March 19th, 1956, reading of the Minutes was dispensed with and approved

Communication was read from the Planning Commission reco~nending approval of
variance application of Eugene P. Schaefer to pemit the .use of property at 1321-
23 Sout~ Sycamore Street for used car sales and service, subject to certain con-
ditions. Report was read from Counc~!~an Heinly reference the conference held
with the applicant and the objectors setting forth six conditions which were

carried, that the variance be granted subject to the six conditions as contained

from the Planning Director of 0r-nge County, indicating the area of a potential zone
ch-~e involving an M-1 District on land adjacent to the City of Santa Aha to the
southwest, and on motion of Councilman D~H~, seconded by Neinly and. carried, the
c~m~.unication was received and filed. Mr. l~iles, owner of a parcel of laud in the
area stated that the only good use of this property is to have it zoned as M-1.
Communication and Resolution were re_ad from the Industrial Develol~aent Division of
the Chamber of C~mm-rce urging the Council to approve the rezoning of this property.
On motion of Counctlm_-- Jerome, seconded by Dahl and carried, the cnmw,mication was
received and filed. Wm. F,Cro~ stated there is considerable property zoned for
industry but little of it is served by utilities and this particular area is served
by a railroad and sewers. It was moved by Councilman Reinly, seconded by Jerc~e an
carried,~.bat the Orange County Planning Cnmmission be notified that the Council has
no objection to the zoning of this area to the M-1 District. Councilman Markel
stated he was 100~ opposed to this rezoning.

On motion of Councilman Jerome, seconded by M~rkel and carried, the recommendation
of the Planning Commission was approved and the variance of Leonard E. and Helen J.
Gorzeman granted to permit deletion of rear yard requirements on property at 1003
South Bristol Street, subject to conditions~of the Department of Public Works.
On motion of Councilman Dehl, seconded by Jerome and carried, the recon~endation of
the Planning Commission was approved and the variance of Dr. A.P.Koentopp granted
to permit construction of a d~uble duplex apartment building, containing four one-
bedroom apartments, on west end of lot at 829 North Patton Street; and a combination
garage and apartment building for four cars and two apartments, facing the alley on
the east end of lot, with special parking space for two more cars midway of the lot~
.s, ubJect to conditions as imposed by the Department of Public Works.
On motion of Councilman Reinly, seconded by D~H1 and carried, the rec~.~-ndation of
the Planning Commission was approved and the variance of William R. Sides granted
to permit the use of property at the southwest corner of Cubbon and Cypress. Streets,
for an apa~-~ent building, consisting of ten single-bedroc~ units and two two-bedroo
units with ten garages and two off-street parking spaces for occupants, subject to
conditions as imposed by the Department of Public Works.
On motion of Counc~lm~n ~)~bl, seconded by Jerome and carried, the recommendation of
the Planning ~issian was approved and the variance of Jerome R. and N~len S.
Walden granted to permit the use of property on the east side of the Santa Aua Free-
way, beginning at a point appro×~mstely 2~0 feet northwesterly from Roe Drive, with
a frontage of 215 feet on the Freeway, between Roe Drive and Flower Street, for con-
struction and operation of a van and storage building and activities incidental
thereto.
On motion of Counc~lm~ Jerome, seconded by D~bl and carried, the recommendation of
the Planning Commission was approved and the variance of Everett Markum granted to
permit alterations to building on property at the southwest corner of Edinger and
Van Ness Avenue, now used for grocery store, by enclosing the three sides of exist-
ing front porch, subject to a condition.

On motion of Councilman Dahl, seconded by Heinly and carried, the recommendation of
the Planning C~ission was approved and the 'varlance of Everett ~arkm~ granted to
permit the use of existing house on property at 608 West Edinger Street for a
beauty shop and barber shop, subject to the condition that parking area be provided
for twelve cars.
On motion of Co~netlm,n Dahl, seconded by Jerkin- and carried, the rec~--ndation of
the Planning Commission was approved and the variance of Dr. John S. ]{elml~en
to permit the use of existing building on property at the northwest corner of
Spurgeon and Sixteenth Streets, for professional offices, exterior alterations to
be made to only one of the buildings at this time, subject to conditions.
Communication was read from the P]-~ing Commission recommending denial of variance
to permit use of property at 119 Edgewood Road for church purposes, existing dwell-
ing to be employed as a Sunday School, Church School, and/or parsonage, and con-
struction of a chapel on the western portion of the lot. Fred M. Earle, 201
Edgwood Road, on behalf of mwm~rous persons,protested the granting of the variance.
On motion of Councilman Jern-~, seconded by Heinly and carried, the recnmm-ndation
of the Pl,nnthg C~tssion was approved and the variance denied.
C~.-..Auication was read fro~ the Planning Commission advising that on April ~, 1955,
a variance was granted to Calland Bros. to permit erection of an 8' x 10'
directional sign on property at 1302 Richland Street, to advertise the sale of
houses in "Monta Vista Estates" at the corner of Monta Vista and Raitt Streets,
with a time limit of one year, and recommending that the applicant be granted an
eight months' extension of time from April 4, 1956, as requested. On motion of
Councilman Jerome, seconded by Dehl and carried, the recommendation of the
Commission was approved and the extension of time granted.
Communication was read frc~ the p]annlng Commission advising that on April 4, 1955,
a variance was granted to Federated Construction Company to permit the erection of
a 10' x 20' temporary directional sign on property at the southeast coxmer of
and Myrtle Streets, to advertise the sale of houses and lots in the tract one and
one-h-l* blocks to the west, with a time limit of one year, and recommending that
the applicant be granted an extension of t~m- of one year from April 4, 1956, as
requested. On motion of Councilm-u Dahl, seconded by Jerome and carried, the
recommendation of the Planning C~..-ission was approved and the extension of time
granted.
Communication was read from the P]~m-~ng Cnmmiasion rec~nding that the setback
requirements on both sides of North Broadway, between Tenth Street and Washington
Avenue he changed from 15 feet to 5 feet, as petitioned by certain property owners
and on motion of Councilman Markel, seconded by Jerome and carried, the communi-
cation was received and filed. Dr. Russell R. Langenback, 1311 North Brosxlway
and Dr. A.K. Loerch, 1002 North Broadway requested that the area remain as an R-3
zone and the 15 foot setback be retained. It was moved by Councilman Jerome,
seconded by Reinly and carried, that the matter be tabled until such time as the
hearing is held on the amendment application for rezoning to a comm-rcial district
On motion of Councilman D,B1, seconded by Jerome and carried, proper officials were
authorized to execute the agreement dated April 2nd, 1956, with Alex Mamont et al
to construct an electric sign in front of property at 1105 West 17th Street,
extending over and upon the area between the center of said street and the setback
line.

Communication was read from W.E.Browning, 1502 North Van Ness Avenue and petition
signed by 62 residents on Spurgeon and French Streets protesting the $4.00 per mont~
charge for parking on the streets between 2:00 A.M. and 6:00 A.M., and on motion of
Councllm~ Jerome, seconded by Dahl and carried, the c~m~unication and petition wee
received and filed. Edw. Merrill, 424 South Birch Street, stated he owned a three.
unit apartment house and sufficient garages are not available for his tenants; also
that 60~ of the residents in the 400 block South Birch Street do not have garages
the charge.

Richard Carter, 807 West 15th Street stated his reasons for requesting the repeal_/
and said he would make a court test of the law. N~rous persons voiced their
opinions against the Ordinance stating that garages ere not available, parking
several cars in a driveway is a fire hazard and the over-night parking charge is
prohibitive and works a hardship on persons with a l~mfted income. It was moved
by Counei!man Jerome, seconded by Dahl and carried, that the matter be referred to
the Council as a whole for further study.
It was moved by Councilman Dahl, seconded by Markel and carried, that escrow in-
structions be approved and signed for various properties on North Bristol Street
and warrants ordered issued covering the costs as follows:

It was moved by Councilman Dahl, seconded by Markel and carried, that escrow in-

Blue Star Mothers of America No. 10, for permission to solicit funds and sell blue
daisies May ~th, 1956, was granted.
Communication was read from Walter N. Vandermast protesting par-11el parking in the
down-town district, and on motion of Coanoflm~n Reinly, seconded by Markel and car-
ried, the communication was received and filed.
On motion of Councilm-n Jero~e, seconded by Dahl and carried, co,~aunication dated
March 21st, 1956, together with ~solution No. 13~7 from the City of Orange advisiz
of proposed annexation of certain real property, was received and filed.
On motion of Coancilman D~h], seconded by Heinly and carried, the c~ication
from Mrs. W.T.Everett, 12051 Lewis Street, Or-nge, protesting any -nnexatton which
would place them within the boundaries of any City, was received, filed and referee
to the N-n-ger for reply.
On motion of Councilm-~ Heinly, seconded by Markel and carried, the request of W.
W. Hoy for a y~ar's extension to file the remainder of Tentative Tract Nos. 2~87 am
253~, was granted.
Communication was read from Bristol Develolm~ent Company by Federated Construction
Company requesting an extension of time on the sign variance on property located
the southwest corner of Bristol and Myrtle Streets, being Tract No. 1371, just wes~
of Bristol Street. On motion of Counci~-n Dahl, seconded by Jerome and carried,
the c~ication was received and filed.
On moti°n of Coanci]m-n D-h1; seconded by Jerome and carried, the request of Orange
County Builders,' Association for permission to place placards on the light poles
advertising the 2nd ,nnual Orange County Home Show, from May 2nd to May 6th,
inclusive, was denied.
On motion of Councilman D-hi, seconded by Markel and carried, the Purchasing Agent
was authorized to advertise for bids for the furnishing and installing of flood-
lighting system for ba] 1 diamonds at Aloha Park, in accordance with Specification
No. 6~7-2 and the furnishing and installing outdoor lighttng system for playgrounds
and picnic areas at Aloha Park, in accoraa-ce with ~pecification No. 647-3; bids
to be opened April 16th, 1956.
On motion of Councilman Dab1, seconded by Jerc~e and carried, the claim of Myrta
Anderson for alleged injuries sustained in a fall at the northeast corner of Fifth
and Main Streets, on February 20th, 19~6, in the sum of $97.15, was referred
the Attorney and Insurance Carrier.
On motion of Counc~lm-- D~hl, seconded by Jerome and carried, the application of
Metropolitan Coach Lines before the Public Utilities Commission, for authority to
re-route and re-schedule Line 58, Los Angeles-Santa Ana Motor Coach Line, was
received and filed.
Communication was read from Orange Empire Council reference Boy Scout Circus to
be ~eld M~y 19th in the Municipal Bowl and requesting that the fee paid by the Boy

seconded by Markel and carried, the request of General Petroleum Corp., was granted
fo~ four over-size drive~ys; two 35 foot approaches on 17th Street and two 35 foot
approaches on Grand Avenue, for the service station now under construction at the
southwest corner of 17th Street and Grand Avenue.
The Manager reported on the request of the Bristol Baptist Church, 1818 South
Bristol Street, for a pedestrian zone to be established and stated that as this
pedestrian lane would be established at an intersection no O~icial action is neces
sary. On motion of Counc~ lm, n D~bl, seconded by Heinly and carried, the request
was received and filed.
The Manager reported on the oral request of Councilman Heiuly that a limited
zone be established at the A~:~%w Glass and Mirror Ccmpany, 1238 West First Street,
and requested that no action be taken at the present time as the parking situation
has been ~mfeabl~ solved. On motion of Counctlm~n n~hl~ seconded by Heinly and
carried, the request was denied and the oral report accepted.
The Council having unanimously waived the reading of the l~solutlon, on motion of
Councilma~ DalLI~ seconded by Reinly and carried, the following Resolution entitled:
"Resolution No. 56-112 concerning limited or no parking signs"
establishing a two-hour zone on both sides of North Main Street, between Washington

The Manager read a report from the Police Department in regard to the protest of
Louis Goo~m~ of the continued use of his property in the 2600 block South Main
Street by Clyde O. Mussack dba "Guy's Auto Salvage", for the storing of vehicles
and also blocking the City alley which separates his property from the Junk yard.
On motion of Councilman D-h1, seconded by Reialy and carried, the report was
received and filed.
On recommendation of the Manager and the Business Men's Association and on motion
of Councilman Dahl, seconded by Reinly and carried, the request of the
County Association for retarded children was granted to solicit funds and donating
nosegays on Friday, April 13th, 1956, in at least five locations.
On motion of Councilm-~ D-h1, seconded by Reinly and carried, the M-~-g~er was
granted further time in which to complete the report reference the proposed
ation to the City of Anaheim of territory designated "K~tella Annexation".
