Francis A. McIntyre for the reclassification of property described

Attorney Roger Howell requested that the Council give public notice
if action is to be taken on the question of the proposed industrial
zoning in the southwest portion of the City. On motion of Councilman
McBride, seconded by Larsen and carried, the petition and postal cards
were received and filed, protesting the rezoning of the area bounded
on the north by Delhi Road, on the east by Main Street, on the south
by Sunflower Street and on the west by the Old Newport Road, for light
or heavy industrial zoning. It was moved by Councilman Dahl,

On motion of Councilman Larsen, seconded by Jerome and carried,
Tentative Map of Tract No. 1299, submitted by Hugh M. Neighbour, Jr.
covering property lying northeast of the intersection of Santa Clara
Avenue and Bristol Street, ~onsisting of 26 lots, was approved sub-
ject to the conditions that a 25 foot setback tine be established
throughout, that streets be 60 feet. in width, combination curbs and
gutters be installed and requirements on street paving in subdiv-
isions be complied with; also, subject to condition ~s imposed by
the Planning Commission that iiMarion Lane" be changed to "Marion
Way".
On motion of Councilman Dahl, seconded by Larsen and carried,
Tentative Map of Tracts Nos. 2061 and 2122, submitted by John S.
Griffith, lying west of Bristol Street and north of 22nd Street,
which tracts include the remaining and northerly portion of the
original Tentative Tract No. 172h, was approved subject to the
condition that combination curbs and gutters be installed and ~eq~ir~
ments on street paving in subdivisions be complied with; alee to the
condition as imposed by the Planning Commission that 20 foot setback
lines be established.
On motion of Councilman Dahl, seconded by Jerome and carried, proper
officials were authorized to sign Record of Survey Map, submitted by
W. B. Taylor and O. J. Goodwin, Trustees, on an area between 15th
Street and 17th Street, west of College Avenue.
On motion of Councilman Jerome, seconded by Dahl and carried, proper
officials were authorized to execute agreement between the City and
the Eleventh Naval District, granting permission to enter certain
City rights-of-way for the purpose of installing a fuel pipe line
from certain bulk storage structures at or near Norwalk to Marine
Corps Air Station, E1 Toro.

Communication was read from the County of Orange advising that the
County Tax Collector will sell at public auction Lot h, Block R,
Tract No. 668, located on the east side of Halladay Street between
Anahurst Place and Delhi Road. On motion of Councilman Dahl,
seconded by Jerome and carried, the Clerk was instructed to notify
the Tax Collector that the City consents to the sale of such propert~

advertise for bids for one thousand 5/8" x 3/4" and fifty l" water

result of any loss under any policy whereon the said City is the part~
insured.
Communication was read from Baker Development Company requesting that
'proceedings be instituted for the abandonment of a portion of Grand
Avenue, south of Santa Clara Avenue, and submitting bond In the sum o~
$500.00 to guarantee the relocation of approximately 200 'feet of sewe
and one manhole in a section of the 2100 block on Grand Avenue. On
motion of Councilman Larsen, seconded by Jerome and carried, the
Attorney was instructed to prepare a Resolution for the abandonment,
if and when it has the approval of the Planning Commission.
On motion of Councilman McBride, seconded by Jerome and carried, the
communication from the Shoreline Planning Association of California,
Inc., reference oil royalty revenue fund established for acquisition
of both beaches and inland park sit~s and requesting preparation of a
Resolution, so that ~he To~linson Committee report will be fortified
with testim6ny favorable to the provisions of Public ResoUrces Code,
Section 6816, was received and filed.

On motion of Councilman McBride, seconded by Jerome and carried, the
Minutes of the Executive Committee of the Joint ~utfall Sewer, held
at Anaheim, January 26th and February Sth, 1955, were received and
filed.
On motion of Councilman McBride, seconded by Jerome and carried, the
notifications of the State Board of Equalization of alcoholic beverage
applications made by John R. Drenttel, ~03 West Fourth Street, and
Harry Y. aud Midori M. Marumo~o, 1820 Wes~ Firs~ Street, were receive,
and filed.

On motion of Councilman McBride, seconded by Larsen and carried, the
Notice of Appeal of Boyd Allen Hershey to the District Court of Appea~
dated February 15th, 1954, was referred to the Attorney.

On motion of Councilman Larsen, seconded by ~erome and carried, the
specifications were approved and Clerk authorized to advertise for
bids for the Furnishing of forty Fire Alarm Boxes and twenty-five Fire
Alarm Box Pedestals; bids to be opened March 15th, 1954.
On motion of Councilman Jerome, seconded by Larsen and carried, the
report of the Orange County Mosquito Abatement District activities for
the month of January, 1955, wa~ received and filed.

request of Mrs. Daphne Beeman, 1303 South Main Street, for a limited
parking zone of approximately one hundred feet on the south side of
East Oxford Street adjacent to her property, was referred to the curb

On motion of Councilman Larsen, seconded by Jerome and carried, the
request of ~he Civitan Club of Azusa for a subscription to an
advertisement in the program of the Junior College Baseball Tournamen'
was received, filed and Clerk instructed to advise the Club that the
Council does not wish to make the donation as it would be considered
a gift of funds of the City.
On recommendation of the Department of Public Works and on motion of
Cou~c{lman Jerome, seconded by Larsen and carried, California Gunite
Company, Inc., was granted an extension of time to March 12th, 195~,
for completion of contract for the construction of the Bristol Street
Reservoir.
On motion of Councilman Larsen, seconded by Dahl and carried, the
request of John K. Colwell, City Attorney, for a leave of absence
from March 5th to March 22nd, 1954, was granted.

~Communication was read from the Coast Federal Savings and Loan
Association requesting that the Council deny the proposed rezoning
of the area bounded by South Main Street, Delhi Road, Bristol Street
and .SUnflower Street, and on motion of Councilman Dahl, 'seconded by
Larsen and carried, the communication was received and filed.
On motion of Councilman McBride, seconded by Jerome and carried, the
Department of Public Works was authorized to make connection with the
old concrete line easterly to the new vitrified clay line on Fairview
Avenue on or near Occidental Street, at a cost not to exceed One
Hundred Fifty Dollars, including a. ll material and labor, and that
payment therefor shall be made from the Construction Fund of County
Sanitation District No. l, as directed by Minute Order Of County
Sanitation District No. 1.

following Ordinance entitled:
"Ordinance establishing setback lines on each
side of West First Street from Main Street to
the westerly city limits by amending sub-section
(e) of Section 9150, Part 2, Chapter l, Article
IX of the Santa Ana Municipal Code"

On motion of Councilman Dahl, seconded by Jerome and carried, an
unsigned petition for consent to the commencement of annexation pro-
ceedings of ~territory known as "Santa Ana Gardens", was referred to
the Orange County Boundary Commission and Planning Commission, for
report.
On motion of Councilman Dahl, seconded by Jerome and carried, an
unsigned petition requesting that the City annex certain uninhabited
territory, owned by Santa Ana High School District, was referred to
the Orange County Boundary Commission and Planning Commission, for
report..
It was moved by Councilman Jerome, seconded by Larsen and carried,
that the question of the establishment of setback lines on West
Eighth Street as follows: 34 feet on the north and 56 feet on the
south from Broadway to Ross Street, and 38 feet on the north and
46 feet on the south from Ross Street to Shelton Street, all measure~
from the existing surveyed center line of West Eighth Street, be
referred to the Planning Commission for their recommendation and
report to the Council.
On recommendation of the Manager and on motion of Councilman Dahl,
seconded by Jerome and carried, the bid of George Dunton, in the sum
of $2139.44, was accepted for the furnishing of an auto_mobile for use
of the Police Department and all other bids rejected.
On recommendation of the Manager and on motion of Councilman Jerome,
seconded by Larsen and carried, the bid of the American Pipe and
Constr~Action Company was accepted for the furnishing of 4,06~ lineal
feet of 16", Class 150 ~oncrete cylinder pipe; 6 - 32 foot lengths of
16", Class 150 concrete cylinder pipe with spigot adapter for cast
iron and hubs for concrete cylinder, and 7- 32 foot lengths of 16",
Class 150 concrete cylinder pipe with spigot adapters for cast iron
and spigots for concrete cylinder, and the other bid rejected.
It was moved by Councilman Dahl, seconded by Larsen and carried, that
a communication be addressed to the Southern Missionary Baptist Chute!
advising that unless they comply with the requirements for annexation
by granting an easement along the easterly side of the property for
street purPoses and entering into an agreement to improve the same to
standard city specifications, or initiate action to do so, within
thirty days, that water and sewer services will be discontinued.
On motion of Councilman Dahl, seconded bY Larsen and carried, the
Department of Public Works was authorized to discontinue the wa~er
and sewer services if all requirements are not complied with Within
the thirty-day period.
