cation of Richard Rand for the reclassification of property located
on the e~st side of Bristol Street between Delhi Road and Talbert
Street, from R-1 District to C-2 and M-1 District, a letter was read
from Attorney R.C.Mize representing Minnie M. Wild, owner of approx-
imately 145 acres at the southeast corner of Delhi and Bristol Street,i!

On motion of Councilman Jerome, seconded by Markel and carried, the
r~commendation of the Planning Commission.was approved and the varianc~

Lot 9 located o-n the east side of Durant Street, half-way between
Washington and 15th Streets, in connection with apartments loc-ated at
1323 No. Broadway.

Communications were read from the Planning Commission recommending
denial of variance application of A.W.~.~elan to construct a two-bedrool
house with an attached garage on the rear of lot at 72~ E. Pine Street.
and from the Department of Public Works that construction of curb and
sidewalk and paving out to existing pavement on Cedar Street is neememi~
A group of persons stood in pro,est. On motion of Councilman Dahl,
seconded by Markel and carried, the recommendation of the Planning
Commission was approved and variance 8enied.
Communications were read from the Planning Commission recommending the
granting of variance to Freedom Newspapers, Inc., to construct a
printing and publishing establishment on property at the northeast
corner of Sixth Street and Grand Avenue, subject to certain conditionsi!,
and from the Department.of Public Works that certain improvements are
needed. A petition was presented, signed by ten property owners or
residents in the area protesting the granting of the variance for the
.reason that said property is in a residential district. On motion
of Councilman Dahl, seconded by Jerome and carried, the petition was
received and filed. Six persons stood in protest stating that the
increase in traffic wou~d be hazardous to their children, would
decrease the value of their properties and the district should not be
zoned for commercial use. Mrs. Murilyn Caster, 530 No. McClay Street
read her protest. Attorney Fred Johnston, on behalf of the applicant
stated that the noise from the plant would not be noticeable and that
the traffic would not be increased, On motion of Councilman Dahl,
seconded by Jerome and carried, the map defining the school district,
submitted bM Attorney Johnston, was received and filed. On motion
of CouncilmanJ.erome,~econ~ed by Markel and carried, the recommendation
of the Planning Commission was approved and the variance granted sub-

of Public Works.

recommendation of the Planning Commission was approved and the varianci~

On motion of Councilman Markel, seconded by J~rome and carried, the
recommendation of the Planning Commission was approved and variance of
Lenney Homes, Inc., granted, to permit erection of a l0t x 20~ sign in
connection with a proposed subdivision at a location north of Fruit
Street and west of Mabury, and include three small directional signs.
Communication of the Planning Commission was read submitting Reso!Utio~
No. 851 recommending the reclassification of property located on the
east side of Standard Avenue, beginning at a point 322' south of St.
Gertrude Place, with a frontao~e of 410.83' on Standard Avenue, and a
depth of 125t, as requested by Industrial Facilities Corporation, from
the R-1 District to the M-1 District. On motion of Councilman Dahl,
seconded by Jerome and carried, a notice was ordered published setting
the date of public hearing as September 19th, 1955.
Communication was read from the Planning Commission recommending that
one-half of the filing fee paid on Variance Application No. 671 filed
by Candelaria Villarreal be returned for the reason that the applicant
withdrew his request. On motion of Councilman Jerome, seconded by
Markel and carried, the matter was referred to the Manager for recom-
mendation. On recommendation of the Manager and on motion of Council-
man Dahl, seconded by Jerome and carried, the requ'est of the Planning
Commission was denied.
This being the continued hearing on the amendment application of Rand
Investment Company, Richard Rand requested the Council to approve the
commercial zone as shown on his amendment application and hold in
abeyance the industrial area until such time as he files the final map il
of Tract No. 2592. On motion of Councilman Dahl, seconded by Jerome Ii
and carried, the Attorney was instructed to prepare an Ordinance in re-il
gard to the rezoning from R-1 to C-2 District of that certain area
referred to as Tract No. 2595 on which Mr. Rand will provide the
de script i on.
Communication was read.from the Planning Department reference Tract No.
2594 which is being developed by the Rand Investment Company and
suggesting that better planning will result by having a turn-around on
Cienega Drive and closing the street from Magnolia Avenue to Baker
Street. On motion of Councilman Markel, seconded by Jerome and car-
ried, the request to make the change in the final map was denied.

communication from Metropolitan Water District submitting certified
copy of Resolution No. 4645 adopted by the Boa'~d of Directors, levying

received and filed.

communication from the County Board of Supervisors advising of the
cancellation of taxes on certain properties purchased by the City for ~,
Civic Center sites and the extension of Orange Avenue, was received
and filed.
On motion of Councilman Ds~hl, seconded by Heinly and carried, the
applications of Pacific Water Company, Dyke Water Company, et al,
before the Public Utilities Commission, for authority to extend its
certificated areas in Orange County, and for authority to extend its
water service to additional territory in the vicih~ty of Garden C~rove,
were received and filed.
On motion of Councilman Heinly, seconded by Dahl and carried, the
application of Laguna Beach-Santa Ana Stage Line before the Pub!lo
Utilities Commission, for transfer of partnership interest, was

that improvements within the boundaries of Record of Survey at Riviera
Drive and Westwood Avenue have been completed and on motion of Council

as completed.
On motion of Councilman Dahl, seconded by Heinly and carried, the
plans for the construction of Dyer Road between Main Street and Newpor
Road, were approved,
On motion of Councilman Markel, seconded by Dahl and carried, Dale H.
Heinly was appointed as an alternate to the Mayor on County .Sanitation
· District No. 2.
Communication was read from the Department of Public Works advising
that improvements within Tract No. 2188 have been completed and on
motion of Councilman Jerome, seconded by Heinly and carried, bond file.
by Messrs. John H. Lows and H.D.Meyer, in the sum of $17,000.00, was
ordered released and improvements accepted as completed.
On motion of Councilman Jerome, seconded by Heinly and carried, proper
officials were authorized to execute contract with James M. Montgomery
for engineering services in connection with the design and inspection

Street Pumping Station and pumping facilities at the Bristol Street
Pumping station.
