APPROVING VARIANCE APPLICATION 71-52 FILED

BE IT RESOLVED: That the City Council of the City of
Santa Ana does hereby grant appeal #286 and approves VA 71-52
filed by the G. L. A. Development Company to allow construc-
tion of an 84 unit apartment development in the R 1 District
located at 5140 W. McFadden, Santa Aha, subject to the fol-
lowing conditions:
1. That all conditions of the Building and Fire
Departments be met.
That a landscape plan be submitted to and
approved by the Planning Department, includ-
ing the provisions of Sec. 41-618 of the
Zoning Ordinance, and that said landscaping
be implemented and be continuously maintained.
3. That any trash areas be enclosed in accordance
with the Planning Department standards.
That there be a minimum 15 feet between main
dwellings, clear of balconies, landings or
stairways.
Submit to the Department of Public Works, for
their approval, an acceptable final grading
plan or an on-site drainage plan or both, show-
ing the direction and means of flow to the
adjacent street(s) or channel(s) when this
property is developed. Plan is to include
existing and proposed elevations at the
property lines. Applicants should check
with the Department of Public Works for
extent of study needs.
Submit to the Department of Public Works a
runoff study based on a storm of a ten-year*
frequency to show existing and proposed fa-
cilities and methods of draining this site
and tributary areas without exceeding the
capacity of any street, on-site or off-site.

7. Dedicate vehicular access rights.
Provide construction plans for required
street improvement, and for storm drain
system.
9. Pay drainage assessment fee.
10. Pay City water main charges.
11. Pay water service connection charges.
12. Pay street lighting deposit for future
street lights.

Comply with applicable conditions of pre-
viously approved tract map or parcel map
pertaining to this site.

Construct necessary sewer facilities as re-
quired by the Department of Public Works.
Ail plans and surveys for required public
improvements shall be prepared under the
direction of a registered Civil Engineer
and shall be submitted to the Department
of Public Works for approval.
Ail public improvement construction shall be
subject to inspection and approval by the
Department of Public Works.
Ail elevations shall be referenced to the 1958
Orange County Survey Datum.
Required property dedications shall be ini-
tiated by the owner, through the Department
of Public Works, at least four weeks prior
to application for a building permit, or use
applicable, to avoid delay.
21. In certain cases, the City will reimburse
owner for eligible street improvement costs.
Owner is advised to contact the Department of
Public Works for information regarding this
reimbursement policy.
22. Submit revised plot plan showing project with
minimum 50% open space and a density not to
exceed 21 units per acre.

No two-story units to be constructed within
60 feet of single family property lines to
the east.
No units to be constructed closer tha~ 15 feet
of service station site boundary.
Screen trees to be planted along 302' service
station site boundary in addition to 6' masonry
wall. Screen trees to be minimum 10' high when
planted.
Ail offstreet parking not under cover to be
screened from view of surrounding risidents
or tenants of the project by a 6' high, solid
wall. Offstreet parking to be screened from
street by 6' solid walls. All exterior boun-
dary walls to be masonry except where carports
are shown.

Ail roof top service equipment such as air
conditioners to be screened from public view.
Prior to the issuance of a building permit the
following requirement must be complied with:
Pay $3.00 per front foot sanitary sewer main
assessment if connected to O.C.S.D. main on
Euclid Street.
Prior to issuance of utilities release by the
Department of Building Safety and Housing the
following requirement is to be met:
Construct necessary storm drain facilities as
approved by Department of Public Works if re-
quired.

Dedications:
McFadden Avenue: Vehicular access rights
except at the west 30 feet of the easterly
48 feet.
Euclid Street: Vehicular access rights
except at the north 30 feet of the south-
erly 48 feet.
NOTE: There will be no curbside parking on
McFadden Avenue and Euclid Street.
Inrprovement Plans:
a. Euclid Street
b. Storm drain plans if required.
Improvements:
a. McFadden Avenue: Improve with full width
sidewalk.
Euclid Street: Improve with curb and
gutter at 42 feet east of the center
line, pavement to meet existing pave-
ment and full width sidewalk.
c. Provide storm drain if required.
