Each member of the City Council having received copies of the Minutes of
November 7th, 1955, readin~ of the Minutes was dispensed with and approved
on motion of Councilman Heinty, seconded by Markel and carried, with the
ex~ption of Item 8, Pa~e ~29 reference ~rantin~ o~ variance application
of Gladys Meyer and Eva King which should have read "for the construction
of two units on each lot", on property at 1719 and 1801 Greenleaf Street.

1955 Edition of
Uniform Building
Code
This being the date set for the continued hearing on the adoption of
the 1955 Edition of the Uniform ~uilding Code, the Manager reported
that he had a eommunication from the Orange County Builders' Associ-
ation setting forth seven objections to that portion of the Ordinance
pertaining to the cha~ges and use of public property. Communication
was read from the Orange County Master Roofers Association requesting
the adoption of an Ordinance similar to Ordinance No. 608 of the City
of Fullerton regulating roofing construction and on motion of Council-
man Jerome, seconded by Dahl and carried, the communication was
received and filed. Mr. Howard A. Barrows stated that the Code does
not cover the field and recommended that the Council adopt'a similar
0rdinan~e. Hearing closed. On motion of Councilman Dahl, seconded
by Heinly and carried, the Manager, Attorney and Chief Building

taking into consideration the proposal of the Orange County Master
Roofers Association. The Manager recommended retaining the responsi-
bility of inspection for school building construction.

This being the date set for hearing on.delinquent sales tax $ccounts
of four persons and firms, it was moved by Councilman Heinly, seconded
- by Dahl and carried, that the matter be referred to the Attorney to
enforce collection.

On motion of Councilman Dahl, seconded by Narkel and carried, the recol
mendation of the Planning Commission was approved and the variance of
Lenney Homes, Inc., granted to erect an 8~ x lO~ two-way directional
sign on property at the southeast corner of Grand Avenue and Seven~eenl
Street, subject to certain conditions.

On motion of Councilman Dahl, seconded by Heinly and carried, the
recommendation of the Planning Commission was approved and the varianc
of Lenney Homes, Inc., granted to erect an 8' x 10' temporary direct-
ional sign on property at 1301 Grand Avenue, subject to certain
conditions.
On motion of Councilman Dahl, seconded by Heinly and carried, the
recommendation of the Planning Commission was approved and the variance
of Lenney Homes, Inc., granted to permit the erection of an 8
temporary directional sign at 501 Lyon Street, subject to certain
conditions.

Communication was read from the Planning Commission recommending denial
of variance application of George R. and Eloise Hilliard for permissio~
to construct a d~uplex on property located at the northwest corner of
Towner Street and Wilshire Avenue. Er. Hilliard appeared before the
Council requesting that the variance application be reconsidered and
stated that 'the erection of a duplex would improve the property. The
applicant presented a petition signed by twenty-four persons in favor
of the duplex. On motion of Councilman Dahl, seconded by Markel and
carried, the petition was received and filed. On motion of 'Councilma~
Jerome, seconded by Heinly and carried, the recommendation of the
Planning commission was approved and the variance denied.
On motion of Councilman Dahl, seconded by Heinly and carried, the
recommendation of the Planning Commission was approved and the variance
of Oscar Kitto et al g~anted to permit construction of six apartments
and garages on property at 1017 North Van Ness Avenue, in an R-2 zone.

On motion of Councilman Dahl, seconded by Jerome and carried, the
recommendation of the Planning Commission was approved and the variance
of Otto. A. and Sophia L. Waldman ~ranted to permit the construction of
a one-bedroom duplgx, attached t~o e. xisting single-family unit by garage
and also an additional garage for the third unit, on property at 1153
West Eighth Street.

Communication of the Planning Commission was read submitting Resoluti.
No. 890 recommending the reclassification of property known as the
"Industrial Annex", located at the south City limits south of McFadden
Street between Standard Avenue and Lyon Street, if extended south,
from the R-1 to the M-1 District. On motion of Councilman Dahl,
seconded by Jerome and carried, a notice was ordered published setting
the date of public hearing ae December 5th, 1955.

Communication was read from the Planning Commission recommending
approval of request of Meyer-Nash and Associates for a six-months'
extension of time, without forfeiture of bond, on variance granted
Nay 2nd, 1955, permitting erection of certain signs in Tract No. 1790,
located at Sixth Street and Eastside Avenue, subject to conditions.
On motion of Councilman Dahl, seconded by Markel and carried, the
recommendation of the Planning Commission was approved and request
grant ed.
Communication was read from the Planning Commission recommending that
the portion of Washington Avenue between the Freeway and Grand Avenue,
north of the Freeway~ be chan~ed to "East Washington Place". The
Council having unanimously waived the reading of the Resolution, on
motion of Councilman Dahl, seconded by Markel and carried, the follow-

Communication was read from the Plannin~ Commission recommending

of the intersection of Raitt and Wlllits Streets. On motion of
Councilman Dahl, seconded by Jerome and carried, the communication was
received and filed.

Communication was read from the Chamber of Commerce recommending the
inclusion of additional questions to be asked at the next special
census necessary to obtain statistics om employment and labor avail-
able to new manufacturers and commercial establishments, and on motion
of Councilman Dahl, seconded by Narkel and carried, the communication
was recelw~ed and filed.

Communication was read from the Chief of Police requesting permission
for Police Officer volunteers to wear their police uniforms during the
fund raising campaign for the Muscular Dystrophy Association of
America, and on motion of Councilman Dahl, seconded by Heinly and car-
ried, the request was granted.
On motion of Councilman Jerome, seconded by Markel and carried, commun~
cations dated November 8th and November 9th, 1955, together with
Resolutions Nos. 1305 and 1307 from the City of Orange, advising of
proposed annexations of certain real properties, were received and
filed.
Communication was read from the Board of Supervisors advising that the
request of the City for a special speed limit on Edinger Street from
~istol Street w~aterly to the City Limits, was referred to the Traffi
Committee, and on motion of Councilman Dahl, seconded by Jerome and
carried, the communication was received and filed.

On motion of Councilman Dahl, seconded by Markel and carried, the
applications of the General Telephone Company of California and the
Pacific Telephone and Telegraph Company before the Public Utilities
Oommission for permission to extend service over certain routes in
Orange County and portions of Los Angeles County, and to establish
rates for said extended services, were received and filed.
Communication was read from the Orange County Title Company giving
consent to the City to start immediately to demolish the buildings
located on Lots 7 and l0 in Block 17, located at the southeast corner
of Sixth and Bush Streets, for Vehicle Parking District No. 1, and on
motion of Co~ncilman Dahl, seconded by Jerome and carried, the com-
munication was received and filed.

On motion of Councilman Dahl, seconded by Markel and carried, the claii
of Annie Shields for injuries sustained in a fall on the defective
condition of the sidewalk and curbing on the northwest corner of the
intersection of Broadway and Sixth Str=ets, on November 3, 1955, in
the amount of $3,500.00, was referred to the Attorney and Insurance
C ar ri er.
On motion of Councilman Dahl, seconded by Markel and carried, the
report submitted by Diehl, Evans and Company for the fiscal year ended
June 30th, 1955, was received and filed.

Communication was read from The Church of the Palms requesting permiss
to use sound equipment in connection with the solicitation of funds,
during the first three weeks in December. On motion of Councilman
Dahl, seconded by Markel and carried, permission was granted to
solicit funds and the license fee waived for the operation of the soun~
equipment.
Communication was read from Metropolitan Water District directing
attention to Section 8.1 or Section 8.2 of the Metropolitan Water
District Act, and on motion of Councilman Dahl, seconded by Markel and
carried, the Clerk was instructed to notify the District that the City
of Santa Ana does not wish to pay out of municipal funds any portion
of the amount of taxes to be derived from the area of the Metropolitan
Water District lying within the City, for the fiscal year 1956-1957.
Communication was read from Chester Wafford requesting that the bicycl,
license fee of fifty cents, for two years, be increased. On motion
of Councilman Jerome, seconded by Dahl and carried, the Clerk was
instructed to advise Mr. Wafford that the Council is of the opinion
that the bicycle license fee for bicycles shenld~'emain at the present
charge.
On recommendation of the Manager and on motion of Councilman Dahl,
seconded by Hein]y and carried, the request and petition of eighty-
five parents of children attending Hoover Grammar School, requesting
that a crossing guard be stationed at' th~ lnterse~tio~ of 'Santa~:Clara
Avenue and Santiago Street, wa! denied.
The Council having unanimously ~aived the reading of the Resolution,
on motion of Councilman Dahl, seconded by Jerome and carried, the fol-
lowing Resolution entitled:
"Resolution No. 55-294 concerning parking
limitations and curb markings in accord-
ance therewith"
was considered and passed by the following vote:

The Manager stated he would like to have an architect selected for the
drawing of plans, specifications and the design for the first unit of
the new corporation yard on Delhi Road. It was moved by Councilman
Markel, seconded by Jerome that Architects Parks and Davis be engaged
to prepare the plans and specifications and design the building.

Councilman Markel suggested that the Council as a group should hold
monthly tours of the City on a regular schedule. It was moved by
Councilman Markel, seconded by Dahl and carried, that on the first
Monday of each month, the Council and administrative officials shall
meet at 1:00 P.M. for the purpose of making such tours.

On motion of Councilman Markel, seconded by Jerome and carried, Arthur
M. Bradl~e~ was app6inted as a member of the Library Board to fill the
vacancy created by the resignation of James S. McCullough;
expire June 30th, 1957.
