A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA AMENDING THE GENERAL
PLAN OF THE CITY OF SANTA ANA
WHEREAS, the Director of Building Safety and Housing of
the City of Santa Ana has completed a Building Inspection Summary
dated May 15, 1973, of the City of Santa Ana Community Redevelop-
ment Project Area; and
WHEREAS, said Building Inspection Summary is accompanied
by a Building Condition Summary and a map pertaining to the Building
Condition Summary showing the areas in which conditions are found
indicating the existence of blighted areas within the City of Santa
Ana Community Redevelopment Project Area; and
WHEREAS, the Santa Ana City Planning Commission by Resolution
6038 has adopted an amendment to the General Plan adding thereto
(1) the Building Inspection Summary by the Director of Building
Safety and Housing of the City of Santa Ana dated May 15, 1973;
(2) the Building Condition Summary accompanying said Building
Inspection Summary; and (3) a map pertaining to the Building
Condition Summary and adding to the General Plan a finding by the
Planning Commission that the aforedescribed documents show the
areas in which conditions are found indicating the existence of
blighted areas within the City of Santa Ana Community Redevelop-
ment Project Area; and
WHEREAS, the Santa Ana City Council having upon its own
motion set for public hearing the proposed amendment to the General
Plan adding the aforedescribed documentation to the General Plan and
making a finding that aforedescribed documentation show the areas
in which conditions are found indicating the existence of blighted
areas within the City of Santa Ana Community Redevelopment Project
Area;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Santa Ana hereby amends the General Plan of the City of
Santa Ana by adding thereto (1) the Building Inspection Summary by
the Director of Building and Safety and Housing of the City of
Santa Ana dated May 15, 1973; (2) the Building Condition Summary
accompanying said Building Inspection Summary; and (3) a map per-
taining to the aforesaid Building Condition Summary showing the areas
in which conditions are found indicating the existence of blighted
areas within the City of Santa Ana Community Redevelopment Pro~ect
Area, which documents are attached hereto and by this reference
incorporated herein as though set forth in their entirety; and
BE IT FURTHER RESOLVED that the City Council of the City of
Santa Ana hereby finds the aforedescribed documents show the areas
in which conditions are found indicating the existence of blighted
areas within the City of Santa Ana Community Redevelopment Project
Area.

This ~eparCment has completed the survey of all buildings in the
Redevelopment FroJect Ares, ~e reports are filed in accordance
with the assessors parcel number system. Farcels within a single
block are filed together and blocks vlthin a map book area are
grouped together.
A master-summary sheet attached bas been prepared indicating the
number and percent of substandard buildings in eoch block, in each
map book area, and totalled for the entire redevelopn~.nt project
area. A map is attached for purposes of identifyin§ Ute location
of east block summarized.
In reviewing this data, it should be borne in mind that the inspec-
tion ~as made entirely from the exterior of buildings and vas tn-
tended to result in a report on the general condition of ~.hg proper-
~y. It should be anted tha~ there was a high incidence of masonry
business buildin~s rated substandard due to their lack of struc-
tural integrity with respect to earthquake resistance. Also, ~ood
frame buildings in Fire Zone No. 1 ~ere rated substandard when they
were extremely deficient with respect to fire protection. Because
there was no attempt to evaluate co.eliance with the respective
codes applicable toward each buildin$, ve consider thac ~he p~lmary
value end inten~ of ~hts survey was to determine the scneral condi-
tion of blocks and areas.
If further detailed analysis of these reports or date is desired,
please advise. If you feel that ~he report is adequate in its
present form, please advise in o~der that additional copies maybe
furnished £or~hatever distribution is determined to be desirable.
