HomeMy WebLinkAbout70-078RESOLUTION 70-?8AMENDING SECTION 3 OF EESOLUTION NO. 58-281 TO ADD CLASS TITLE OF MANPOWER PROJECT COORDINATOR WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compensation Plan for employees of the City of Santa Aha; and WHEREAS, it is now desired to add a new class to the list of class titles contained in said Resolution No. 58-281, as ~mended, and to allocate salary and wage schedules thereto. NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281, as amended, is hereby further amended by adding to Section 3 thereof, in proper alphabetical sequence, the following class title and salary range number as next herein set out: CLASS TITLE SALARY RANGE NO. EXAMPLES OF DUTIES Gathers data, identifies and works closely with those existing organizations concerned with manpower development and utilization. Evaluates manpower needs and resoUrces in Santa Aha and develops means of gauging overall effectiveness of current activLties. Seeks the cooperation of all manpower agencies, both private and public, to join in a closely knit city.wide effort to achieve full utilization of our human resources, par- ticularly the disadvantaged, for the betterment of the social and economic health of the community. Serves as the focal point for the dissemination of information and the coordination of all manpower training and developmental programs in Santa Aha. Devises new and/or improved techniques of data-gathering and evaluation. Performs a variety of research and prepares reports and funding applications to State and Federal agencies. Develops, prepares and provides for the cooperative implementation of comprehensive action plans and programs. Performs related duties as required. DISTINGUISHING FEATURES OF THE CLASS The overall scope and primary purpose of the project is to achieve maximum effectiveness of manpower programs and organizations at the local level and to assist all participating agencies in the preparation and implementation of the cAMPs (Cooperative Area Manpower Planning System) plan. A person in this position exercises considerable independent Judgment in dealing with a variety of inter-personal and inter-agency relationships. This employee reports to the Mayor through the City Manager. MINIMUM ~%~SIC QUALIFICATIONS Graduation from.an accredited four-year college with major work in the behaviorial. sciences, egonomics, business or public administration or a closely related field and two years of responsible experience in anti-poverty program administration or service of a similar nature. Additional bxperience or a ~ster's Degree may be substituted for the above requirements on a year-for-year basis up to two years. A basic knowledge of the techniques of systems analysis is desirable. DESIRABLE ~0%~LEDGE~ SKILLS k.~D ABILITIES Knowledge of Federal Inter-Agency Cooperative Issuances and State Cooperative Manpower Planning System policies and procedures; ability to perform independent research, to analyze data, conditions and needs, and to make'sound recommendations; ability to prepare and present complete and accurate reports; knowledge of community manpower resources; ability to effectively coordinate and promote cooperation and establish effective work relationships among a diverse group of organizations, agencies and people.
