RESOLUTION OF THE CITY COUNCIL OF SANTA
ANA UPHOLDING THE DECISION OF THE PLAN-
NING COMMISSION AND GRANTING VARIANCE
APPLICATION 72-20 FILED BY CORP. OF PRE-
SIDING BISHOP OF THE CHURCH OF JESUS
CHRIST OF LATTER-DAY SAINTS
BE IT RESOLVED: That, based upon the findings of
fact of the Planning Commission, the City Council of the
City of Santa Ana does hereby grant VA 72-20 filed by
Corp. of Presiding Bishop of the Church of Jesus Christ
of Latter-Day Saints to construct a 76 unit apartment com-
plex in the R 1 District at 901 S. Sullivan Street, Santa
Ana, subject to the following conditions:
That all conditions of the Building and Fire
Departments be met.
That a landscape plan be submitted to and
approved by the Planning Department, includ-
ing the provisions of Sec. 41-618 of the
Zoning Ordinance, and that said landscaping
be implemented and be continuously maintained.
That any trash areas be enclosed in accor-
dance with the Planning Department standards.
That there be a minimum 15 feet between main
dwellings, clear of balconies, landings or
stairways.
Submit to the Department of Public Works, for
their approval an acceptable final grading
plan or an on-site drainage plan or both,
showing the direction and means of flow to
the adjacent street(s) or channel(s) when
this property is developed. Plan is to in-
clude existing and proposed elevations at
the property lines. Applicants should check
with the Department of Public Works for extent
of study needs.
Provide construction plans for required street
improvement.
7. Pay drainage assessment fee.
8. Pay City sanitary sewer main assessment fee.
9. Pay City water main charges.
10. Pay water service connection charges.
11.
Pay street lighting deposit for future street
lights.
12.
Construct necessary street improvements:
Paving, curb and gutter, sidewalk, driveway,
tree wells.
13.
Ail plans and surveys for required public
improvements shall be prepared under the
direction of a registered Civil Engineer
and shall be submitted to the Department
of Public Works for approval.
14.
Ail public improvement construction shall
be subject to inspection and approval by
the Department of Public Works.
15.
Ail elevations shall be referenced to the
1958 Orange County Survey Datum.
The following requirements must also be met:
A. Submit a revised plot plan showing:
(1) Minimum setback of 15' along Sullivan
Street.
(2)
Minimu/u distance of 25' between re-
creation building and R 1 lot lines
to the rear with an emergency access
route along the rear property line.
(3)
Ail offstreet parking stalls to be
minimum 9' x 20' clear.
(4)
Ail mechanical equipment (such as air
conditioning) is to be screened from
public view in a manner acceptable to
the Planning Department.
B. Details of Requirements:
(1) Improvement Plans
(a) Sullivan Street
(2) Improvements
(a) Sullivan Street
Pavement to meet existing pave-
ment; curb and gutter 20 feet
east of the center line and
full width sidewalk.
A water main system capable of delivering a
total fire flow of 3,000 gallon per minute
from approved hydrants, located not more than
500 feet apart, shall be provided.
2A rated fire extinguishers shall be provided
in conspicuous and accessible locations within
100 feet of travel from exits and carports.

The recreation building and its use shall
conform to the regulations of Title 19,
California Administrative Code (Public
Safety).
PASSED AND ADOPTED by the City Council of the City of
Santa Ana at its regular meeting held on the 1Sth day of
