PLANNING COMMISSION AND CONDITIONALLY GRANTING
CUP $71-18 FILED BY CALVARY CHAPEL
BE IT RESOLVED: That, based upon the Findings of Fact of the
Planning Commission and testimony presented before the City Council,
the City Council of the City of Santa Ana hereby upholds the deci-
sion of the Planning Commission, and Conditional Use Permit $71-18
filed by Calvary Chapel, to construct a church and school in the
M 1 District (3800 S. Fairview, Santa Ana) is granted subject to
conditions of approval contained in the Commission Report which
are as follows:
That development be according to the approved plot
plan, except for minor modifications approved by the
Planning Department.
2. That all conditions of the Building and Fire Depart-
ments be met.
That a landscape plan be submitted to and approved
by the Planning Department, including the provisions
of Sec. 41-618 implemented and be continuously main-
tained.
4. That any trash areas be enclosed in accordance with
the Planning Department standards.
Submit to the Department of Public Works, for their
approval, an acceptable final grading plan or an on-
site drainage plan or both, showing the direction
and means of flow to the adjacent street or channel
when this property is developed. Plan is to include
existing and proposed elevations at the property
lines. Applicants should check with the Department
of Public Works for extent of study needs.
6. Dedicate required street or alley right of way.
7. Dedicate vehicular access rights.
8. Pay drainage assessment fee.
9. Pay Sanitation District No. 7 fee.
10. Pay City water main charges.
11. Pay water service connection charges.
12. Pay street tree charges.
13. Construct necessary street improvements: Paving,
curb and gutter, sidewalk, driveway, tree wells.
14. Construct necessary sewer facilities as required
by the Department of Public Works.
15. Construct necessary storm drain facilities as
required by the Department of Public Works.
16.
Provide for installation of approved street light-
ing with underground service on all street frontages
unless otherwise noted.
17. Install approved protective fencing along flood
control channel.
18.
Ail public improvement construction shall be subject
to inspection and approval by the Department of
Public Works.

Required property dedications shall be initiated
by the owner, through the Department of Public Works,
at least four weeks prior to application for a
building permit, or use as applicable, to avoid delay.
20.
In certain cases, the City will reimburse owner for
eligible street improvements costs. Owner is advised
to contact the Department of Public Works for informa-
tion regarding this reimbursement policy.
21. No additional openings in existing median island will
be allowed except as approved on the plot plan.
The following requirements must also be met:
1. That all parking areas shown comply with the minimum
requirements (turning radius, etc.)
2. The following requirements are also to be complied
with prior to the issuance of a building permit:
a. Ail drive approaches are to have a maximum
width of 40 feet.
The easterly drive on Sunflower Avenue to
be at least 20 feet westerly of the east
property line.
Submit a parcel map to the City showing the
division of property for the northwest corner
of Sunflower Avenue and Fairview Street and
comply with all conditions of Council approval.
Dedications:
1. Sunflower Avenue:
Street easement for a width of 40 feet to 50
feet center line to property line as shown on
City Plan No. 1-25-9 and vehicular access rights
except at the east 40 feet of the westerly 81
feet and the east 60 feet of the westerly 452 feet.
2. Fairview Street:
Vehicular access rights except at the south 40
feet of the north 62 feet and at the south 40
feet of the north 391 feet.
Improvement Plans:
1. Revise drives shown on Plan No. 1-25-9
Improvements:
1. Sunflower Avenue: See City Plan 1-25-9.
(Including pavement to meet existing pavement.)
NOTE: Trees required on Fairview Street
NOTE: The applicant should investigate regular fees
for drainage assessment, street trees, etc.
