OF SANTA ANA, CALIFORNIA, OBJECTING TO THE POST-
MASTER GENERAL'S REQUIREMENT FOR CURBSIDE POST
MOUNTED MAIL BOXES IN NEW SUBDIVISIONS
WHEREAS, by order of the Postmaster General all new subdivisions
will be required to place approved sheet metal or other conventional
mail boxes on poles, posts, or standards at the curb in front of each
dwelling or delivery point in all new subdivisions; and
WHEREAS, there has been an active beautification program in
most cities for the past year, including agreements, construction,
or planning for the placing of all utility lines in underground
conduits, in many cases even in established residential subdivisions,
for the removal of the unsightly poles and wires and the removal of
other unsightly structures and plantings; and
WHEREAS, the Federal Housing Authority has now refused to
guarantee financing in any residential subdivision unless the electric
energy and telephone wires and cables are placed in underground
conduits, and many cities and counties have already adopted ordinances
requiring the undergrounding of such utility structures in new
subdivisions.
NOW, THEREFORE, BE IT RESOLVED: That at a time when the
movement toward beautification and the removal of unnatural poles,
posts, wires, and other defacing structures in new subdivisions is
gaining national momentum, it would appear to be a backward step to
place in front of each subdivision parcel the rural type sheet metal
box on a pole, and this City Council hereby requests the California
Senators and Congressmen, President and Mrs. Johnson, and the
Postmaster General to rescind the directive requiring contraptions
to accept curbside delivery of mail even at the expense of reducing
mall service to one delivery per day.

Aha at its regular meeting held on the 2nd day of May, 1966.
