HomeMy WebLinkAbout1954-01-25Council Chamber Santa Ana City Hall January 25, 1954. 7:30 P.M. City Council met in adjourned regular session. Meeting called to order by the Mayor. Present: Councilmen William Jerome, J.L.McBride, Thomas F. Larsen, Milford W. Dahl, Courtney R. Chandler. Absent: Councilmen None A previous meeting having been scheduled in the Council Chamber, the City Council adjourned its meeting to the Mayor's Office on motion of Councilman Dahl, seconded by Jerome and carried. In Re The Clerk read communication from Jere G. Hille, Industrial zoning southwest of San~a Aha District Manager, Department of Veterans Affairs, Division of Farm and Home Purchases, advising that the rezoning of the property situated southwest of the City, bounded by South Main Street, Delhi Road, ~istol Street and Sunflower Street, is not necessary for the benefit of the city generally, as there is sufficient area available where that particular type of zoning will not be an adverse influence, and requesting that the proposed re-zoning be denied. On motion of Councilman McBride, seconded by Dahl and carried, the letter was received and filed. It was moved by Councilman Dahl, seconded by Jerome and carried, that the Clerk read the communication of the Manager, dated January 25, 1954, regarding the area proposed for industrial zoning south of Delhi Road and west of Main Street. On motion of Councilman Dahl, seconded by Jerome and carried, the communication from the Manager was received, filed, copy mailed to the Santa Aha Independent and ordered spread in the Minutes: "I have been requested by several members of the Council to place in writing the verbal comments I made to you approximately one month ago regarding the area proposed for industrial zoning south of Delhi Road and west of Main Street. These comments and recommendations are of value only if and after the Council establishes a general policy in this matter and determines that such industrial zoning is to be approved. If so, then I strongl~ urge that negotiation of the details of area lay-out for development be instituted and agreement reached between the City and the developer to the point where no material misunderstanding can appear at a future date and that a Council policy can be applied to the surrounding area. Therefore, I recommend as follows: (1) both Broadway and Flower Streets be provided for at full major street widths to extend southerly to the proposed Sepulveda Freeway location, or to Newport Boulevard; (2) that adequate protections be established to protect South Main Street at least equal to those already established on the east side of Main Street by the County Planning Commission; (3) that the industrial zone shall not be permitted to extend west of Bristol Street; (4) that Delhi Road be protected by a buffer strip along the entire northerly edge of the industrial zone, said strip to consist of multiple residential zoning of sufficient width to assure non-encroachment of industrial land uses upon Delhi; (5) that an industrial street be required between the southerly boundary of the residential buffer strip and the northerly boundary of the industrial land; (6) that consideration be given to the application of a structural set-back on both sides of Broadway and Flower Streets extend- ed; and (7) that provision be made for the extension of Dyer Road west to connect with Talbert at Bristol." It was moved by Councilman McBride and seconded by Jerome, that it is the intention of the Council if and when the ninety-five acres south- west of the City is annexed to Santa Aha the property will be zoned for M-1 subject to a buffer residential zone along the south side of Delhi Road, the width to be agreed upon by the City and the Railroad Company. Attorney Roger Howell, representing J. Ogden Markel and the Washington School P.T.A. presented a petition signed by forty-three voters and/or property owners protesting the approval of the recommend., atlons of the Planning Commission to zone the area bounded on the north by Delhi Road, on the east by Main Street, on the south by Sunflower Street, and on the west by the Old Newport Road for M-1 and : M-2. Attorney Howell stated tha~ close to 600 signatures on petitions~ had been filed opposing the reclassification and requested that the Council give further consideration to the matter. Henry Freeman, District Traffic Manager of the Southern Pacific Railroad and the Pacific Electric Railway Company said that his officials feel that the area is ideal for industrial expansion. Roll Call: Ayes, Noes, Assistant Secretary, Chamber of Commerce, stated that the industrial proposal has the backing of the Chamber of Commerce Industrial Committee, the Board of Directors and the City Planning Commission. Jack Diamond, 2128 South Van Ness Street, inquired why the southwest area is being considered for industry when the southeast portion is already zoned for that purpose. Attorney Tom Heffernan, represent- ing the owners of property to the west of Bristol Street stated the owners were ready ~o subdivide the property for homes if the proposed area is zoned for industry and that homes have skirted industries all over Southern California. Bradley of St. Anne's Catholic Church said he would oppose the industrial zoning if interfere with the health and welfare of the The Mayor announced that the hearing was closed. The Council having unanimously waived the reading of the Resolution, on motion of Councilman Dahl, seconded by Larsen and carried, the following Resolution entitled: "Resolution No. 54-12 amending Section 3 of Resolution No. 5114 entitled tResolution establish- ing a basic compensation plan for certain classes of employment in the municipal service of the City of Santa Aha, and establishing regulations for the placement of present employees within the wage and salary schedules provided'" was considered and passed by the following vote: Ayes, Councilmen William Jerome, J.L.McBride, Thomas F. Larsen, Milford W. Dahl, Courtney R. Chandler. Noes, Councilmen None Absent, Councilmen None . It was moved by Councilman McBride, seconded by Larsen and carried, that the Mana~er request a written opinion from the Director of Public Works as go the advisability of the City of Santa Ana accepting from the County Sanitation District, the existing 20" or less concrete sewer line and right of way on Center Street in Santa Ana Acres and the northerly extension thereof to Myrtle Stress and the southerly extension thereof to Edinger Street and westerly on Edinger Street to Fairview Avenue.
