On motion of Counc~lm~ Dehl, seconded by Markel and carried, the reccemaendation of
the Planning Con~nission w~s approved and the variance of John W. I~al I granted to
permit the use of rear half of lot at 317 South Sycamore Street for parking lot in
connection with restaurant and cocktail bar adjoining on the east, in addition to
the apartment house on front of the lot.
On motion of CouncR]m~ D~h], seconded by Markel and carried, the rec~mnendation of
the Pl~n~ing Cnmm~ssion was approved and the variance of Godbey and Sons granted to
permit the erection and maintenance of one temporary advertising sign, for a period
of one year, on property located at the southwest corner of Bristol and Edinger
Streets, subject to certain conditions.
On motion of Councilman Markel, seconded by Dahl and carried, the recommendation of
the Planning Cnmmission was approved and the variance of Francis Lee Perkins grante.
to permit construction of a modern concrete block building on property at 210 South
Broadway, deleting the side yard requirements, the proposed building to be used for
beauty salon and professional office, and other uses permitted in the "P" District,
subject to certain conditions.
Communication was read from the Planning Commission recommending that a variance
be granted to David Jac~m-n to permit the use of property at 1139 West Third Street
for construction of a one-bedroom duplex, overall dimensions 40' x 25', on front
of said property, facing Third Street, in addition to existing dwelling on rear of
lot, subject to certain conditions. On motion of Councilman Heinly, seconded by
Markel and carried, the matter w~s continued until the next meeting and the applics ~t
to be advised of the deficiency in parking space for the duplex.
Co~nunication was read from the Planning Comm~ ssion recc~mending denial of variance
application of G. Howard Robertshaw to permit construction of building at 2002
South Woodland Avenue to be used for retail ice cream store, with customer counter
inside and drive-up window for direct service to automobile patrons, parking space
for five cars, driveways, sign, etc. Allen Alcott, 1906 Woodland Avenue, repre~
senting a group of protestants, objected to the granting of the variance and s~atedll
the a~ea ~should remain residential and the type of business proposed would be a
definite health menace. The applicant spoke in favor of the variance and presente
maps of the area showing various established businesses. Two persons spoke in
favor of the variance. It was moved by Councilman Reinly and seconded by Dahl,
that a Besolution be adopted disapproving the recn-~mendation of the Con~ission and
granting the variance as applied for according to plot plan providing for five
parking spaces and to certain other conditions.

It was moved by Councilman Dahl and seconded by Markel, that the recommendation of
the PI e-uing Commission be approved and the variance denied. Not voted on. A

On motion of Councilman I~bl, seconded by Markel and carried, the recommendation of
the Planning C~ssion was approved and the variance of Evan A. Johnson for per-
mission to use existing building on property at 813 North Flower Street, for a
Chiropractor's office, due to the inadequate parking space, was denied.

Communication was read from the Planning Commission recnmmending denial of variance
application of George W. Farr to permit a five foot decrease in front yard require-
ments on property at the southwest corner of College Avenue and Martha Lane, 171~
and 1722 Martha Lane. Co~amunication was read from the applicant modifying his
request for variance on Lots lO1 and 102, Tract No. 1925 in setback from five feet
to two and one-half feet. Two persons stood in protest. On motion of Councilman
Dahl, seconded by Markel and carried, the recommendation of the Plenning C~mmission
was approved and the variance denied.
Communication was read from the Planning C~mmission submitting ~msolution No. 965
recommending the reclassification of property located on the north side of West Firs
Street between Bristol and Shelton Streets, from the R-2 District to the C-1-P~
District reference ~m~ndment application of Otto Trapp et al. On motion of Counci2

recommending the reclassification of property consisting of approximately 105.72

from the R-1 District to the M-1 District, in accordance with amendment application
of W.F.Croddy. On motion of CounciLman D~h!, seconded by Markel and carried, a
notice was ordered published setting the date of public hearing as May 7th~ 1956.
Communication was read from the Planning Commission submitting Resolution No. 968
recommending the reclassification of a parcel of land located on the south side of
Fairview Avenue, beginning at a point approximately 492 feet west of the center line
of Bristol Street and Fairview Avenue and extending west for 400 feet, with a depth
of 1027 feet south, with the exception of the northerly 130 feet of the property
measured south from the center line of Fairview Avenue, from the R-1 District to the
C~2-PK District, reference amendment application of Jam~s R. Mitchell. On motion
of Councilman D~hl, seconded by Markel and carried, a notice was ordered published
setting the date of public hearing as May 7th, 1956.

recommending the reclassification of approximately 12.15~ acres located on the west

Coz~unication was read from the Planning Commission reference Variance granted to Norwood

extension of time of one year from April 4th, 1956. On motion of Councilman D~h!, secon~
by Neinly and carried, the recommendation of the Planning Commission was approved and the
extension of time granted.
Everett Parks appeared on behelf of Melvin Maxwell in regard to Resolution No. 56-~0
adopted February 16~ 1956, in which certain conditions were set out in granting Variance No
731, one of which was the provision for off-street parking for six standard passenger cars
Mr. Parks requested that the Council amend the condition to provide for three off-street
parking spaces in the front yard, or setback area. It was moved by Counci~mau M~rkel and
seconded by Heinly, that the condition on the Variance be modified to provide for three
off-street parking spaces, instead of six.

modified allowing the use of the setback on Flower Street for three cars, in the front
yard area, as per the plan.
Attorney Delbert Larsh spoke on behalf of. several housemovers protesting the proposed
Ordinance regulating building relocation and requested that the requirement of it being
necessary to have a hearing before the Planning Comm~esion should be excluded as it is
arbitrary and unconstitutional. It was moved by Councilman Reinly, seconded by D~hl and
carried, that the Ordinance be tabled for further study and consideration on May 21st,1956
Communication from Richard ¥. Murison was read requesting that the sidewalks along that
portion of Washington Place shown on Record of Survey be omitted at this time from the re-
quirements for the develo~ent of this property. On motion of Councilman Heinly, seconde
by Markel and carried, the communication was received and filed. On motion of Councilman
Markel, seconded by D~b~ and carried, the request for the elimination of the sidewalks was
denied.
On motion of Councilman D~hl, seconded by Markel and carried, Map of Tract No. 2949 sub-
mitred by Roy Russell, for the dedication of 20th and Olive Streets between Flower and
Towner Streets, and bond in the amount of $9,000.00 were approved, license payment fee in
the sum of $600.00 accepted and the agreement covering improvements w~s ordered signed.
On motion of Councflmau Dahl, seconded by Markel and carried, Tentative Map of Tract No.
1693, submitted by Aetna Develolmment Company, on property located east of Fairview Road-
Greenville Street and between M~vard and Edinger Streets, consisting of approximately 52
acres, was approved subject to the condition that no lots be less than 6000 square feet;
that a grant deed for drainage purposes to the west of the property shall be given to the
City of Santa Aha, and subject to the conditions as set forth by the Department of Public
Works.

Bristol Street east as a horse trail and on motion of Council ~an Dahl, seconded by
Eeinly and carried, the Administrative staff was directed to repost the area on
Santiago Creek prohibiting the use of the trail by horse-back riders.
Communication was read from D and E Corporation advising that all street improvemen~
are completed in Tract No. 2325 located at Bristol street and Fairview Avenue, with
the exception of 127 lineal feet of the alley adjacent to the west of Lots 2~q, 23
and 24, and requesting permission to post a separate bond in the sum of $600.00
guaranteeing the improvement of this portion of the alley within a one year period.
On motion of Councilman D~hl~ seconded by Markel and carried, permission was granted
to post a separate bond in the sore of $600.00 guaranteeing the improvement of this
portion of the alley within a one year period, and completed improvements accepted.
On motion of Council~n Reialy, seconded by Markel and carried, the matter of the
abandonment of that portion of Harbor Road extending into the property owned by
Byron-Jackson Company was referred to the Planning Co-,,~ssion for recommendation.
Communication was read from the Department of Public Works advising that improvement
within Tract No. 1705 have been completed and on motion of Councilman Heinly, seconded
by Dahl and carried, bond filed by Donald A. Schroeder, in the sum of $6,~00.00 was

Communication was read frc~ the Department of Public Works advising that improvement
within Tract No. 2523 have been completed and on motion of Couneilman Dahl, seconded
by Heinly and carried, bond filed by Rmm~t C. Rogers, in the sum of $15,500.00 was

On motion of Counc~]m~n Dahl, seconded by Markel and carried, communications dated
April 4, 1956,together with Resolutions Nos. 1356 and 1360 from the City of Orange
advising of proposed annexation of certain real properties,w~re received and filed.
Communication was read from the Boundary Co~m~ ssion advising of proposed annexation
of territory to the City of Orange, Annexation No. 79, of properties ~orth and east
of the City of Santa Ana, and on motion of Coancjlm~n Heinly, seconded by Dahl and
carried, a communication was ordered directed to the Boun~awy Commission protesting
annexation by reason of Section 35134 of the Government Code State of California.
On motion of Coumc~lman D~, seconded by Hemnly and carrmed, the Purchasing Agent
was authorized to advertise for bids for the widening, resurfacing, etc. of Delhi
Road from Park Drive to Bristol Street; bids to be opened May 7th, 1956.
The Manager submitted a final cost report for the widening of South Mai$ Street fram
Bishop to Walnut Streets showing the comparison of cost to bid and estimate, and on
motion of Councilman Dab_l, seconded by Markel and carried, the report was received
and filed.
On motion of Councilman Dahl, seconded by Markel and carried, the Purchasing Agent
was authorized to advertise for bids for the furnishing and installing of all
electrical materials fo~ extension of existing baseball diamond lighting at Memorial
Park; bids to be opened May 7th, 1956.
On motion of Councilman D~hl, seconded by Markel and carried, the protest of Joseph
M. Farber reference parallel parking on Fourth Street, was received and filed.

On motion of Council ~8~ Dab_l, seconded by Markel and carried, the written
ation of the Manager, dated April ll, 1956, setting forth salary step increases
thr~e employees, effective May 1st, 1956, was received, filed and approved.
On motion of Councilman Dah], seconded by Markel and carried, the applications of
the Metropolitan Coach Lines, Santa Ana-Garden Grove Bus Lines and Southland Bus
Lines, Inc., before the Public Utilities Con~nlssion: for authority to adjust rates
for a general raise in bus service fares, and for authority to operate a
stage and express service, etc. between Los Angeles and Garden Grove, were received
and filed.
Communication was read from the Purchasing Agent advising that personal property
from building at Sixth and Spurgeon Streets was sold at public auction on April
12th, lg56 and the s~ of $544.~0 was received and credited to Fund 85-Parking
District No. 1.
On motion of Councilman Heinly, seconded by Dahl and carried, the applications of
Charles D. Harriman, Isidro Otero, Wilbur Griffiths, Robert C. Br~wn, Billy
Ronald Hallett~an~Norri$ Sparrow, to drive taxicabs were received, filed and
granted, with the exception of the application of Donald K. Garlets which s~al? be
referred to the Police Department for further investigation and report.
On motion of Cou~cilm~u ~h]; seconded by Markel and carried, the notification of
the Department of Alcoholic Beverage Control of bevera~e application of Park Re~,~l
Drug of Santa Ana, 2231 South Bristol Street, was received and filed.
On motion of Councilm~u Dahl~ seconded by Heinly and carried, the request of John
K. Colwell for permission to attend the Attorney's Spring Meeting at Santa Barbara,
April 19th and ~Oth, 1956, was granted.

Communication was read from the Orange County Council of Community Agencies making
no recommendation with reference to the application of Sister Elizabeth Kenny
Foundation for permission to solicit funds, during the month of May, and on~ motion
of Councilman Heinly, seconded by Markel and carried, the communication was receive~
and filed. On motion of Councilman Fminly, seconded by Dahl and carried, the
application to solicit funds w~s denied.
On motion of Councilman D~hl, seconded by Heinly and carried~ action wasdeferred
until the next meeting reference communication from the Boundary Commission ~n re-
gard to the proposed annexation to the City of Anaheim of territory designated
"Katella Annexation".
On recnmmendation of the Police Department and on motion of Councilman Dahl,
seconded by Markel and carried, the application of Richard P. Rutherford for permit

Request was read signed by American Sheet Metal Works, 2709 Halladay Street, and
Standard Printed Products Co., 2705 W,]laday Street, for the resurfacing of the
streets in the area and the Manager reported sc~e maintenance work is being done
but it is not the City's policy to resurface or install hard surfacing at the City'~
expense. On motion of Counc~-n D, hl, seconded by Neinly and carried, the oral
report was accepted and the e~munication received and filed.
On recommendation of the curb usage committee and on motion of Councilman Heinly,
seconded by D-b~ and carried, the request of seventeen persons that a two-hour
parking limit be established on Cypress Avenue between Walnut and Pine Street,
between 8 A.M. and 5 P.M., was denied.
On recommendation of the curb usage committee and on motion of Councilman Heinly,
seconded by D-hi and carried, the request of Edward R. Siple was granted for four
thirty-five foot driveways for the Standard Oil station at the southeast corner of
Delhi and Bristol Street.
The Council having unanimously waived the reading of the Resolution, on motion of
Councilman D,bl, seconded by Markel and carried, the following Resolution entitled:

establishing a red zone on the south side of Washington Avenue, between Poinsettia

The curb usage conmaittee reported on the e~tablishment of a red zone on the west
side of Olive Street between Fourth and Fifth Streets and recommended the establish-
ment of a red zone on either the west side or the east side of Olive Street between
Fourth and Sixth Streets, and to establish "no parking" on one side or the other so
as to provide the through movement of traffic. On motion of Councilman Dahl,
seconded by Markel and carried, the recommendation of the committee was denied.
On motion of Councilman Dab], seconded by Markel and carried, the Administrative
staff was instructed to notify Bascom Rush that action will be taken if he does not
voluntarily discontinue the parking of trucks and heavy equil~aent in this particula2
A report was read from the curb usage committee reference the length of the red zone
now established on the north side of Cubbon Street east of Main Street and recom-
mended that the present red zonesnot be shortened as they are very necessary for
the safe movement of vehicular traffic at this location and at the present time
there is no parking problem on Cubbon Street. On motion of Councilman
seconded by Markel and carried, the report w~s received and filed.

contract with the State Employees' Retirement System in order to guarantee a minimum
retirement allowance of $100.00 in place of the present $60.00 minimum.

front yard requirement be waived and a 20 foot requirement be established in Tract
