HomeMy WebLinkAbout71-108RESOLUTION NO. 71-108 APPROVING THE APPLICATION OF THE CITY OF SANTA ANA FOR LAND AND WATER CONSERVATION FUNDS FOR THIRD AND FLOWER STREET PARK PROJECT WHEREAS, the Congress under Public Law 88-578 has authorized the establishment of a Federal Land and Water Conservation Fund Grant-In-Aid Program, providing matching funds to the State of California and its political subdivisions for acquiring lands and developing lands and facilities for public outdoor recreation purposes; and WHEREAS, the State Department of Parks and Recreation is responsible for the administration of the program within the State, setting up necessary rules and procedures governing application by local agencies under the program; and WHEREAS, said Federal Act and adopted procedures established by the State Department of Parks and Recreation require that the applicant must certify by resolution the approval of proposed park projects, applications and availability of local matching funds prior to submission of said applications to the State; and WHEREAS, said procedures further require that all proposed projects must appear in the Recreation Element of the General Plan for the City; and WHEREAS, the City General Plan was first adopted by the City Council on February 21, 1966; and WHEREAS, the City General Plan consists of the following elements: 1. Land Use Element 2. Recreation Element 3. Circulation Element 4. Population Element 5. Housing Element and WHEREAS, the proposed Third and Flower Street Park project is contained in the Recreation Element of the General Plan and is consistent with the California Public Outdoor Recreation Plan; WHEREAS, the project must be compatible with the land use ~lans of those jurisdictions immediately surrounding the project; NOW, THEREFORE, BE IT RESOLVED: the City of Santa Ana does hereby: That the City Council of 1. Approve the filing of an application for Land and Water Conservation Fund assistance; and 2. Certify that said agency can finance 100 percent of the project; and 3. Certify that said agency meets the planning requirements and that the project is compatible with the land use plans of those jurisdictions immediately surrounding the project; and 4. Appoint the City Mana~e~ as the a~e~ ofthe City to conduct all negotiations, execute and submit all documents including but not limited to applications, agreements, amendments, billing statements, and so on which may be necessary for the com- pletion of the aforementioned project. - 1 - PASSED AND ADOPTED by the City Council of the City of Santa Ana at its regular meeting held on the %~th day of November , 1971.
