None Each member of the City Council having received copies of the Minutes of November 30th and December 7th, 1953, reading of the Minutes was dispensed with and approved on motion of Councilman Jerome, seconded by Dahl and carried. In Re Hearing date "Revised West Tract and Santa Ana Acres" Ordinance Approving Annexation This being the date ~et for hearing protests on annexation to the Cit of certain uninhabited territory designated as "Revised West Tract Santa Ama Acres", no protests were received. On motion of Councilman · Dahl, seconded by Larsen and carried, the following Ordinance entitl, "Ordinance approving the annexation of that certain territory designated "Revised West Tract and Santa Aha Acres" In Re Tentative Map of' Tracts Nos. 2068, 2069 and 2070 In Re Amend. Application Rmuce W. Albert etal Reclassify from R-1 to E-2; north side W.Washington btn College and English was introduced, considered and placed on file for second reading. # At the reques~ of Jim Guthrie, representing the sellers of the sub- division, action on Tentative Map of Tracts Nos. 2068, 2069 and 2070, was held over until next meeting,on motion of Councilman Dahl, # by Lateen and carried. This being the date set for hearing' and no protects were received on the Amendment Application of Bruce W. Albert etal to reclassify from the R-1 District to the R-2 District Lots 2 through 11 and X, Block A and Lots 1 through 3, Block B, Tract No. 451, N.M. 16-41, located on the north side of West Washington Avenue between College Avenue and English Street. Jack Newton, 1803 West Washington Avenue stated that he would prefer the property to be reclassified to permit separated units. On motion of Councilman Dahl, seconded by Jerome and carried, the Attorney was instructed to prepare an Ordinance to reolassif~ the property from the R-1 District to the R-2 District, as In Re Bids Construct Baker St. bridge across Santiago Creek recommended by the Planning Commission. On motion of Councilman Jerome, seconded by Dahl and carried, the Clerk was authorized to open bids for the construction of concrete piers and ramps for foot bridge at Baker Street and Santiago Avenue, as follows= Bid of Albert S. Pratt, Jr. Bond in the sum of 10%. Total $~,~00.00. Bid of Xast Construction Co. Inc., Bond in the sum of $500.00. Total Bid of Owl Truck and Construction Co. Bond in the sum of 10%. Total $5,830.00. On motion of Councilman Jerome, seoonded by Lateen and carried, the bids were referred to the Manager and Director of Public Works for In Re Bids One trailer-mounted brush and tree chipper recommendation. On motion of Councilman Jerome, seoonded by Lateen and carried, the Clerk was authorized to open the bids for the furnishing of one trail, mounted brush and tree chipper, as follows= Bid of Weed Control Service, Inc.: In the sum of $3286.?0. Delivery will be completed not more than thirty days after award. Letter of W. S. Rowland stating the reasons for not submitting a bid.. On motion of Councilman McBride, seconded by Dahl and carried, the bid and the letter were referred to the Manager and Park Superintendent In Re Bids Automatic parking me, ers for report, On motion of Councilman Jerome, seconded by Larsen and carried, the Clerk was authorized to open bids for the furnishing of 120 single unit automatic par~ing meters, as follows: Bid of D~ncan Parking Meter Corporation: 120 or more parking meters at a unit price of $51.06 Less allowance for used meters at a unit price of 7.50 Net cost after allowance 43.56 Additional meters under same terms will be furnished at the above price until June 30, 19~, at the option of the City. Delivery will be completed not more than forty-five days after award. Bid is for parking meter heads only on a cash basis, which reflects a $2.29 per unit discount and does not include the sales tax. If the City chooses to purchase standards and bell bases, add $2,25 for the standard and $.?5 for each base, plus sales tax. City can elect to pay for the meters out of the receipts by paying $2.00 per meter per month. Tipton meeting. # The Clerk read petition signed by five property owners suggestlnE thatil the area on East Seventeenth Street f~om the Santa Ana Freeway easterly to Lincoln Street be considered as a "P Zone", and itwas their opinionl the variance application of Walter E. Tipton would fit in this zone. On motion of Councilman Jerome, seconded by Dahl and carried, the petition was received and filed. On motion of Councilman Jerome, seconded by Larsen and carried, the recommendation of the Planning Commission was approved and variance granted to Walter E. Tipton to permit the remodeling of the existing residence at ?02 East 17th Stree~ into a real estate office, subject to the condition as imposed by the In Re Variance Baker Development Co. Planning Commission. On motion of Councilman Dahl, seconded by Jerome and carried, the recommendation of the Planning Commission was approved and variance granted to Baker Development Company for development of Lots 1, 2, 3 and 4, of Tract No. 2018, located at 1515 East l?th Street, into duplexes. 509 In Re Variance Elizabeth Weethee On motion of Councilman Lateen, seconded by McBride and carried, the recommendation of the Planning 0ommissi~n was approved and variance g~anted to Elizabeth Weethee to make use of existing 20~ x 25~ garage In Re Variance B~letol Development on alley, for general auto repairing, at 2058 Bush Street. # On motion of Councilman Jerome, seconded by Dahl and carried, the recommendation of the Planning Commission was approved and variance granted to Bristol Development Company to permit placement of two 8~ x 101 signs at the southwest ~corner of Bristol and Pine Streets, described as Lot 1, Tract No. 1805, subject to the condition that the In Re Variance G. Protests were read from W.H,Bracewell and Sam Moore, and on motion of Councilman Jerome, seconded by Dahl and carried, the protests were received and filed. On motion of Councilman McBride, seconded by Jerome and carried, the recommendation of the Planning Commission was In Re Variance St. Anne Church approved and variance denied. # On motion of Councilman Dahl, seconded by Lateen and carried, the recommendation of the Planning Commission was approved and variance In Re Amend. Application Walter E. Tipton Reclassify E. 17th St. from Main to Santiago Ave. g~anted to St. Anne Church to permit a reduction in the rear yard at 1511-1515 South Sycamore Street to four feet. # Communication and Resolution No. 560 of the Planning Commission were read on the application of Walter E. Tipton, recommending the ification of the north and south sides of East 17th Street, from the existing O-1 and 0-2 Districts at Main Street, to and including the four corners of Santiago Avenue for a depth of approximately 1501, from the present classifications of R-l, R-2 and C, to the C-1 District. On motion of Councilman Dahl, seconded by Jerome and In Re Revised Tentative Map ~ Tract NO. 2011 carried, a notice of public hearing was ordered published setting date of hearing aa January 4th, # It was moved by Councilman~a~een, seconded by McBride and carried, that Revised Tentative Map of Tract No. 2011, submitted by C. At the request and recommendation of the Manager and on motion of Councilman Lateen, seconded by Jorome and carried, the employment of two patrolmen and one motor patrol officer was authorized, effe0tive January 1, 1954; also the purchase of one automobile and one motor- cycle, expenditures to be transferred from f2xe unappropriated reserve fund. On recommendation of the Manager and on motion of Councilman Jerome, seconded by McBride and carried, ~he request of Mrs. Thomas F. Whitehead (protestln$ weed assessment) The Manager reported that the weed assessment in the sum of $36.00 on/ p~operty south of 902 South Shelton Street, owned by Joe F. Whlteheadtl was a legal charge, as the work of cleaning the property was performe~ by city forces. On recommendation of the Manager and on motion of In Re Communication City Engineer (examination for Director of Public Works) Oouncilman Mc ~ide, seconded by Dahl and carried, the request for reimbursement was denied. . The Manager reported the title changes from City Engineer and Assist- ant Engineer to Director of Public Works and Assistant Director of Public Works have already been made as the positions have been retitls and at the present time a complete set of specifications for the engineering position are being compiled and there is no need for hold- lng examinations for the positions. On motion of Councilman McBride: seconded by Jerome and carried, the oral report of the Manager was In Re Petition ' reference chickens, rabbits at 930 West Berkeley St. accepted and communication from the City Engineer ordered filed. · The Manager reported that the County Health Department has.advised that the chickens and rabbits belonging to Mr. and Nfs. Richard Hill, 930 West Berkeley Street, are kept in a sanitary condition, comply with all City regulations and no action can be taken by the City.
