Each member of the City Council having received copies of the Minutes
of July 6th, 1954, reading of the MinuSes was dispensed with and approved
on motion of Councilman Jerome, seconded by Larsen and carried, with the
exception of Item 7, Page 121, wherein art a~ditional condition was ~m~ttted
on the variance application of the H. T. Foust Estate, as follows: Shat the
east side of Broadway extended to Delhi Road be dedicated for street purposes
and improved to City standards.

This being the date set for hearing on the amendment application of
Charles C. Camarata for the reclassification of property located on
the south side of Washington Avenue between Lincoln and Grand Avenues
1126 East Washington Avenue, from the R-1 and R-2 Districts to the M-2
District, Attorney James Walker, representing Mrs. R.J.Armstrong, 902
Grand Avenue, presented petitions signed by approximately forty
residents or owners of properties within two or three blocks of the
property to be rezoned, protesting the rezoning. Mr. Walker stated
the property should not be rezoned by amendment :application but shoulc
be handled by variance application and the rezo~ing would constitute
an invasion of the area zoned for R-1 and R-2. Also, the reason there
are so many objectors is the fact that this is the most easterly prop-
erty thus far sought to be reclassified into industrial use and
encroaches upon a true residential area on Grandi Avenue. Mrs. Arm-
strong emphasized the fact that a buffer zone isl needed for protection
iaga~nst' encroachment to the west, t~is being the gateway to all of
that residential area, and if an unsightly condition exists on Grand

impression of the City. On being questioned by Councilman McBride,
Mrs. Armstrong stated she would obJec~ to the granting of a variance.

for disapproving the rezoning. C.E. Appleton, Real Estate Agent
for Mr. Camarata, gave various reasons why the property is not suit-
able for residential use between the Cracks and Grand Avenue and pre-
sented a letter signed by County Super~cisor C.M.Featherly, stating the
County is not interested in purchasing property on Washington Avenue
directly north of the County property. On motion of Councilman Dahl
seconded by McBride and carried, the following Ordinance entitled:

seconded by Jerome and carried, the Clerk was instructed to publish a
notice of public hearing on the proposed Budges for the fiscal year
195~-55, setting date as August 2nd, 1955, according to the provisionsi
of the Charter.
The Manager reported on the request of the Board of Education that
traffic controls be installed at the intersections of Camile and. Ross
and Camile and Patton Streets and stated the Board is agreeable to
placing portable ctop lights, to be used only during the school sessio~ .
On motion of Councilmau Jerome, seconded by Larsen and carried, the
recommendation was approved and authorization granted to proceed on
the experiment~ of the portable stop signs.

On motion of Councilman Larsen, seconded by Jerome and carried, the
request of Ers. M.L. Dean, Chairman, Mission President, Second Baptist
Church, to conduct a Tag Day July 9th and 10th, or July 16th and 17th,
was received and filed as oral request for cancellation of application
was accepted.

The Manager reported on the reque~ of G. Byron Deshler, Minister of
the Spurgeon Memorial Methodist Church, ~hat at least four parking
spaces be reserved for use of the Ministers, Church staff and visitors
and recommended that the request be denied as it is contrary to the
established policy to grant permission for special use of curb space.
On motion of Councilman Jerome, seconded by Dahl and carried, the
recommendation was approved and Manager iastructed to notify the
Minister of Council action.
On motion of Councilman Jerome, seconded by Dahl and carried, the plant
and specifications, as submitted by the Acting Director of Public Work~,
were approved for the widening and improving of East First Street from
the Santa Ee tracks to the east City limits.

The Manager recommended approval of the plans and specifications for
College Avenue~north of 17th Street, as submitted by W. W. Hoy, per-
mitting the following changes from City standards: street width be
dedicated 54~ instead of 60~, eliminate necessity for sidewalks at the
present time and oversiZe driveways on the west side be permitted.
On motion of Councilman Dahl, s$conded by Jerome and carried, the
recommendation of the Manager, also plans and'sDecifica$ions~ were
approved.
On motion of Councilman Larsen, seconded by Dahl and carried, the Cityl
Council adJourned.
