For these items for which a regular established price is unavailable, the department head, in collaboration with the Director of Finance, may establish a price consistent with the idea of cost recovery, service involved, and convenience. The Director of Finance shall report these exceptions to the City Manager. It shall be the responsibility of the City Manager to review these costs annually and make such recommendations to the City Council as required to keep the charges in line with the costs. All governmental agencies and their official representatives shall be exempt from paying these charges for single copies for official use.
