A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA
AMENDING SECTION 3 OF RESOLUTION NO. 58-281 TO ADD NEW
CLASS TITLES, AUTHORIZE CERTAIN OTHER CHANGES IN THE
CLASSIFICATION ~ PAY STRUCTURE AND ADOPT NEW ~ REVISED
CLASSIFICATION SPECIFICATIONS, ALL PERTAINING TO THE DATA
PROCESSING SERIES OF CLASSES
WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution
No. 58-281, revising and re-establishing the Basic Compensation Plan for employees
of the City of Santa Ana; and
WHEREAS, Section 1004, Article X of the City Charter of the City of Santa
Aha requires the City Manager to prepare, install and maintain a position classi-
fication and pay plan subject to civil service rules and regulations and the approval
of the City Council; and
WHEREAS, after careful study of the positions and classifications assigned to
the Data Processing Activity, it is now desired to add two new classes at appropriate
salary levels, change the titles of three existing classes, increase slightly the
salary level of two classes, reallocate a position from an existing class to a new
classification, and adopt new and revised classifications specifications pertaining
to the data processing series of classes.
NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281, as
amended, is hereby further amended by:
1. Adding, in proper alphabetical sequence, the following class titles at the salary
range numbers as next herein set out:

DATA PROCESSING MANAGER
p~FINITION
Under general direction, manages the municipal data processing function and exercises
technical responsibility for its efficient operation.
EXAMPLES OF DUTIES
Flans, organizes and controls over-all activities of EDP including systems analysis,
programming and computer operation activities through managing subordinates or by
direct supervision; personally handles major personnel, administrative and data
processing problems; working closely with other City officials, analyzes and reviews
existing procedures and provides the technical knowledge for the conversion of manual
procedures to data processing system applications and the development of integrated
information systems; supervises and assists in the training of data processing per-
sonnel; performs related work as required.
DISTINGUISHING FEATURES OF THE CLASS
Under the general direction of the Director of Finance, the employee in this class
is responsible for the effective performance of the personnel and equipment in the
City's data processing unit. This is responsible technical and administrative work
requiring close coordination and cooperation with other supervisors, division heads
and department heads.
RECOMMENDED MINIMUM QUALIFICATIONS
Four years of college including or supplemented by successful completion of course
work in electronic data processing, public or business administration and three
years' experience in EDP including one year supervisory experience in EDP operations
or any equivalent combination of training and experience which provides the follow-
ing knowledge, abilities and skills:
Thorough knowledge of: principles and techniques of systems development and program
planning, machine scheduling, card and form design and control requirements; operat-
ing principles, methods, practices and limitations of electronic data processing
computers and peripheral equipment. Considerable knowledge of:COBOL, bloc~ dia-
gramming, flow charting and procedural report presentations; operator and machine
production rates and of effective supervisory techniques. Ability to: analyze
systdms, develop data processing programs and modify them for efficient operation;
analyze co~mplex data processing problems and institute effective programming pro-
cedures; effectively manage the complete operation ofan EDP facility; establish
and maintain effective working relations with outlying department heads, adminis-
trative officials and employees.

SENIOR PROGRAMMER ANALYST
DEFINITION
Under direction, assists in supervising and coordinating the activities of the
City's electronic data processing operation and performs complex systems analysis
and programming work.
F~-~PLES OF DUTIES
Confers with and advises operating department personnel regarding feasibility and
cost of implementing new or revised automated record keeping and management infor-
mation systems; assists facility manager in the development of projects and the
preparation of general work schedules and priorities; assigns, supervises, coordi-
mates and reviews the work of principal subordinates and resolves problems arising
from work in progress; coordinates systems and procedures activities with client
departments and other agencies; performs difficult and complex systems analysis
and programming for a wide variety of EDP applications; assumes responsibility for
the development, implementation and maintenance of an assigned group of systems,
keeps informed of software needs and its availability from manufacturers; evaluates
manufacturer's software releases for applicability; assists in scheduling and con-
trolling the day-to-day activities of the various data processing sections, includ-
ing computer operation~ data control, and key punch; trains or supervises the train-
ing of subordinate personnel; assumes responsibility for the operation of the faci-
lity in the absence or at the direction of the manager; performs related work as
required.
DISTINGUISHING FEATURES OF THE CLASS
Under the direction of the facility manager, an employee of this class sUPervises,
coordinates and reviews the work of principal subordinates; advises facility mana-
ger of software needs and performs complex systems analysis and programming for a
wide variety of EDP applications. Assumes responsibility for the operation of the
facility in the absence or at the direction of the facility manager.
RECOMMENDED MINIMUM QUALII~ICATIONS
Two years of college including or supplemented by successful completion of course
work in electronic data processing and three years' experience in EDP including
one year at the progran~er analyst level with experience in the use of COBOL or
any equivalent combination of training and experience which provides the following
knowledge, abilities and skills:
Thorough knowledge of: electronic computer operations and limitations, COBOL and
computer programming including testing and debugging. Knowledge of: a wide variety
of software and their relevant capabilities. Ability to: formulate, analyze and
prepare new computer programs and systems; cooperate and communicate effectively
with associates and user personnel; prepare clear and logical proposals and reports
and pro~ram documentation; analyze problcm~ for computer programming and to work out
efficient solutions; establish and maintaln effective workJ, ng relations with admini.~;-
trative officials, and employees; manage operation of EDP facility, and to supervis~
and coordinate a number of principal subordinates.

PROGRAMMER ANALYST
DEFINITION
Under general supervision, analyzes and defines systems and develops complex pro-
grams and procedures for a wide variety of electronic data processing applications.
EXAMPLES OF DUTIES
Consults with operating department personnel regarding existing systems and desired
results; defines problems, project solutions, and'documents written draft prop6sals;
designs application and programs, writes procedures and prepares diagram and flow
charts; codes program logic and instructions; prepares test data and testing schedules,
analyzes test program performance~ and makes corrections and final tests; prepares
all elements of program documentation by consolidating, editing and completing docu-
mentation developed in previous phases; develops complete systems'through operations
phase including cost estimates and review of final product, and coordinates and
serves as liaison between users and operations during production; may be assigned
responsibility for supervision of equipment operations and/or training and super-
vision of technical personnel; performs related work as required.
DISTINGUISHING FEATURES OF THE CLASS
Employees in this class perform highly technical systems analysis and programming
work requiring the application of considerable specialized experience and knowledge.
Assignment~ are received in general form indicating results desired and incumbents
are expected to exercise independent judgment in solving most problems arising out
of work in progress, although advice and assistance is available from a senior staff
member. Status of assigned projects are reviewed through conferences and evaluation
of work lies in the accuracy and utility of the finished product. Supervision may
be exercised over subordinate level technicians and clerical personnel.
RECOMMENDED MINIMUM QUALIFICATIONS
Two years of college including or supplemented by successful cor~pletion of course
work in electronic data processing; two years' experience in EDP including one year
in systems and procedures or programming with experience in the use of COBOL; or
any equivalent combination of training and experience which provides the following
knowledge, abilities and skills:
Considerable knowledge of: electronic computer operations and limitations and,
computer progrz,nming including testing and debugging. Knowledge of: COBOL and
systems analysis. Ability to: formulate, analyze and prepare new compqter programs
and systems; cooperate and communicate effectively with associates and user personnel;
prepare clear and logicaI proposals, reports and program documentation; analyze
problems for computer programming and to work out efficient solutions; establish
and maintain effective working relations with administrative officials and employees.

ASSISTANT PROGRAMMER ANALYST
DEFINITION
Under supervision, defines simple systems and develops and prepares machine logic
flow charts and translates them into computer programs, for municipal accounting
and record-keeping activities.
EXAMPLES OF DUTIES
Analyzes problems outlined by systems and programmer analysts in terms of detailed
equipment requirements and capabilities; designs detailed machine logic flow chart-
ing; verifies program logic by preparing test data for trial runs; tests and debugs
programs; prepares instruction sheets to guide computer operations during production
runs; evaluates and modifies existing programs to take into account changes in
systems requirements of equipment configursCions; translates coded machine instruc-
tions; may assist in determining the causes of computer operation malfunctions;
may confer with technical p~sonnel in systems analysis and application planning;
may perform simple systems analysis under close supervision in a training capacity;
performs related work as required.
DISTINGUISHING FEATUILES OF THE CLASS
Under the supervision of a systems and progrmmner analyst defines systems and per-
forms experienced, technical prograraning duties which are reviewed in progress and
upon completion by inspection of computer output for adequacy and correctness.
RECOMMENDED MINIMUM qUALIFICATIONS
Graduation from high school supplemented by successful completion of formal train-
ing in computer progra~mning and one year's experience in computer progran~ning includ-
ing the use of COBOL or any equivalent combination of training and experience which
provides the following knowledge, abilities and skills:
Knowledge of: block diagramming, flow charting, COBOL, procedural report presen-
tation; disk operating systems, and magnetic tape applications; basic accounting
and record-keeping practices. Some knowledge of: systems analysis. Ability to:
design recording and reporting forms to meet operating requirements and to establish
and maintain effective working relationships with others.

COMPUTER OPERATOR
DEFINITION
Under direction, performs technical work in the operation of electrOnic data pro-
cessing equipment including a computer and peripheral equipment functioning under
control of an operating system, including off-line EAM equipment.
EXAMPLES OF DUTIES
Operates an electronic data processing computer and peripheral equipment including
magnetic tape drives; magnetic disk units, high-speed card reader, punch and high
speed drum printer operating under control of a disk operating system; sets up
equipment in accordance with program and operating instructions; processes various
production r,ns according to a scheduled sequence using magnetic tape, disk or
punched cards; determines cause of machine stoppages and takes remedial action;
reports machine malfunction and breakdown to supervisor; maintains operating
records such as machine performance and production records; may perform simple
programming work under close supervision in a training capacity; performs related
work as required.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this classification monitors and controls an electronic computer
and operates the peripheral equipment necessary in processing the various applica-
tions. Direction is received through a work schedule, with routine assignments
carried out independently. Work is reviewed for completeness, neatness and accuracy,
while in progress, and by tile observation of results achieved.
RECOMb~NDED MINIMUM QUALIFICATIONS
Graduation from high school supplemented by successful completion of formal training
in computer operation and one year's experience in operating electronic data pro-
cessing computers and peripheral devices or any equivalent combination of training
and experience which provides the following knowledge, abilities and skills:
Thorough knowledge of: standard methods and practices involved in operating electro-
nic data processing equipment including computers and peripheral devices. Knowledge
of: disk operating systems and magnetic tape applications. Ability to: understand
and carry out complex oral and written instructions; organize work and carry through
established procedures and work plans to meet established schedules. Skill in:
operating a computer and peripheral equipment.

DATA PROCESSING TECHNICIAN
pEFINITION
Under close supervision, performs simple programming and coding and operates com-
puter and peripheral equipment.
~XAMPLES OF DUTIES
Assists in the review and analysis of detailed systems specifications and the pre-
paration of program instructions; assists in the preparation of block diagram and
machine logic flow charts; assists in preparing test data and testing and debugging
programs; under close supervision operates an electronic data processing computer
and peripheral equipment including magnetic tape drives, magnetic disk units~ high
speed card reader, punch and high-speed drum printer; sets up equipment in accord-
ance with program and operating instructions; processes various production runs
according to a scheduled sequence; performs related work as required.
DISTINGUISHING FEATURES OF THE CLASS
This is a trainee class which includes assignments in various areas of operation.
Positions in this class perform work similar to the higher level classes of Computer
Operator and Programmer, howeve~ assignments are reviewed more frequently and
incumbents receive much closer supervision. Work of increasing difficulty and
complexity is assigned based upon experience required and familiarity with the
work. Incumbents are expected to develop proficiency and knowledge necessary to
advance to the higher level classes of Computer Op~ ator or Progran~ner.
RECOMMENDED MINIMUM QUALIFICATIONS
Graduation from high school and successful completion of formal training in electronic
data processing including courses in programming and computer operation or any
equivalent combination of training and experience which provides the following -
knowledge, abilities and skills:
Some knowledge of: the standard methods and practices involved in operating electron~
data processin~ equipment including computers and peripheral devices; block diagramm-
ing, flow charting and procedural report presentation; disk operating systems and
magnetic tape applications. Ability to: put into action the above knowledge and
skills with minor orientation.

SENIOR KEY PUNCH OPERATOR
DEFINITION
Under general supervision~ supervises and participates in the performance of mis-
cellaneous clerical tasks related to machine processes and in the operation of
key verifiers and numeric or alphabetic printing key punch and key-to-tape encoding
machines.
EXAMPLES OF DUTIES
Plans, lays out, schedules~ assigns and supervises the work of key punch operators;
trains new operators and assists experienced operators with problems arising from
work in progress; operates a verifier machine in checking correctness of punched
data and repunches incorrect cards; establishes and maintains various data controls
necessary fo~ balancing and audit purposes; identifies and resolves discrepancies
arising in input data within limits of prescribed procedures and specific job know-
ledge; keeps records and prepares routine reports; operates card. sorting, collating
and interpreting machines; may participate in simple progran~ning and Computer opera-
tion activities in a training capacity; and performs related work as required.
DISTINGUISHING FEATURES OF THE CLASS
The duties of this class are distinguished from those of the Key Punch Operator
class in that the employee exercises limited supervision and training responsibilities
and performs pre-audit function.
RECOb~E~)ED MINIMUM QUALIFICATIONS
Graduation from high school and three years' exper~nce in the operation of key
punch machines and key verifiers or any equivalent combination of training and
experience which provides the following knowledge, abilities and skills:
Thorough knowledge of: the operation of key punch, key verifying, card sorting,
collating and interpreter machines. Knowledge of: the basic principles and tech-
niques of supervision. Ability to: perform complex clerical work; make arithmetical
computations; assemble and organize data and prepare reports from such data; plan,
organize and supervise the work of other clerical employees in a manner effecting
full performance and high morale; make decisions recognizing established precedents,
practices and systems and to use resourcefulness and tact in meeting new problems.
Skill in: the operation of key punch, key verifiers, card sorting, collating and
interpreter machines.

KEY PUNCH OPERATOR
~EFINITION
Under supervision, operates alpha-numeric and numeric card punch, card verifying
and key-to-tape encoding machines; classifies and codes data; sorts and files
tabulating cards and magnetic tapes; and performs rela~ed clerical work as required.
EXAMPLES OF DUTIES
Key punches a wide variety of data from coded and uncoded documents to tabulating
cards or magnetic tapes in accordance to predetermined procedures and formats;
operates a card verifying machine in checking correctness of punched data and
repunches incorrect cards; classifies and codes data to be processed; sorts and
files records, cards and tapes; compiles data summaries and statistical zeports;
occasionally operates sorter, collator and interpreter; may wire machine control
boards; may act as section leader in relief or training capacity.
DISTINGUISHING FEATURES OF THE CLASS
This is specialized clerical work of a largely repetitive nature involving the
rapid and accurate operation of alpha-numeric and numeric card punch and verifying
machines and key-to-tape encoding machines. Technical assistance and supervision
is readily available and work is reviewed as to accuracy and amount of production
through the verifying machine and other cor=ol processes.
RECOMMENDED MINIMUM qUALIFICATIONS
Graduation from high school; some experience in operating a key punch machine or
completion of a recognized training course in key punch operation; or any equivalent
combination of training and experience which provides the following knowledge,
abilities and skills:
Some knowledge of: the operation of alpha-numeric keypunches and verifiers, sorters
collators and related machines; general clerical procedures including coding, sortin
filing and comparing. Ability to: key punch from average copy at the specified
rate of speed and accuracy; make comparisons and arithmetical calculations rapidly
and accurately; understand and follow oral and written instructions; work coopera-
tively with others.
