BOARD OF SUPERVISORS OF ORANGE COUNTY REQUESTING
EXCLUSION OF PROPERTY WITHIN THE CITY OF SANTA
ANA , CALIFORNIA, FROM THE LEVY OF ANY ORANGE
COUNTY TAX TO PROVIDE STRUCTURAL FIRE PROTECTION
AND MAKING FINDINGS OF FACT
W~EREAS, the City of Santa Ana is a municipal corporation
now existing as such by virtue of a charter granted under the laws
of the State of California; and
W/~EREAS, the California Government Code §25643 provides that
the Board of Supervisors shall except from the levy of any tax for
structural fire protection all property within a city petitioning
therefor where the petition is supported by a resolution adopted
by the City Council which makes certain findings;
NOW, THEP~EFORE, BE IT RESOLVED: That the City Council of
the City of Santa Ana hereby finds and declares that Santa Ana is
an incorporated City which has in operation and existence an
organized fire department that, at the time of adoption of this
Resolution, and for many decades last past, has been adequately
staffed by competent, well-trained personnel under outstanding
leadership, equipped with modern fire fighting equipment of all
necessary kinds, and sufficiently supplied with fire fighting
chemicals, which said Department has access to the Santa Ana water
system maintained at high pressure; that the excellence and ade-
quacy of said Fire Department, its equipment, chemicals, and
personnel and the water system of the City, including the reser-
voirs and mains and the pressure of the water supply for fire
fighting purposes, have been determined by the American Insurance
Association, Committee on Fire Prevention and Engineering Standards,
to be among the best in the State of California and the best in
Orange County, California, so that Santa Ana now has the lowest
fire insurance premium rate existing anywhere in this area; that
Santa Ana is now providing adequate structural fire protection to
all property within the incorporated limits of the City and that
no additional benefit in fire protection is or would be received
or required by such property from structural fire protection given
by the County of Orange.
BE IT FURTHER RESOLVED: That the said City Council hereby
authorized and directs that a petition be presented to the
Honorable Board of Supervisors of Orange County, California,
attached to and supported by a certified copy of this Resolution,
petitioning said Board to exclude and except from the levy of any
tax imposed by the County of Orange for structural fire protection
all property within the limits of the City of Santa Ana, California,
and Carl J. Thornton, City Manager, is hereby authorized and
directed to sign said Petition, a copy of which is attached to
this Resolution, and to present the original thereof, together
with a certified copy of this Resolution, to the said Board of
Supervisors before July 1, 1971.
PASSED AND ADOPTED by the City Council of the City of Santa
Ana at its regular meeting held on the 17th day of May, 1971.

TO TH~ ttONORABLE BOARD OF SUPERVISORS
OF ORANGE COUNTY, CALIFORNIA
The CITY OF SANTA ANA, an incorporated city within the County
of Orange, hereby petitions Your Honorable Body to except and
exclude all property within the limits of the CITY OF SANTA ANA
from any tax levied by the County of Orange to provide funds for
structural fire protection within the County of Orange as provided
for by Government Code Section 25643.
The reason for the exception of property within the CITY OF
SANTA ANA from said levy is that said City now has in operation
and existence an organized fire department which does now provide,
and has provided for many years last past, adequate structural
fire protection for all property within the City and that no benefit
in fire protection is or would be received or required by such
property from structural fire protection given by the CouDty. The
detailed reasons and factual statements supporting this Petition
are contained in Resolution 71-47 adopted by the City Council on
May 17, 1971, a certified copy of which said Resolution is attached
hereto.
For the foregoing reasons this Petition is laid before your
Honorable Body and the members of the City Council of the City of
Santa Ana pray that you heed this, their Petition.
