HomeMy WebLinkAboutItem 16 - Appropriation Adjustment for the Santiago Park Restroom Improvements Public Works Agency www.santa-ana.org/pw Item # 16 City of Santa Ana 20 Civic Center Plaza, Santa Ana, CA 92701 Staff Report January 21, 2025 TOPIC: Appropriation Adjustment for Santiago Park Restroom Improvements AGENDA TITLE Appropriation Adjustment to Recognize Residential Development-District 2 Account Balance for Santiago Park Restroom Improvements (Non-General Fund) RECOMMENDED ACTION Approve an appropriation adjustment to recognize $50,000 accumulated fund balance in Acquisition and Development, Prior Year Carry Forward revenue account (31213002- 50001) that will be appropriated for spending in the Acquisition and Development, Buildings and Building Improvements expenditure account (31213260-66200). (Requires five affirmative votes) GOVERNMENT CODE §84308 APPLIES: No DISCUSSION The Public Works Agency (PWA)’s Parks, Fleet, and Facilities Services Division is responsible for overseeing and maintaining various parks and facilities throughout the City. Santiago Park is a 35-acre wilderness park equipped with various recreational facilities including playgrounds, sports fields, bike/hiking trail, and picnic areas. Staff evaluated the east side restroom at Santiago Park and determined that improvements are necessary to ensure the facility's functionality and the safety of its users. Due to prolonged exposure to natural elements and consistent usage, the existing doors and roof have deteriorated, compromising the structure's integrity and user comfort. Staff recommends approving the appropriation adjustment to recognize $50,000 of accumulated Residential Development-District 2 account balance that will be appropriated for spending on the improvements of the Santiago Park east side restroom. Restroom improvements will be performed by PWA staff and existing on-call contractors. FISCAL IMPACT With the approval of the requested appropriation adjustment, a portion of the accumulated fund balance will be appropriated for spending in the Acquisition and Development, Buildings and Building Improvements account. The spendable portion of the Residential Development District 2 fund balance is estimated to be $3,335,390 at June 30, 2025, which is sufficient to support the recommended appropriation adjustment of $50,000. The funds will be budgeted and made available for this item in the account listed below. Any remaining balances not expended by the end of FY 2024- 25 will be presented to City Council for approval of carryovers to FY 2025-26.
