HomeMy WebLinkAbout72-023RESOLUTION 72-23 EXTENDING AND CONTINUING THE FEDERAL COOPERATIVE AREA MAN POWER PLANNING SYSTEM GRANT AS PROPOSED BY THE PRESIDENT OF THE UNITED STATES, AND AUTHO- RIZING THE MAYOR TO ACT AS THE ADMINISTRATOR OF THE PROGRAM WHEREAS, in June of 1970 the Mayor's office of the City of Santa Ana was invited by the Department of Labor to apply for a Cooperative Area Man Power Planning System grant (CAMPS); and WHEREAS, on June 6, 1970 the City Council approved and autho- rized the application for a one-year Federal study grant, which was awarded to the office of the Mayor on August 1, 1970, in the sum of $20,000; and WHEREAS, on June 17, 1971, the grant period was modified and changed from August 1, 1970, through July 31, 1971, to August 1, 1970, through November 30, 1971; and WHEREAS, on June 28, 1971, the basic grant was modified and additional sums were added for the purpose of additional staffing; and WHEREAS, on September 24, 1971 the grant was again modified and extended to November 30, 1972, and an additional $55,000 was awarded to operate the Man Power Department for the period of November 30, 1971, to November 30, 1972; and WHEREAS, by reason of the foregoing it appears that the CAMPS program will be a continuing one; and WHEREAS, the original program contemplated invitations to join to the "Mayor's Office" of the various cities of the United States; and WHEREAS, under the charter of the City of Santa Ana there exists no office of the Mayor as such; and WHEREAS, it is the aim of the program to add additional funds to local governments for specific purposes only; and WHEREAS, it now appears that the program would be better im- plemented as a separate fund. NOW, THEREFORE, it is hereby resolved that the City Council of the City of Santa Ana hereby declares as a matter of policy that the funds received under this program shall be considered as a separate fund to be cared for and administered for by the Mayor of the City of Santa Ana and by the Man Power Project Coordinator. IT IS FURTHER RESOLVED that the City staff is hereby directed to ~forthwith make a study and report as to how this decision may be best implemented. We recognize that certain legal requirements will have to be met, and condition this Resolution to mean that we shall proceed in the foregoing fashion to the extent that we legally may.
