HomeMy WebLinkAbout71-115RESOLUTION 71-115 OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA, INDICATING ITS INTENT TO JOIN IN A COMPREHENSIVE DRAINAGE PROJEC~ IN NORTHWEST SANTA ANAAND SOUTHEAST GARDEN GROVE WHEREAS, the City of Santa Aha has presently budgeted $77,000 in the 1971-72 fiscal year for the construction of the West Washington Storm Drain in conjunction with the Orange County Flood Control District and the United States Department of Housing and Urban Development, and WHEREAS, in order to qualify for said federal grant, it appears desirable to enter into a more comprehensive project including the City of Garden Grove in addition to the other agencies previously mentioned, and WHEREAS, this City must indicate its intent to provide a specific appropriation in the 1972-73 fiscal year for this program, program to be funded as follows: said 50% Federal HUD funds - $350,000 25% OCFC District - 175,000 12½% City of Garden Grove - 87,500 12½% City of Santa Aha - . 87~500 TOTAL: $700,000 NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Santa Ana hereby indicates its intention to proceed with the project as outlined in Chief Engineer Osborne's letter, dated November 9, 1971, and BE IT FURTHER RESOLVED that the City of Santa Aha authorizes the Orange County Flood Control District to act in behalf of this City in the submission of the grant application and the administration of such grant with the United States Department of Housing and Urban Development, and BE IT FURTHER RESOLVED that this City expresses its appreciation to the Orange County Flood Control District for its foresight and initiative in its efforts to achieve an economical and coordinated solution to a mutual and regional drainage problem. Lapham, City Manager City of Garden Grove 11391 Acacia Street .Garden Grove, California 92640 Gentlemen: Last year the City of Santa Ana's first priority funding request to the City Engineers Flood Control Advisory Committee received a favorable recom- mendation and an allocation of $80,000 for the construction of West Washington Storm Drain was included in the flood control districtls adopted budget for fiscal 1971-72. Subsequently, we have been working with your staff to implement the request. However, there appear to be certain economies and increased bene- fits to the general public if a more comprehensive project is pursued jointly as described ~elow. In the districtls review of the hydrology of the area of East Garden Grove and West Santa Ana it was discovered that the two cities in their separate master plans had proposed separate storm drains based on city limits rather than topo- graphic drainage areas. Comparing cost estimates, we have found that a Joint solution would save approximately $100,000 in lieu of separate storm drains. In a meeting with district and the respective cities~ staffs a more compre- hensive project application to the Department of Housing and Urban Development (HUD) has been proposed. Total project cost would approximate $700,000. After consideration of drainage areas tributary and areas benefitting from the project it has been determined that equity would be achieved if each city participates · equally in the combined drainage system, and the district contributes an amount equalling the sum of the two cities. .THis new project was considered at the last (October 21st) City Engineers Flood Control Advisory Cormmittee meeting recognizing that the processing of a HUD application would in any event extend the project into fiscal 1972,73. If you concur, a resolution of intent to participate should be obtained from your City Council and we will recommend the same for approval by the Board of Supervisors. After approval in principle by each of the parties, application to HUD for a grant can be submitted with optimism for a high rating by HUD because of the socio-economic characteristics of the are~ of benefit and the cooperative aspects of the solution proposed%' If favorably received by HUD, a'single Joint powers.agreement between the two cities and the district will be drafted for your further consideration anticipating construction as early as possible in fiscal 1972-73.
