mapping initiative to ensure the preservation and protection of Santa Ana's public art, particularly murals. These efforts are essential in safeguardingthe visual and cultural legacy of our community. The Importance of Murals: Murals, especially those painted on permanent structures, play a crucial role in creating a sense of permanence and belonging within our community. Their presence is integral to placemaking, helping to define and honor the people who currently live in these spaces, as well as those who have lived here in the past. The tradition of mural -making stretches back thousands of years, and our city continues to contribute to this rich cultural heritage. Cultural and Historical Significance: Murals are not just decorative; they are a vital part of our cultural landscape. They encapsulate the history, values, and experiences of the communities they represent. Removing or erasing these murals would not only impact the physical landscape but also sever the ties that connect current and past generations to these spaces. Preservation of Community Legacies: It is crucial to preserve these cultural landscapes as they provide a narrative of who has lived in these spaces and who continues to reside here, reflecting the complexities of our community's history. To do this effectively, we must engage with these communities, tapping into generational knowledge and incorporating oral histories and archives into our preservation efforts. Economic and Social Impact: Beyond their cultural significance, murals and other forms of public art have tangible benefits for the city. They can serve as catalysts for urban renewal, attracting tourists, generating revenue, and enhancing the aesthetic appeal of our neighborhoods. By preserving these artworks, we not only protect our heritage but also invest in the future vitality of our city. Conclusion: Preserving and protecting the visual legacy of Santa Ana is notjust about maintaining physical artworks; it's about honoring the stories, cultures, and histories embedded within them. Through thoughtful preservation, we can ensure that these murals continue to inspire and educate future generations, while also contributing to the ongoing vitality and identity of our city. Scope of Work: a. Public Art Guidelines and Procedures Ensuring Consistency and Quality: Guidelines are essential to maintainingthe quality and integrity of murals across the city. They ensure that any restoration, maintenance, or new mural projects adhere to a consistent standard, preserving the original artistic intent and cultural significance. Clear guidelines can also prevent unauthorized alterations or removals, protecting the artist's vision and the community's connection to the artwork. Preventing Unintentional Damage: Murals are often exposed to the elements, making them vulnerable to weathering, vandalism, and other forms of deterioration. Without established preservation guidelines, well-meaning but uncoordinated efforts to repair or clean murals could inadvertently cause more harm than good. Guidelines provide a structured approach to preservation, ensuring that any interventions are carried out by qualified professionals using appropriate techniques and materials. Supporting Economic and Social Benefits: Murals contribute to the vibrancy and appeal of public spaces, drawing visitors and fostering local pride. A policy that supports the preservation of murals can enhance these benefits by ensuring that the artworks remain intact and accessible for future generations. This, in turn, can boost tourism, support local businesses, and strengthen community ties. Creating a Legacy for Future Generations: Murals often capture the spirit of a particular time and place, serving as historical records of the social, political, and cultural climate of the era in which they were created. By preserving these artworks, we create a visual legacy that future generations can learn from and appreciate. Guidelines ensure that this legacy is protected, allowing murals to continue serving as educational and inspirational tools. Fostering Community Engagement and Ownership: The process of creating and preserving murals often involves significant community input and collaboration. Establishing preservation guidelines helps formalize this engagement, encouraging ongoing community involvement in the care and appreciation of these artworks. A city policy that supports mural preservation can further strengthen this sense of ownership, empowering residents to actively participate in the stewardship of their cultural heritage. ALICIA ROJAS b. Develop a 3D Tour Mapping Initiative: Introduction: The creation of 3D tours and mapping for every mural and public art piece in Santa Ana parks, accessible through QR codes placed on -site, presents a unique and forward -thinking initiative that would not only preserve our cultural heritage but also make it more accessible and engaging for residents and visitors alike. This initiative would serve as a dynamic digital archive, encompassing oral histories, sketches, community memories, videos, artist statements, newspaper articles, and detailed historical components. Why This Initiative Is Beneficial: 1. Enhancing Accessibility and Engagement: • Interactive Experience: By linking each mural and public art piece to a 3D tour via QR codes, we transform static artworks into interactive experiences. Visitors can explore the art in-depth, learning about the stories, techniques, and history behind each piece, right from their smartphones or other devices. • Wider Reach: This initiative makes art accessible to everyone, including those who may not be able to visit the site in person. The digital tours can be accessed from anywhere, allowing people from all over the world to experience Santa Ana's cultural assets. 2. Preserving Cultural and Historical Context: • Comprehensive Documentation: The 3D mapping will document every detail of the murals and public art, preserving their appearance and context even if the physical pieces are later damaged or removed. This ensures that the cultural and historical significance of each artwork is maintained for future generations. • Incorporating Oral Histories: By including oral histories and community memories, the initiative captures the voices and experiences of those who have contributed to or been impacted by the art. This adds a rich, personal layer to the understanding of the artwork's significance. Educational and Informational Value: • Learning Resource: The detailed historical components, including artist statements, sketches, and newspaper articles, turn each art piece into an educational resource. Schools, universities, and community organizations can use these 3D tours as part of their curriculum or outreach programs, fostering a deeper appreciation for public art among students and residents. • Archival Quality: The initiative creates a digital archive that can be continually updated and expanded, serving as a valuable resource for historians, researchers, and the general public. This helps to preserve the narratives associated with the artwork and ensures that the context in which these pieces were created is not lost over time. 4. Boosting Tourism and Economic Benefits: • Tourism Attraction: A citywide network of QR-coded 3D tours would be a unique attraction, drawing tourists to Santa Ana to explore its public art in an innovative way. This could lead to increased foot traffic in parks and surrounding areas, benefiting local businesses and enhancing the city's reputation as a cultural destination. • Supporting Local Artists and Communities: By highlighting the work of local artists and the communities that contribute to these projects, the initiative supports the ongoing development of the local arts scene. It also provides artists with a platform to share their work and stories with a broader audience. 5. Strengthening Community Connections: • Community Involvement: The inclusion of community memories and experiences in the 3D tours fosters a sense of ownership and pride among residents. This collaborative approach ensures that the preservation of public art is not just a top -down effort but a community -driven initiative. • Bridging Generations: By documenting and sharing the historical context and personal stories associated with each artwork, the initiative helps bridge generational gaps. Older residents can share their experiences and knowledge with younger generations, ensuring that the cultural heritage of Santa Ana is passed down and preserved. Promoting Innovation and Digitalization: • Smart City Integration: This initiative aligns with broader efforts to integrate digital technology into urban planning and cultural preservation. It positions Santa Ana as a forward -thinking city that values both innovation and tradition. • Future -Proofing Public Art: The 3D mapping and digital tours ensure that the city's public art is preserved in a format that can evolve with technological advances, making it a lasting resource that can adapt to future needs and opportunities. Conclusion: The 3D tours and mapping initiative for murals and public art in Santa Ana parks is more than just a preservation effort; it is an investment in the cultural, educational, and economic future of our city. By linking these tours to the city's website via QR codes, we create a powerful tool that enhances public engagement, preserves our cultural heritage, and promotes Santa Ana as a vibrant and innovative community. This initiative represents a significant step forward in how we interact with, understand, and preserve our public art, ensuring it remains a vital part of our city's identity for years to come.
