PLANNING COMMISSION AND GRANTING A VARIANCE ON
VARIANCE APPLICATION 68-53, FILED BY HIRSCO
CORPORATION, SUBJECT TO CERTAIN CONDITIONS
WHEREAS, after public hearing on notice, the Planning
Commission granted a variance on VA 68-53, filed by HIRSCO
CORPORATION, to permit the construction of a 282-unit apartment
complex at 2901 North Bristol Street, Santa Ana, California, in
an A-1 District; and
WHEREAS, Appeal Application No. 208 was filed by VILLA DE
FLORES HOMEOWNERS' ASSOCIATION appealing the decision of the Planning
Commission and presenting the matter to the City Council; and
WHEREAS, the City Council, after public hearing on notice,
has determined that said Variance Application meets the requirements
of Section 9250.8 of the Santa Ana Municipal Code and that said
Variance should be granted subject to conditions imposed by the
Planning Commission and the City Council;
NOW, THEREFORE, BE IT RESOLVED: That the City Council of the
City of Santa Ana does hereby affirm the decision of the Planning
Commission and does hereby grant a variance on VA 68-53, filed by
HIRSC0 CORPORATION, to permit the construction of a 282-unit apartment
complex at 2901 North Bristol Street, Santa Ana, California; said
Variance is granted subject to the following conditions:
That a revised plot plan be submitted to and approved by the
Planning Commission which indicates a minimum of 8,000 square
foot lots on the north side of West Orange Road, and that
final subdivision maps for R-1 development be filed and
approved; that there be no residential units within 88 feet
of the east property line; and further, that the applicant
execute an agreement with the City to provide that in each
deed for the sale of all lots there shall be a limitation of
the use of the same to single family home construction, which
limitation shall be irrevocable for a period of 10 years, said
agreement to be executed before a building permit is issued.
That no access be permitted from the apartment Complex onto West
Orange Road except for an opening for a crash gate for
emergency access if required by the Fire Department.
3. That the revised plot plan indicate a minimum of approximately
50% open space on the apartment complex site.
That all second floor apartments (including the bachelor apart-
ments over garages) have minimum 5' x 8' private balconies,
and that all first floor apartments have private patios with
minimum dimensions of 10' x 22'. Said patios shall be enclosed
by a solid 6' fence or wall.
5. That the revised plot plan indicate the minimum number of off-
street parking spaces required by ordinance.
THE FOLLOWING CONDITIONS ARE TO BE COMPLIED WITH PRIOR TO THE ISSUANCE
OF A BUILDING PERMIT:
That the subdivider's engineer furnish the Department of Public
Works a runoff study based on a storm of a ten-year frequency.
This study to show existing and proposed facilities and
method of draining this area and tributary areas without
exceeding the capacity of any street on-site or off-site.

That an easement be provided for West Orange Road for a width
of 30 feet, and to include completion of a cul-de-sac, center
line to property line, for street purposes and vehicular
access rights to Bristol Street except at one 40-foot drive
located over the southerly 40 feet.
NOTE:
Dedication shall be initiated by owner, through the
Department of Public Works at least two weeks prior
to application for a building permit to avoid delay.

That the subdivider submit street improvement plans for West
Orange Road and Bristol Street to include storm drain
facilities required.
9. That all elevations be on 1958 Orange County Survey Datum.
10.
That all plans and surveys for the required improvements be
completed by the owner's engineer and submitted to the
Department of Public Works for approval.
THE FOLLOWING CONDITIONS ARE TO BE COMPLIED WITH PRIOR TO ISSUANCE
OF UTILITIES RELEASE BY THE DEPARTMENT OF BUILDING SAFETY AND HOUSING:
11. That the owner provide sanitary sewer and storm drain facilities
to meet with the approval of the Department of Public Works.
12. That the owner pay a sewer reimbursement of $3.00 a front foot.
13. That the owner complete the improvements on Bristol Street to
include paving, driveway, storm drain, and sidewalk.
14. That the owner place curb, gutter, sidewalk, and pavement to the
center line on West Orange Road.
