HomeMy WebLinkAbout70-048RESOLUTION 70-48 AFFIRMING THE DECISION OF THE PLANNING COMMISSION AND GRANTING A VARIANCE ON APPLICATION 70-12 FILED BY A. H. ALLEN, SUBJECT TO APPLICABLE CONDITIONS WHEREAS, after public hearing on notice, the Planning Commission granted a variance on Variance Application 70-12, filed by A. H. ALLEN, to permit the construction of a mobile home park in an R-1 District at 625 South Grand Avenue, Santa Ana; and WHEREAS, Appeal Application 233 was filed by the Department of Public Works, appealing the decision of the Planning Commission and presenting the matter to the City Council; and WHEREAS, The City Council, after public hearing on notice has determined that said variance Application meets the requirements of Section 41-638 of the Santa Ana Municipal Code, and that said Variance should be granted subject to certain applicable conditions; NOW, THEREFORE, BE IT RESOLVED: That the City Council of the city of Santa Ana does hereby affirm the decision of the Planning Commission and does hereby grant a variance on Variance Application 70-12, filed by A. H. ALLEN, to permit the construction of a mobile home park in the R-1 District at 625 South Grand Avenue, Santa Ana; said Variance is granted subject to the following conditions: That the development be in accordance with the approved revised plot plan subject to minor modifications approved by the Planning Department; e Landscaping plan be submitted to and approved by the Planning Department for all recreation, park and landscape areas. Said landscape plan shall be prepared by a landscape architect. Said landscaping shall be installed and permanently maintained. Landscaping to include one tree on each mobile home site. A ten-foot space between mobile homes shall be maintained. A three-foot wide yard shall be maintained between any mobile home site line and any structure. e Trash disposal areas shall be no further than 300 feet from any mobile home site. Said trash areas shall be screened from view by a six-foot high opaque screen or wall. 5. Ail utilities shall be underground. Streets shall be paved with 2 inches of asphalt concrete over 4 inches of aggregate base material or an equivalent. Streets shall have a crown in the center and shall have concrete curbs and gutters on both sides of street. Two (2) single face, or one (1) double face identification signs (park name and address only) at the main point of entry to the development, not exceeding 20 square feet in area for each face. One (1) additional 20 square foot, single face identification sign (park name and address only) shall be permitted along any other public street right of way upon which the park has frontage, providing such street frontage exceeds 330 feet. -1- o Minimum individual mobile home site: two thousand eight hundred (2,800) square feet - average of total mobile home sites shall be not less than three thousand (3,000) square feet. Walls and screens: A six (6) foot wall or screen shall surround the entire mobile home park and shall consist of one or any combination of the following types: (a) Walls: a wall consisting of concrete, stone, brick, tile, or similar type of solid masonry material a minimum of four (4) inches thick~ (b) Screens: a wrought iron, open weave or mesh type fence shall be combined with plant materials to form an opaque screen. (c) Planting: plant materials, when used as a screen, shall consist of compact evergreen plants. They shall be of a kind, or used in such a manner, so as to provide opaque screening. 10. Off-street Parking: (a) Two (2) parking spaces shall be provided on the individual site for each mobile home lot in the development. (1)Each parking space shall be a minimum size of 9' x 20' (2)On-site parking may be developed in tandem. (b) There shall be provided for visitors and guests a mini- mum of one (1) parking space for every four (4) mobile home sites in the development. (1) Each parking space shall be a minimum size of 9' x 20' (2) No mobile home site shall be further than 200 feet from guest parking. (3) parking areas shall be subject to the require- ments specified in Sections 41-614 and 41-615 of the Santa Ana Municipal Code. THE FOLLOWING CONDITIONS ARE TO BE COMPLIED WITH PRIOR TO THE ISSUANCE OF A BUILDING PERMIT: 11. Furnish the Department of Public Works a run-off study based on a storm of a ten-year frequency by a civil engineer showing existing and proposed facilities and methods of draining this area and tributary areas without exceeding the capacity of a street on-site or off-site and require drainage as determined to be necessary by the Department of Public Works. 12. Furnish the Department of Public Works a final grading plan and an on-site drainage flow plan showing the direction of flow to the adjacent streets when this property is developed. 13. Provide a street easement for Lyon Street for a width of 30 feet from center line to property line and for Warren Street for a width of 30 feet center line to property line together with a 15-foot radius property line spandrel at the north- west corner of Lyon Street and Warren Street, with vehicular access rights to Grand Avenue. NOTE: Dedication shall be initiated by owner, through the Department of Public Works, at least four weeks prior to application for a building permit to avoid delay. 14. Submit street improvement plans by a civil engineer for Lyon Street and Warren Street. (All elevations are to be on 1958 Orange County Survey Datum.) 15. Pay drainage assessment fee. 16. Ail plans and surveys for the required improvements shall be completed by the engineer and submitted to the Department of Public Works for approval. 17. Access for this development shall be only from Warren Street. 18. The emergency exit to Lyon Street shall have 4" curb face and crash gate. 19. Install ornamental street lights. THE FOLLOWING CONDITIONS ARE TO BE COMPLIED WITH PRIOR TO ISSUANCE OF UTILITIES RELEASE BY THE DEPARTMENT OF BUILDING SAEETY AND HOUSING: 20. That a fire crash gate be provided onto Grand Avenue. 21. Provide storm drain and sanitary sewer facilities as required by the Department of Public Works. 22. Pay sanitary sewer assessment on Grand Avenue or Lyon Street, or both, aCcording to connections. 23. On Lyon Street place curb and gutter at 22 feet west of the center line, pave to existing pavement and place full width sidewalk with tree wells and trees. 24. On Grand Avenue place full width sidewalk with tree wells and trees and close all driveway curb cuts. 25. On Warren Street place curb and gutter at 22 feet* from center line, pave as required and place full width sidewalk with tree wells and trees. *The 22-foot distance only applies if block wall is constructed on Warren Street. NOTE: It is suggested the owner investigate regular fees for drainage assessment fees, building permits, etc. PASSED AND ADOPTED by the City Council of the City of Santa Ana at its regular meeting held on the 18th day of May, 1970.
