Each member of the City Council having rece~v~ed .copies of the Minutes
of Septembe~ $~h, 1955, reading of the Minutes was dispensed with and
approved on motion of Councilman Heinly, seconded by Jerome and carried.
A previous meeting having been scheduled in i~h~ Council Chamber, the
City Council adjourned its meetin~ to the Mayor's Office on motion of

repairing and rebuilding venetian blinds, subject to the condition of
the Department of Public Works that all broken sidewalk be replaced.
On motion of Couzcilman Markel, seconded by Heinly and carried, the
recommendation of the Planning Commission was approved and the variant
of Wm. Ellsworth Powers granted to establish and operate a real estate
office at 1037 W. Walnut Street, subject to conditions of the Commis-
sion and the Department of Public Works.
On motion of Councilman Heinly, seconded by Markel and carried, the
recommendation of the Planning Commission was approved and the varianc~
of Anne S. Hockaday granted to permit the construction of a third unit
single, over the garage, in addition to a one-story duplex, one single
and one double unit, on lot adjoining on the north side of property at
1502 French Street, subject to the condition of the Department of ~ubl
Works that all broken sidewalk be replaced.

On motion of Councilman Heinly, seconded by Jerome and Carried, the
recommendation of the Planning Commission was approved and the varlanc
of Eelso and Sloan g~anted to permit the erection of a lC' x 20' V-
shaped sign at the southwest corner of Fai~vlew Avenue and Bristol
Street, with ground clearance of 10'; 18 3' x 5' feature signs, exten~
lng west from Bristol Street along Fairview Avenue; an 8~ x 12' sign
with ground clearance of 8', and a temporary real estate office on Lot
193; all in Tract No. 2248, subject to certain conditions.
Communication was read from the Planning Commission recommending
approval of request of Voge, Inc., to acquire a ten-acre parcel of
land located on the south side of W. First Street, the northerly 870'
being zoned M-l, the next 300' zoned R-3, and the southerly 150~ zoned
R-l, and construct a trailer park on the areas presently zoned M~l and!!
R-3, subject to the conditions of the Health Department. On motion
of Councilman Heinly, seconded by Markel and carried, the communicatto:
was received, filed and the Manager instructed to write a letter
to Voge, Inc., advising them of the necessary procedure for an appli-
cation for a ~s~ variance or a zone change.
On motion of Councilman Heinly, seconded by Jerome and carried, the
Preliminary Map, presented by George W. McClain, owner of two lots
located ~?' north of West Orange Road between Fallbrook Drive and Nort~
Flower Street,. was approved.
Communication was read from John O. Haley Company reference Variance
Application N°. 6~6 concerning property located at 17th and BriStol
Streets and requesting reconsideration of the conditions of construct-
ing a 5' sidew.alk on Bristol Street and a redwood fence with car rail.
On motion of Councilman Heinly, seconded by Jerome and carried, the
communication was received and filed. It was moved by Councilman
Earke2, seconded by Heinly and carried, that the previous action be
modified on Variance Application No. 656 so applicant need not install

On motion of Councilman Heinly, seconded by Markel and carried, the
Preliminary Map, presented by Otto A. Waldman and Audra Friend, owners
of property located immediately north of Eighth Street and on both
sides of Westwood Avenue, was approved, subject to the conditions of
the Department of Public Works that the owners pay for the cost and
installation of one street sign and one ornamental street light.

On motion of Councilman Markel, seconded by Jerome and carried, the
P~eliminary Map, presented by Mrs. Josie Beatty, owner of 4.00 acres
located at 804 East Chestnut Street, ha~ng a fr~age of 751 on

approved, subject to the condit~ons of the Department of Public Works.
It was moved by Councilman Jerome, seconded by Meinly and carried, thai
escrow instructions be approved and signed with Santa Aha School
District of Orange County, in the sum of $36,312.00, for property
located on the west side of Standard Avenue between Edinger and Hob~/'t
Streets.
It was moved by Councilman Jerome, seconded by Heinly and carried, thai
escrow instructions be approved and signed with Victor J. and Ruth Mae
Borchard, for property on South Main Street, in the sum of $25,000.00.

On motion of Councilman Jerome,. seconded by Markel and carried, proper
officials were authorized to execute agreement dated September 20th,
1955, with the santa Aha Junior Chamber of Commerce, for the operation
of the parking lot at the Municipal Bowl.
On motion of Councilman Heiniy, seconded by Markel
and carried, proper
officials were authorized to execute lease dated August 1st, 1955,
with John A. Murdy, Jr., for rental of rooms 209-210 at 1104 W. 8th
Street, at a rental of $51.50 per month and for a term of seventeen
months.

Communication was read from the City Manager advising of the. appoint-
ment of Homer Sterling as Assistant to the City Manager, effective
September 1st, 1955, and that the duties of Director of Personnel have
been delegated to Mr. Sterling. On motion of Councilman Jerome,
seconded by Heinly and carried, the communication was received, filed
and the appointment approved.

On motion of Councilman Jerome, seconded by Heinly and carried, the
Manager was authorized to negotiate for the disposal of the dwelling
on City-owned property adJa~nt to Bowers Memorial Museum.
~n motion of Councilman Heinly, seconded by Jerome and carried, the
Manager was authorized to advertise for bids for the sale of City real
property located on the west side of North Baker Street,'south of the
right-of-way of Santiago Creek, at a minimum price of'S10,000.00; bids
to be opened October 17th, 1955.

On motion of Councilman Jerome, seconded by Heluly and carried, oommun~-
cations dated September 20th, 1955, together with Resolutions Nos.
1296, 1297 and 1295, from the City of Orange, advising of proposed
annexations of certain real properties, were received and filed. It
was moves by CoUncilman Markel, seconded by Jerome and carried, that a
meeting be arranged between the Council of the City of Santa And and
the Council of the City of Orange, in regard to annexations and a
report submitted at the next meeting.
Communication was read from the Department of Public Works advising
that improvements in Tract No. 1856 have been completed and on motion
of Councilman Helnly, seconded by Jerome and carried, bond filed by
Bronley Building Company, in the sum of $6,500.00 was ordered released
and improvements accepted as completed.

and carried, cashier's check in the sum of $1~00.00 was ordered re-
leased and improvements accepted as completed.
Communication was read from the DirectOr of Finance submitting a list
of. seventeen persons and firms delinquent in the payment of sales tax,
and on motion of Councilman Jerome, seconded by Markel and carried,
the Attorney was instructed to proceed with legal procedure to enforce
the collection.~
Communication was read from the Department of Public Works advisin~
that improvements in Tract No. 2068 have been completed and on motion
of Councilma.n Jerome, seconded by Heinly and carried, bond filed by
Douglas W. Edwards, in the sum of $71,000.00 was ordered released and
improvements accepted as completed.

It was moved by Councilman Heinly, seconded by Jerome and carried,
that the water service charge previously levied against Donald B.·

On motion of Councilman Heinly, seconded by Jerome and carried, the
application .of Albert Llpps, dba Douglas Bus Line, before the Public
Utilities Commission, for a certificate of public convenience and
necessity to operate a route between Santa Ana and the Douglas Air-
craft plant, was received and filed.
On motion of Councilman Jerome, seconded by Heinly and carried, the

Marl. on Bamburg, Helen Peck, Robert J. Smith, Walt E. Martin, Patricia

On motion cf Councilman Jerome, seconded by Heinly and carried, the

Communication was read from Dy. Nell Halpin, 1326 West Fifth Street,
requesting that th~'ee green zones be established in front cf his place
of business. On motion of Councilman Markel, seconded by Heinly and
carried, the rec~es~ was gl'anted to establish one ~een .zone.
William Acker, operator cf the Associated Ambulance Service, and on
behalf Of Nel~ga~ Ambulance Sewice, appeared before the Council reques
lng that an Ordinance be adopted regulating the services, rates and
the number ef ambulances to be operated in the City and referred to
the Ordinance adopted by the City of Pomona. On motion of Councilman
Heinly, seconded by Narkel and carried, the Attorney was instructed to
investigate the matter and prepa~,e an Ordinance governing ambulance
regulations.

On recommendation of the committee sa~d on motion of Councilman Jerom,
seconded by Heinly and carried, the request of twenty-three persons
that a ~chool crossing be established and a crossing guard stationed
at South Bristol and West St. Gertrude Streets, was granted for a
· crossing guard and the request denied for a school crossing.

On recommendation of the committee and on motion of Councilman Jerome
seconded by Heinly and carried, the request of Mrs. Lewis Schaffert
that a two-way, or four-way boulevard stop sign be placed at' the corn,
of Tenth and Patton Streets, was denied.

· On recommendation of the committee and on motion of Councilman Heinly
seconded by Jerome and carried, the request of seven property owners

ment Association that a temporaz~y one-ho~r parking limit be installed
on each side of each east and west streets for one block on either
side of Main Street, extending from Walnut to. Bishop Streets, durin~
the widening of South Main Street, was denied.
On recommendation of the committee and on motion of Councilman Heinly,
seconded by Markel and carried, the r®~uest of H.W.Steiner, on behalf
of Hoover P.T.A. that a traffic guard be stationed at.the intersection
of Santa Clara Avenue and Santiago Street, was denied.
On recommendation of the committee and on motion of Councilman Na~ke~,
seconded by Jerome and carried, the request of Santa Ana Motor Parts
previously
and Machine Works that the loading zone_/est~blished at ~13 W. Fifth
Street be reinstated, was denied.
On recommendation of the committee and on motion of Councilman Heinly,
seconded by Jerome and carried, the request of Maria R. Soto that her
~enanSs be $ranted the privilege of parking their cars overnight in
front of her properties, at 808, 810 and 815 East Second Street, was
denied.

to the Manager and Attorney for investigation and report as to the
possibility of eliminating portions of the City in regard to the
enforcement of the Ordinance pertaining to over-night parking.

On motion of Councilman Heinly, seconded by Jerome and carried, proper
officials were authorized to execute encroachment agreement with
Buffums~ for the removal of a wall and sign at Tenth and North Main
Streets.
It was moved by Councilman Heinly,
seconded by Markel and carried,
that Motorcycle Officers who have been appointed from the qivil Servlc
list be given a one-schedule increase and that no Motor Officer be
appointed hereafter from auy Civ$1 Service list, and that any Patrolma
assigned to duty as a Motor Patrol Officer, without having taken the
Civil Service examination, be paid the sum of $25.00 per month,
effective September 1st, 1955.
The Council having unanimously waived the reading of the Resolution,
on motion of Gouncilman Heinly, seconded by Markel and carried, the
following Resolution entitled:
"Resolution No. 55-252 amending Resolution No. 511~
establishing a basic compensation plan by amending
Sections 3, 13 and 14 thereof and by adding a new,
Section 15 thereto to fix compensation of Motorcycle
Officer - Police Department"
was considered and passed by the followin~ vote:
