HomeMy WebLinkAbout70-096RESOLUTION 70-96 OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA, URGING ACTION BY THE BOARD OF SUPERVISORS OF THE COUNTY OF ORANGE RELATING TO ENGINEERING AND TECHNICAL CHANGES IN JET AIRCRAFT DESIGNED TO REDUCE NOISE AND AIR POLLUTION, AND URGING CONDITIONS TO BE IMPOSED BY THE BOARD OF SUPERVISORS TO INSURE SUCH TECHNICAL AND ENGINEERING CHANGES THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the noise from commercial and private jet aircraft has reached annoying levels for the City of Santa Ana; and W~EREAS, the exhause pollutants from jet aircraft engines have created impairment to the health, safety, welfare and peaceful enjoyment of property in the City of Santa Ana, affecting swimming pools, residences, patios, landscaping, and commercial establishments; and WHEREAS, the City Council of the City of Santa Ana recognizes the necessity of continued commercial and private jet aircraft service from Orange County Airport; and W/~EREAS, it is apparent to the City Council that removal of jet aircraft from Orange County Airport is not practical and in keeping with the maintenance of a good level of air travel service for Orange County; and WHEREAS, the City Council recognizes that the planning and construction of any international or regional airport within the immediate area is sufficiently in the distant future as to be not a practical solution to the immediate problems of jet aircraft noise and air pollutants; and WHEREAS, engineering and technical research has been under- taken to the end that jet aircraft noise and air pollutants may he substantially reduced, if not eliminated; and WHEREAS, the City Council of the City of Santa Ana deems that the best solution to aircraft noise and air pollutants that can be accomplished along with the continued high level of aircraft servi~ from Orange County Airport can thus be accomplished by engineering and technical changes in aircraft equipment; NOW, THEREFORE, BE IT RESOLVED: That the City Council of the City of Santa Ana does, by this resolution, urge upon the Orange County Board of Supervisors that conditions, with respect to engineering and technical changes aimed at reducing aircraft noise and air pollution from aircraft exhaust fuel, be made upon any further grant of license or franchise for the use of county facilities as passenger and freight terminals or maintenance areas; BE IT FURTHER RESOLVED: That deadlines consistent with good engineering practice and technical developments he established requiring that said engineering and technical modifications of jet aircraft engines to reduce noise and jet fuel pollutants he made before new leases are approved. -1- BE IT FURTHER RESOLVED: That the Board of Supervisors act within the framework of their powers with respect to times of flight, places of flight, altitude of aircraft, jet flight patterns, terminal space leases, licenses and fees, to require the engineering and technical developments of jet aircraft engines as heretofore described to reduce jet noise and jet fuel air pollution; BE IT FURTHER RESOLVED: That the Board of Supervisors adopt rules and regulations, licensing structure, including penalty fees for violations in connection with failure to make acceptable modifications to jet aircraft engines for the purposes as herein set forth; BE IT FURTHER RESOLVED: That any monies obtained from any fees or fines imposed by reason of the failure of the aircraft operators or manufacturers to meet the conditions as herein described be placed in a special fund to be used for continued research of ways and means to eliminate or reduce jet noise and jet fuel air pollution.
