A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA ANA ENDORSING
THE CRITERIA AND APPROACH OF THE
"KNAPP PLAN" AND RECOMMENDING THE
CONSIDERATION BY THE SPECIAL MASTERS
AS A REASONABLE ALTERNATIVE TO THE
1972 TEMPORARY CONGRESSIONAL DISTRICTS.
WHEREAS, citizens of the City of Santa Ana and the State of
California are entitled to legislative and congressional districts
which promote equal and effective representation and fairly reflects
compactness, homogeneity of popular interest and concerns of citizens
of the City of Santa Ana as well as other communities; and
WHEREAS, the congressional redistricting plan, temporarily adopted
by the California Supreme Court for the 1972 elections, departs from
these principles by failing to achieve required population equality,
fragmenting numerous counties and other incorporated cities as well
as the City of Santa Ana, and ignoring standards of reasonable com-
pactness; and
WHEREAS, an alternative to the temporary congressional districts
has been proposed by Mr. Gordon Knapp, based upon criteria aimed at
correcting the deficiencies of the temporary districts, minimizing
gerrymandering, and providing fair and equitable representation for
the citizens of Santa Ana as well as other local communities in
California;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Santa Ana urges the Special Masters on Reapportionment to
reject or substantially revise the congressional districting plan
that was in effect for the 1972 elections; and
BE IT FURTHER RESOLVED, that the City Council of the City of
Santa Ana endorses the criteria and approach of the "Knapp Plan"
and recommends its consideration by the Special Masters as a reason-
able alternative to the 1972 temporary congressional districts.
PASSED AND ADOPTED by the City Council of the City of Santa Ana
at its regular meeting held on the 2nd day of July, 1973.
