Each member of the City Council having received copies of the Minutes of March 1st, 1954, reading of the Minutes was dispensed with and approved on motion of Councilman Jerome, seconded by La, sen and carried. On motion of Councilman Jerome, seconded by Larsen and carried, the bids were referred to the Manager, Purchasing Agent and Fire Chief for report at their early convenience. This being the date set for hearing on the amendment application of Flake Smith, no protests were received for the reclassification of property situated on the north and south sides of West First Street, between Daisy and Sullivan Streets, from the R-1 and R-2 Districts to the R-3 and M-1 Districts. On motion of Councilman Jerome, seconded by McBride and carried, the Attorney was instructed to prepare an Ordinance to reclassify the property from the R-1 and R-2 Districts to the R-3 and M-1 Districts. # Communication was read from the Planning Commission requesting that the 'Houeemoving Ordinance be .amended tq provide that an applicant for building permit be required to post a performance bond to complete the structure in accordance with the requirements of the Building Depart- men~, Within a period of ninety days. On motion of Councilman McBride, seconded by Larsen and carried, the request was referred to the At't.orney amd Building Inspector with instructions to submit a tentative amendment to the Housemoving Ordinance. # Communication was read from the Planning Commission advising they have no objection to the matter of proposed vacation of an area lying on th, easterly side of Grand Avenue approximately 1038.79 feet south of In' Re' Resol. The Council having unanimously waived the reading of the Resolution, on motion, 5f Councilman McBride, seconded by Larsen and ear~ied, the following Resolution entitled: "Resolution No. 5~-25 approving map, declaring intention to vacate a portion of ~rand Avenue and fixing time and place for hearing all persons interested in or objecting to t/~e proposed vacation' was considered and passed by the following vote: Ayes, Councilmen William Jerome, J.L.McBride, Thomas F. Larsen, Cour%ney R. Noes, Councilmen None Absent, Councilmen Milford W. Dahl Chandler. Communications were read from the Planning Commission recommending that a variance be granted Frieda Gutierrez to permit the use of prow erty at 1331-37 West First Street, for construction of a small drive- in restaurant, approximately 20~ x 25~, subject to the condition that no signs be displayed, and from the Department of Public Works that fill in cf all existing driveway approaches that are not to be used in connection with the restaumant, are needed in front cf or along side the property to bring it up to the present City standards. On motion of 0ouncilman Larsen, seconded by Jerome and carried, the recommendation of the Planning Oommisslon was approved subject to the condition imposed by the Commission, and to the improvements as imposed by the Director of Public Works. # Communication was read from the Planning Commission recommending denial of variance application of Ernest A. Thies to permit the use of property situated at the northwest corner of Evergreen Street and Delhi Road for the operation of a small appliance repair shop in his home. On motion of Councilman Jerome,aeconded by Larsen and carried the recommendation of the Planning Commission was approved and variance denied. . Communications wereread from ~he Planning Commission recommending that a variance be granted 0harles A. Rockwell to permit the use of property situated at 112 West St. Gertrude Place, for construction a four-car garage for storage of light trucks, with black top over balance of lot for off-street parking, subject to the condition that no signs be displayed, and from the Department cf Public Works that all broken sidewalk be replaced and that pavement be constructed from eximting curb to existing pavement across front cf lot, in order to bring it up to present City standards. On motion of 0ouncilman Larsen, seconded by Jerome and carried, the recommendation of the Planning Oommlssion was approved subject to t~he condition as imposed by the Commission, and to the improvements as imposed by ~he Depart- ment of Public Works. On motion of Councilman Jerome, seconded by McBride and carried, a notice cf public hea~ing was ordered published setting In Re Map of Tract Stratford Square Inc. date of hearing as April 5th, 1955. On motion of Councilman jerome, seconded by Lax. sen and carried, Nap of Tract No. 2061, bond in the amount of $79,000.00 and agreement, mitred by Stratford Square, Inc., were approved for the dedication of North Bristol Street, North Hesperian Street, North Poplar Street, North Pacific Avenue, North Spr,mce Street, North Forest Avenue, In Re, Map of Tract'No.'lB56 Bronley Bldg. Co. Santa Clara Avenue, and alley. # On motion of Councilman Jerome, seconded by McBride and carried, Map of Tract No. 1856, bond in the amount of $94,000.00 and agreement, mitred by B~onley Building Company, were approved for the dedication of Willite Street, Raymar Street, Richland Avenue, South Western In Re Offer to ptu~$hase 01fy property Avenue, South Pacific Avenue and Raitt Street. # Communication was read from ~,zce W. Sumner, 2324 Aloha Street, and on behalf of a group of property owners in the neighborhood, who are desirous of purchasing the City property located directly beyond their properties, which ~trip of City property is about 8 feet in width and adjacent to a dirt road running generally north and south and is 50 to 75 yards east of the San~a Aha River. On motion of Councilman McBride, seconded by Lateen and carried, the matter was referred to the Manager, Director of Public Works and Park Superintendent for In Re Communication C.S.Burrow (industrial zoning) written recommendation. On motion of Oouncllman McBride, seconded by Larsen and carried, the request of the Clyde Beatty Circus for permission to parade over a route, approved by the Traffic Division cf the Police Department, on Monday, April 26th, 1954, was referred to the Mamager and Acting 0bier In Re LOt 39 O~ proposed Tract N~. 1351 (John M. Hey) of Police with power to act. Com~unicatlon was read from John M. Hey, on behalf of the owner of Tract No. 13~1, requesting permission to omit the sidewalks adjacent Lot 39 on both Fifth Street and Hawley Street; that the portion of Lot 39 zoned R-2 be re-zoned to C-2, and, in improving Hawley Street pave only to the easterly edge of the existing surfacing unless the City intends to Immediately resurface th~ west side of Hawley Street from the curb to the center line, in which case, the improvements will be placed to the center line of Hawley Street. Communication was read from the Bristol Street Baptist Church re-affiX-I lng the oral statement made to ~he Council in September, 1953, to comply with the City's requirements for annexation by granting an easement along the easterly side of the property for street purposes and entering into an agreement to improve the same to standard City specifications. On motion of Councilman Jerome, seconded by Larsen and carried, the communication was received and filed. On motion of Councilman McBride, seconded by Larsen and carried, communication of County Sanitation District was received and filed reference exclusion of "Schulman Property" from County Sanitation District No. 2, approved by the Board of Supervisors March 2nd, 195~ and removing Santa Ana's representative from serving on said District. # Communication was read from Attorney Jack Rimel, with photostatic copy of petition, addressed to the Board of Supervisors, signed by thirty-three property owners, requesting annexation of approximately 685 acres.in the area southeast of Santa Aha and reclassification of the property to the M-1 use. It was moved by Councilman Larsen, seconded by Jerome and csmried, t. hat the Council again go on record as having no objection to the area being reclassified for M-1 use, and the Clerk was directed to advise the County Planning Commission, Chamber of Commerce and Attorney Jack Rimel of the Council's action. On motion of Councilman McBride, seconded by Jerome and carried, the applications of A. X. Samples amd Merle V. Hart to drive taxicabs, were received, filed and permits granted. On motion cf Councilman McBride, seconded by Jerome and carried, the notification of the State Board of Equalization of alcoholic beverage application of Ramon A. Prado, 701 East First Street, was received and filed. On motion of Councilman Jerome, seconded by Larsen and carried, ~he application of the Blu~ Star Mother's of America to solicit funds on May 7th, 1954, was referred to the Business Men's Association for recommendation. On motion of Councilman Larsen, seconded by McBride and carried, the application of the Orange County Society for Crippled Children and Adults, Inc., to solicit funds on April 3r~, 195$, was referred to the Manager with power to act. On motion of Councilman McBride, seconded by Jerome and carried, the Manager was authorized to enter into escrow with Arthur E. Confer for the purchase of property at 606 North Ross Stree$, for the sum of $13,200.00. for Civic Center site. # On motion of Councilman ~JerOme, seconded by Lamsen and carried, the request of Frank E. Blauvel~, Store Manager, J.H.Biggar Furniture Store, 1110 North Main Street, Shat a loading zone be established adjacent to the receiving room, back entrance on Sycamore S~ree~, was referred to the curb usage committee for recommendation. # On mo~ion of Councilman Larsen, seconded by Jerome and carried, the Order modifying Decision No. 49565 before ~he Public Utilities Commission for investigation on the Commissionls own motion to /5O establish a list of grade crossings of railroads and city, county, or city and co,mmty highways urgently in need of improved protection, and to determine the nature of needed improved protection at such cross- lngs, was received and filed. In Re Communication was read from County Sanitation District with quit-claim County Sanitation District - Quitclaim deed authorized by Resolution No. 356-1 adopted by the Board of Deed Directors March lC, 1954, conveying abandoned sewer and right-of-way to the City, and on motion of Councilman McBride, seconded by Larsen and _.~rried, the quit-claim deed was referred to the Attorney to prepare proper Resolution. # In Re On motion of Councilman La. sen, seconded by Jerome and carried, the Salary step increases written recommendation from the Manager, dated March 12, 1955, setting forth the salary step increases for five employees, as recommended by the Department Heads, was received, filed and approved. # In Re On motion of Councilman McBride, seconded by Jerome and carried, the Leave Of Absence request of Councilman Thomas F. Larsen, for a leave of absence for a period of approximately four weeks commencing March 19th, 1954, was ~ranted. In Re A petition was read signed by eight property owners in the 900 block Petition Remove or trim South Broadway requesting that the row of palm trees on the west side palm trees 900 block So.Broadway of the street be removed or trimmed. On motion of Councilman McBride seconded bY Larsen and carried, the matter was referred to the Park Superin~endent with power to act and Clerk instructed Board and Park to notify the first signer on the petition of Council action. In Re Commumication was read from the South Main Improvement Association South Main Improve. Association requesting immediate attention to the proposed widening cf South Main Proposed widening of So. Main St. Street from McFadden Street to Bishop Street as included in the last budget; urging that the new budget shall include funds for widening of South Main Street north from Bishop Street, and that future annual budgets shall include funds to continue the widening of South and Nort] Main Streets to their Juncture with the Santa Aha Freeway. On motion of Councilman Jerome, seconded by Larsen and carried, the communicatiox was received and filed. In Re Communication was read from the Treasurer submitting a list of persons Delinquent Sales Tax delinquent in the payment of sales tax, and on motion of Councilman Jerome, seconded by McBride and carried, April 5th, 1955 was set as the date of hearing sc that these persons may show cause why their males tax permits should not be revoked. . Sewer D18trlCtS. # On recommendation of the Manager and on motion of Councilman Jerome, seconded by Larsen and carried, the Director of Public Works was instructed to prepare a Resolution establishing one-hour parking zones on both sides of Oxford Street between Main and Cypress Streets reference request of Mrs. Daphne Beeman. # The Manager rePorted that the appointed committee recommended that all bids be rejected for the furnishing of 3500 feet of 14' O.D. 10 gauge steel pipe and' 88 couplings for the Joint Outfall Sewer.
