parcel of land located on the south side of Fairview Avenue, beginning at a point
approximately 492 feet west of the center line of Bristol Street and Fairview Avenue
and extending west for 400 feet, with a depth of 1027 feet south, with the exception

This being the date set for hearing protests on the abatement of weeds and no
written or oral protests having been received, on motion of Councilman Dahl,
seconded by Markel and carried, the following Resolution entitled:
?A Resolution ordering the Street Superintendent to abate .the
public nuisance heretofore declared by the City Council of the
City of Santa Aua, to-wit: Weeds which bear seeds of a wingy
or do~ny nature and attain such a large growth as to become a
fire menace when dry and which are noxious and dangerous grow-
i~g upon certain streets, sidewalks and private property in the
City of Santa Aha, by having the weeds referred to removed"
was considered, designated Resolution No. 56-121 and passed by the following vote:

It was moved by Councilman Dahl, seconded by Heinly and carried, that the hearing
be continued until the next meeting on the amendment application of W.F.Croddy for
the reclassification of a 19.9~ acre parcel of land located on the north side of
Delhi Road between Bristol Street and Fairview Road, from the R-1 to the R-3
District.
This being the date set for hearing and no protests having been received, the amend
ment application of Orville N. Rosebearywas considered for the reclassification of
approximately 12.15~ acres located on the west side of King Street between Eighth
and Eleventh Streets, from the R-1 to the R-2 District. On motion of Councilman
Dahl, seconded by Jerome and carried~ the following Ordinance entitled:
"Ordinance ~mending Article IX of the Santa Ana Municipal Code
creating changes in district boundaries and amending Sheet No.
26 of the Districting Map to show the reclassification"
was introduced, considered and placed on file for second reading.
A tabulation of bids was presented by the Manager for the widening, resurfacing and
construction of curb, gutter and inlets on Delhi Road between Park Drive and
Bristol Street, as foll~s:

A tabulation of bids was presented by the Manager for the furnishing and installin
all electrical materials for extension of existing baseball diamond lighting at
M~morial Park, in accordauce with Specification No. 672-3, as follows:

On recommendation of the Manager and on motion of Councilman Markel, seconded by
D~h~ and carried, the bid of Santa Aha Electric Company, in the stun of $4350.00
was accepted and the other bid rejected.

gutters and pavement surfacing on portions of Sixth, Eighth and Ross Streets, at
Civic Center, as follOWs:

On recommendation of the Manager and on motion of Councilman Heinly, seconded by
Markel and carried, the bid of Sully-Miller Contracting Company, in the sum of
$7,182.75 was accepted and the other bid rejected.
A tabulation of bids was presented by the Manager for the widening of pavement on
the north side of Seventeenth Street between Towner and Olive Streets, as follows:

On recommendation of the Manager and on motion of Councilman Markel, seconded by

Communication from the Planning Commission recommending denial of variance
application of G. Howard Robertshaw to permit construction of building at 2002
South Woodland Avenue, to be used for retail ice cresm store, etc., and a letter
from Parkview Memorial Reformed Church, addressed to Councilman Markel, protesting
the granting of the variance, were read. Allen Alcott, 1906 Woodland Avenue,
representing a group of protestants, protested the granting of the variance and
and on motion of Councd~m~n Jerome, ~ ~seconded b~ Heinly and carrie~d, the petition ws
presented a petition signed by 82 persons oppooing the variances_/ Robert E. Ruffi~
acting as proxy to represent R.B.Simpers, 822 St. Andrews Place, stated the proper~
is zoned R-1 and should so remain. The applicant said he chose this location
because it is directly across from neighborhood businesses and displayed the pro-
posed drawing and layout of the scheme and again requested that the Council recon-
sider the application. On motion of Councilman Jerome, seconded by Markel and
carried, the recommendation of the Planning Commission was approved and the varian(
denied.

On motion of Councilman Jerome, seconded by Dahl and carried, the recommendation
of the Planning Commission was approved and the variance of Forrest V. Grossman
granted to permit construction of a one-bedroom duplex, with three garage spaces,
on rear part of lot at 1008 North Patton Street, subject to certain conditions.
This being the date set for hearing protests on the amendment application of James
H. Kindel, Jr., for the reclassification of property on both sides of North Broad-
way from Tenth Street to Washington Avenue, from the R-3 to the C-2 District, Dr.
Russell Langenbeck presented a petition signed by thirteen property owners protest-
ing the rezoning of this property. On motion of Councilman Dahl, seconded by
Jerome and carried, the petition was received and filed. Asa Hoffman, 1012 North
Broadway, said he was in favor of the rezoning to the C-2 District if the setback
was eliminated. Attorney R~bert Barnes, on behalf of the applicant, gave
reasons why this property should be rezoned to a commercial district. The Council
having unanimously waived the reading of the Resolution, on motion of Councilman
Markel, seconded by Jerome and carried, the following Resolution entitled:

The Clerk read communication from Attorney Otto A. Jacobs, on behalf of the Fourth
Street merchants, submitting petitions signed by 2778 customers of the various
stores indicating their preference for dingone! parking on Fourth Street. On
motion of Councilman Heinly, seconded by Markel and carried, the communication and
petitions were received and filed. Mr. Jacobs explaio~.d the merchants' attitude
towards changing the diagonal parking to parallel parking and stated 108 parking
sts~lls would be removed in the process. Numerous merchants voiced their
to the abolishment of diagonal parking and the establishment of parallel parking.
Hearing declared closed and no further action taken.
Communication was read from the Planning Commission recommending approval of
variance application of Medicoffices, Inc., to permit the decrease of l0 foot rear
yard to 3 feet, on property at 2036 North Broadway, in connection with erection of
a modern office building for medical doctors, but request for deletion of 3 foot

On.motion of Councilman Dahl, seconded by Jerome and carried, the recommendation of
the Planning Commission was approved and the variance of Marvin E. Helsley granted
to permit the use of existing buildings on property at 1608 Spurgeon Street, for
professional offices, subject to certain conditions.
Communication was read from the Planning Commission recommending approval of pro-
posed abandonmen$ of that portion of Harbor Road extending into the property owned
by Byron-Jackson Company, which is located approximately 1300 feet south of Dyer
Road. The Council having unanimously waived the reading of the Resolution, on
motion of Councilman Heinly, seconded by Markel and carried, the following Resoluti~

Communication was read from John W. Hartley, 2775 W. First Street, protesting the
proposed ready-mix concrete plant to be located on W. Fifth Street between
Street and the Santa Ana River, in County territory, and on motion of Councilman
Heinly, seconded by Markel and carried, the communication was received and filed.
It was moved by Councilman Dahl, seconded by Heinly and carried, that the County
Planning Commission be notified that the City Council has no objection to the
variance providing sufficient conditions are imposed on the variance to eliminate
any dust hazard to the adjoining properties.

On motion of Councilman Heinly, seconded by Markel and carried, Preliminary Map
presented by Jerome B. Walden~ owner of 2.2~ acres located east of the Santa Ana
Freeway, approximately ~94.43 feet northwesterly of Roe Drive, was approved.
On motion of Counci]mm~ Beinly, seconded by Markel and carried, Tentative Map of
Tract No. 301~, submitted by Boner Development Company, on property located south
of Santa Clara Avenue at Buffalo Street, between Towner Street and future extension
of Olive Street, and north of 21st Street, consisting of thirty-two lots which face
on Freem~n and Buffalo Streets, was approved.
On motion of Councilman Dahl, seconded by Jerome and ~arried, Preliminary Map
presented by Wm. R. Sides, owner of property consisting of 125 feet facing Cubbon
Street and lO1 feet facing Cypress Street, and located at the southwest corner of
said Streets, was approved, subject to conditions as set forth by the Department of
Public Works.
On motion of Councilman D,hl, seconded by Markel and carried, the Record of Survey
Map submitted by Wm. R. Sides, on property located at the southwest corner of
Cubbon and Cypress Avenue, was approved and license fee of $50.00 accepted.

I}abl and carried, the check in the amount of $~1.35 was accepted for the construCt-
ion of sidewalk on Walnut Street along the north boundary of ~ract No. 1371~ as
outlined in letter dated April 2~th, lg56, of the Orange County Dwellings, Inesrpora
On motion of Councilman Markel, seconded by Jerome and carried, the communication
dated April 18th, 1756, together with Resolution No. 1359 from the City of Orange
advising of proposed annexation of certain real property, was received and filed.
On motion of Councilman Dahl, seconded by Jerome and carried, the communication from
the Boundary Commission reference proposed annexation of territory to the City of
Orange, Annexation No. 7g, of property located north and west of Santa Ann, and
advising that the County Counsel was i~stE~cted to file a written notice and appear
before the 0ra~e City Council in protest to the inclusion of County-owned property,
was received and filed. It was moved by Councilman Heinly, seconded by Dahl and
carried, that the City Attorney be instructed to cooperate with the County Counsel
reference the proposed annexation.
On motion of Councilman Ds/zl, seconded by Heinly and carried, the request of Arthur
Balensiefer, on behalf of the Orange County Insurance Association, was granted to
attach fifty signs to traffic signals during the month of June, in connection with
Safety Month sponsored by independent insurance agents.
On motion of Councilman Jerome, seconded by ~&arkel and carried, the notice of public
hearing to be held June ist, 1~56, at Orange County Farm Bureau Hali, by Santa Aha
Regional Water 'Pollution Control Board, on quality of water to be maintained in
Santa Ann River at Prado, was received and filed.
On motion of Councilman Jerome, seconded by Markel and carried, the application of
Metropolitan Coach Lines before the Public Utilities Commission for authority to
reroute and rgschedule Line 58, Los Angeles-Santa Ann Motor Coach Lines, being the
second amendment to Application No. 37812, was received and filed.
On motion of Councilman Jerome, seconded by Markel and carried, the Minutes of the
Personnel Board, dated April 25th, 1956, were received and filed.
On motion of Councilman Jerome, seconded by Dahl and carried, the applications of
Laurier Gionet, Wilson Young and Earl McNamara, to drive taxicabs, were received,
filed and granted.
On motion of Councilman Jerome, seconded by Dahl and carried, the notification of
the Department of Alcoholic Bevernge Control of beverage application of U-EL-EM
Markets, Inc., 2020 West Walnut Street, was received and filed.
Communication was read from the Department of Public Works advising that improvement
within Tract No. 2248 have been completed and on motion of Councilman Jerome, second~
by Dahl and carried, bond filed by Fairview Terrace Homes, in the sum of $80,000.00
was ordered released and improvements accepted as completed.

Communication was read from the County Tax Collector advising of the intention to
sell at public auction Lot 16, Block B Goldsmith Addition, Lots i and 2 Block A
T~act 633 and Lot 17 Tract 159, and on motion of Councilman Markel, seconded by
Jerome and carried, the matter was referred to the Manager for recnmmendation at
the next meeting~
On motion of Councilman Dahl, seconded by Heinly and carried, the request of eight
property owners in the 1BO0 block West Walnut Street, expressing their willingness
to donate twelve feet on each side of the street so that street pavement and
of curbs may be completed the same time that Bristol Street is widened, was referre~
to the Manager for recommendation.
On motion of Councilman Dab_l, seconded by Jerome and carried, the plans and specifi-
cations were approved for the furnishing of equipment for booster pumping stations,
as outlined in Specification No. 101, prepared by James M. Montgomery, and the
Purchasing Agent was authorized to advertise for bids to be opened May 21st, 1956.
