OF SANTA ANA PROPOSING A CHANGE OF ORGANIZATION
IN THAT DISTRICT KNOWN AS THE EAST ORANGE COUNTY
WATER DISTRICT BY THE DETACHMENT OF CERTAIN DESCRIBED
REAL PROPERTY LOCATED WITHIN SAID DISTRICT, WHICH
REAL PROPERTY IS ALSO LOCATED WITHIN THE CITY OF
SANTA ANA
WHEREAS, the District Reorganization Act of 1965 (§§56000
through 56550 of the Government Code of the State of California)
provides for the change of organization of certain districts,
through the approval by the Local Agency Formation Commission of
detachments of real property from said Districts when said terri-
tory is also located within a city which provides comparable
services; and
WHEREAS, both the city of Santa Ana and the landowners of
the hereinafter described real property desire that said real
property be detached from the East Orange County Water District
in view of the fact that said territory is presently being assessed
real property taxes by the City of Santa Ana and shall receive as
a consequence of said property tax payments water services from
the City of Santa Ana; and
WHEREAS, the East Orange County Water District, and the
city of Santa Ana, would be affected by the change of organization
requested herein; and
WHEREAS, the present request of the City of Santa Ana is
for detachment of certain territory constituting uninhabited terri-
tory, which territory is described in EXHIBIT A, attached hereto
and made a part hereof as though fully set forth herein; and
WHEREAS, landowners within the territory described in
EXHIBIT A desire to avoid the burden of double taxation which
would be imposed upon their property and wish to avoid any further
liability for bonded indebtedness of the East Orange County Water
District;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA ANA that it is hereby requested that a change of
organization of the East Orange County Water District be approved
by the Local Agency Formation Commission of Orange County through
the detachment of certain real property described in EXHIBIT A and
characterized as uninhabited territory, in order to prevent the
burden of double taxation on said landowners.
BE IT FURTHER RESOLVED: That the Local Agency Formation
Commission of Orange County is requested to order the East Orange
County Water District to adopt a resolution to detach that certain
territory described herein in EXHIBIT A without the necessity of
notice or hearing by S~id Water District and without the necessity
for an election on the issue of said detachment.
BE IT FURTHER RESOLVED: That should the Local Agency
Formation Commission of Orange County determine that an election
is necessary upon the question of confirming an order for detach-
ment of the aforementioned and described territory (EXHIBIT A),
said Local Agency Formation Commission be requested, pursuant to
§56252(a) of the Government Code, to determine that such election
shall be called, held and conducted upon the question of said
detachment only within the territory described in EXHIBIT A which
is proposed to be detached.

BE IT FURTHER RESOLVED: That the territory to be detached
be relieved from liability for payment of all or any part of
principal, interest and any other amounts which may become due
on account of all or any part of any bonded indebtedness or
other contracts or obligations, included but not limited to any
judgments against the East Orange County Water District, and it
shall be relieved from obligations arising from the levying or
fixing and the collection of any taxes or assessments as may be
made for payment thereof.
PASSED AND ADOPTED by the city Council of the City of
Santa Ana at its regular meeting held on the 17th day of November,
1969.

Beginning at the intersection of the centerline at Tustin Avenue and the
Northerly ho,mdary of the City of Santa Ana as annexed by NS-759, said
int.ersection being on the Southwest corner of Tract No. 2989 as shown on
the'map thereof recorded in Book 89, Page 1, Miscellaneous Maps, Records
of Orange Cotunty, California, said point of beginning also being the South-
west coN]er of Lot 4, Block B of the A. B. Chapman Tract as surveyed by
Frank Lecouvreur in December 1870, and shown on a map %hereof recorded in
Book 102, Page 15, ~iscellaneous Maps, records of Orange County, California;
thence North 88° 57' 09" West~ along said City boundary of the City of Santa
;Lna~ 30.00 feet on to an 8-ngle point in said City Boundary; thence
South 0° 53' 32" West, 145 feet, more or less, along said City boundary to
an angle point in s~d City boundary ~_ud to a point in the North line of Lot
8, Block A of said A. B. Chapman Tract; thence West along the North line of

said City boundary and to the East line of that certain territory designated

89° 58' 00" West along said City boundary 243.00 feet to an angle point in
said City boundary; thence North 0e 10' 15" West 496.11 feet along said City
boundary to an angle point in said~City boundary, and to the South line of
Fairhaven Avenue, and to the South line of that certain territory designated
as the Fairha~en and Tustin Northwest Annex, as annexed to the City of Santa
Aha by Resolution 68-191; thence North 89° 58' 00" East alon'g~ said City
boundary 87 feet, more or less, to an angle point in said City boundary;

centerline of Fairhaven Avenue; thence departing from said City boundary of
