On motion of CoUncilman Larsen, seconded by Jerome and carried, the bids were referred to the Manager for recommendation at the next meeti # This being the date set for hearing on the amendment application of Roy D. Lewis for the reclassification of property situated on the side of First Street between Lyon Street and Grand Avenue, from the R-I, R-2 and C-2 Districts, to the C-2 and M-1 Districts, except the easterly 240~ along Lyon Street and the westerly 150' on each side of NcOlay Street; A.H.Allen protested the zoning of this property for industrial use as being too close to the City and considered the prop- erty the finest agricultural land in that section and the reclass- 'iflcation would cause bottle-necking of the residential g~owth toward Tustin. Also, the City has no Ordinance in effect prohibiting sheet metal buildings in an industrial zone and protested the plot as laid out in its entirety. Roy Lewis stated that the 150' facing McClay Street, which would be adjacent to the Allen property would be eliminated from this proposed zoning and other property owners did not wish any zoning detrimental to the area. Mr. Allen stated that if the Council is determined to consider this lmnd for industry, a setback should be established on the Chestnu~ Street side. Roy Lewis, Ralph Mitchell, and Er. Greenwood, representative of the Electronics C~mpany stated they would agree to the designation of a setback line and would adhere to type of buildings designated by the Council. On motion of 0ouncilman Larsen, seconded b2 McBride and carried, the following Ordinance entitled: "Ordinance amending Article IX of the Santa Ana Municipal Code creating changes in district boundaries and amending Sheet No. ~4 and Sheet No. ll of the districting map to show the re- classification" was introduced, ~onsidered and placed on file for second reading. This. being the date set for hearing on the amendment application of Rainspray, Incorporated, no protests were received, for the reclass- ification of property on the west side of Bristol Street between 17th Street and Memory Lane, described as Lots 1 to ll inclusive, and 250, Tract 1725, from the R-1 District to the R-2 District. On motion of Councilman Dahl, seconded by Jerome and carried, the following Ordinance entitled: "Ordinance amending Santa Aha Municipal Code by amending Article IX thereof creating changes in district boundaries and by amending Sheet No. 22 of the districting map to show the reclass- ification" was introduced, considered and placed on file for second reading. Communication was read from the Planning Commission recommending a~proval of proposed setback lines along the east side of McOlay Stree from Chestnut to McFadden, and along a portion of West 17th Street wes~ Of Bristol Street. The Council having unanimously waived the readimg of the Resolution, on motion of Councilman Dahl, seconded by Larsen .and carried, the following Resolution entitled: "Resolution No. ~4-76 declaring intention to establish setback lines along the east side of McClay Street and along ~he north side of Seventeenth Street and fixing date of hearing ~hereof" to establish a setback along the east side of McClay Street from Chestnut to McFadden, 54 feet from the surveyed center line of McClay Street measured at right angles, and, along the north side of West 17th Street from Bristol Street west to a poinS 138.71 feet east of the surveyed center line of Alona Street, 140 feet north of the sur- veyed center line of West 17th Street measured at right angles, was considered and passed by She following rose: Ayes, Councilmen William Jerome, J.L.McBrlde, Thomas F. On motion of Councilman McBride, seconded by Jerome and carried, Map of Tract No. 2170 and bond in the amount of $23,000.00, submitted by Calland Bros?, were approved for td%e dedication of Willits Street, Monta Vista Avenue, Raitt Street and Daisy Street, and agreement covering improvements was ordered signed. On motion of Councilman M~Bride, seconded by Dahl and carried, Map of Tract No. 2194 and personal bond in the amount of $35,000.00, sub- mitred by Honer Development Company, signed by Allison Honer and James N. Guthrie, were approved for ~he deaication of Towumer ~treel~, Buffalo Street, Freeman Street and_~TwentyiFirst Street, and agreement covering improvements was ordered signed. , Communication was read from Co-Chairman Fiesta Committee, expressing appreciation for the City's cooperation during the Santa Ana College Annual Fiesta Day Parade on May 14th, and on motion of Councilman Jerome, seconded by Lateen and carried, the communication was receive~ and filed. # Communication was read from the Department of Public Works advising that improvements within Tract No. 1855 have been completed, and on motion of Councilman Jerome, seconded by Dahl and carried, bond filed by George M. Sands~om, in the sum of $11,O00.O0, was ordered release~ and improvements accepted as completed. # Communication was read from the Department of Public Works advising that improvements within Tract No. 1788 have been completed, and on motion of Councilman Jerome, .seconded by Dahl and carried, bond filed by Walter W. Cole, in the sum of $25,000.00, was ordered released and improvement s accepted as completed. # Communication was read from Mrs. Kate Sutton, 209 West Cubbon Street, requesting relief from the all-day parkers in front of her residence, and on motion of Councilman Jerome, seconded by Dahl and carried, the request was referred to the curb usage committee for recommendation. On motion of Councilman Jerome, seconded by Dahl and carried, the communication from the Secretary, Santa Aha City Schools, reference the appointments of Dr. Oliver Lawson, John C. Bellows and Richard L. Foster, to consult with members from the Council and the Recreation Commission in connection with parks, playgrounds,etc., was received and filed. On motion of Councilman McBride, seconded by Lateen and carried, Milford W. Dahl, William Jerome and Glen Evans, were appoint~ aea committee to meet with the School committee on this program. . A petition was read signed by seventy property owners and or reeident~ on East ltth Street, East 15th Street and Grand Avenue, requesting that the speed limit on Grand Avenue between Fruit Street and Seven- teen~h Street be established at twenty-five miles per hour and this a~e~ of Grand Avenue be marked and posted as a twenty-fiVe mile per hour zone. Chandler Noes, Councilmen None Absent, Councilmen None # It was moved by Councilman McBride, seconded by Larsen and carried, that the' Acting Directo2 of Public Works be authorized to enter into an agreement with t2~e Road Commissioner of Orange County for the County to include within their existing contract for street construct- ion on 17th Street that portion of 17th Street lying, half within the City of Santa Ana between Mabury and Wright Streets, and further to. agree that the City will compensate the County for such street work in accordance with the basic item costs in the existing County contract for such construction; funds for such payment to be taken from Fund 55 Major Street Construction. Tubbs, Air Pollution Control Officer requesting cooperation of various officials in notifying any new industries of the necessity of compliance with air pollution control regulations, and on motion of Councilman Mcbride, seconded by Dabl and carried, the communication was received, filed and copy ordered nished the Building Department to comply with the requirements. ~n motion Councilman Jerome, seconded Lateen and carried, the Of by report of Sidney L. Lowry, Civil Engineer, relative to the improvement of Third Street extending from Ross to Spurgeon Streets was received and filed. It was moved by Councilman Dahl, seconded by Larsen and carried, that the Director of Public Works be authorized to proceed with the improvement of Third Street from Ross to Spurgeon Streets by force account, according to the original plans and specifications, wit~ the minor modifications recommended by the Civil Engineer. # The Manager recommended that a two-hour parking zone be established in the lO0'block East Pine Street reference the request of B.H.Vance, 221 South Main Street. On motion cf Councilman Dahl, seconded by Lateen and carried, the recommendation was approved and the Director of Public Works instr~cted to prepare a Resolution establishing the two-hour parking zone. 107 In Re Request Frances W. King (stop signs) The Manager recommended denial of request of Mrs. Frances W. King that stop signs be installed at the corner of 15th and Bush Streets, and on motion of Councilman Dahl, seconded by Jerome and carried, the In Re Properties and materials owned by the Joint Outfall Sewer System recommendation was approved and request denied. On motion of Councilman Jerome, seconded by Larsen and carried, J.L. McBride was appointed, as a committee of one, to bring back to the City Council a recommendation concerning the disposition of propertiei and materials owned by the Joint Outfall Sewer System which are not being transferred to the County~anl~ation Districts bu~ in which the City of Santa Ana retains a' proprietary interest.
