IMPOSED BY THE PLANNING COMMISSION IN GRANTING
A VARIANCE ON VARIANCE APPLICATION 69-73

WHEREAS, after public hearing on notice, the Planning
Commission has granted a variance on Variance Application 69-73
filed by JOSEPH SHERMAN and PETER INGRAHAM to construct a 200
unit mobile home park in the M 1 District, subject to certain
conditions; and
WHEREAS, the city Council felt the issue was of sufficient
import to require a public hearing thereon, and
WHEREAS, after public hearing on notice, the city Council
has determined that the applicants should be required to meet an
additional condition prior to the issuance of a building permit
for construction upon the subject parcel;
NOW, THEREFORE, BE IT RESOLVED: That the city Council of
the City of Santa Ana does hereby adopt the Findings of Fact of
the Planning Commission and affirms the decision of the Planning
Commission and adds an additional condition being new number 9;
said variance is granted subject to the following conditions:
That the development be according to the approved revised
plot plan except for minor modifications to be approved by
the Planning Department;
That the plot plan be revised dispersing guest parking areas
throughout the park site in a manner meeting the approval of
the Planning Department;
That a detailed plan for the recreation area and all planter
strips be submitted to and approved by the Planning Department
and that plans be implemented and all landscaping be con-
tinuously maintained;
4. That a six-foot high masonry wall be constructed and maintained
around the entire development;
5. That storage areas and trash areas be screened from view with
a six-foot high opaque screen;
That interior drives of development be paved with asphalt
paving (2" of A.C. over 4" of A.B. or equivalent) and shall
include concrete curbs throughout as indicated on the plot
plan;
7. That fire hydrants shall be installed in a manner meeting the
approval of the Fire Department;

Prior to the issuance of a building permit the applicant shall
submit a grant deed indicating that the land trade has been
completed;
THE FOLLOWING CONDITIONS ARE TO BE COMPLIED WITH PRIOR TO THE
ISSUANCE OF A BUILDING PERMIT:
Furnish the City Attorney's office with a document for approval
imposing a burden on the land, restricting the use of the
mobile home park to adults, defined as persons age 18 or over.
The city Attorney's office shall approve this document prior
to its recordation with the County Recorder's Office of the
County of Orange.

Furnish the Department of Public Works a runoff study based
on a storm of a ten-year frequency by a civil engineer
showing existing and proposed facilities and methods of
draining this area and tributary areas without exceeding the
capacity of a street on-site or off-site;
11. Furnish the Department of Public Works a final grading plan
showing existing and proposed elevations around this proper~y;

File a parcel map on both parcels that will be divided and
comply with all conditions set by Council for approval of the
parcel map (or maps);
13. Provide a deed for vehicular access rights to Segerstrom
Avenue except at approved drives;
NOTE:
Dedication shall be initiated by owner, through the Department
of Public Works, at least four weeks prior to application
for a building permit to avoid delay.
14. Submit street improvement plans by a civil engineer for
Segerstrom Avenue; (See plans 1-52-1 for grades.)
(Ail elevations are to be on 1958 Orange County Survey Datum.)
15. Provide a sanitary sewer study by a civil engineer;

Ail plans and surveys for the required improvements shall be
completed by the engineer and submitted to the Department of
Public Works for approval;

The main entrance on Segerstrom Avenue shall be 50 feet wide
and located at a point approximately 1,300 feet east of Raitt
Street to align with a future median opening on Segerstrom
Avenue to serve both the North and South properties. A second
drive with a W~40 feet and right turn only will be allowed on
Segerstrom Avenue;

19. Provide sanitary sewer facilities as required by the Department
of Public Works and pay any assessments if required;
20. Improve Segerstrom Avenue to include full width sidewalk with
tree wells and trees;
NOTE:
It is suggested that the applicant investigate regular city
fees for building permits, sewer fees, ornamental street
lights, etc.
21. Install ornamental street lights on Segerstrom Avenue.
PASSED AND ADOPTED by the city Council of the City of Santa
Ana at its regular meeting held once 15th day of December, 1969.
