CITY OF SANTA ANA REQUESTING THE SANTA ANA RIVER
BASIN REGIONAL WATER QUALITY CONTROL BOARD TO
ESTABLISH AND ENFORCE HIGH STANDARDS OF QUALITY
FOR WATER IN THE SANTA ANA RIVER
WHEP~EAS, the City of Santa Ana is the purveyor of water to
approximately 149,000 water consumers in the City of Santa Aha; and
WHEREAS, as a water purveyor the City of Santa Ana desires
to provide a high quality potable water supply; and
WHEREAS, water from the Santa Ana River contributes to the
water stored in the Santa Ana River underground basin; and
WHEREAS,

WHEREAS, the Santa Ana River water quality is continuously
deteriorating; and
WHEREAS, the present trend of water quality, if unaltered,
will lead to unacceptable water quality and impairment of the under-
ground basin; and
WHEREAS, at the time of the formulation of the standard of
quality for Santa Ana River water flowing through Prado Dam, much
of the land that is now encompassed by the present boundaries of
the City of Santa Ana was primarily devoted to agricultural use,
but now this area is occupied by industrial and commercial water
consumers whose water quality requirements are substantially more
exacting than those of agricultural consumers; and
WHEREAS, the city of Santa Ana continues to support the posi-
tion of the Orange County Water District, which has acted as the
primary agency for protecting the Santa Ana River underground basin
from contamination by sea water and contaminants carried into the
basin by the Santa Aha River.
NOW, THEREFORE, BE IT RESOLVED: That the City of Santa Ana
requests the Santa Ana River Basin Water Regional Water Quality
Control Board to take action immediately to establish and enforce
high standards of quality for water discharged through Prado Dam in
in order to correct the deterioration of the quality of the Santa
Ana River water reaching the City of Santa Ana.
