motion of Counc~m~ Markel, seconded by Jerome and carried, the following

Road, communications were read from the Pacific Telephone and Telegraph Company re-
questing that proceedings to vacate the a~ea be held in abeyance pending the obtain-
ing of satisfactory easements from the abutting property owners, and from the
~outhern Counties Gas 'Oc~pany requesting that their franchise rights be preserved.
On .motion of Councilman Jercme~ seconded by Markel and carried, the communications
were received and filed. It was moved by Council,m- Markel, seconded by Jerome an~
carried, that the hea~ing be continued until the next meet~ ~.
This being the date set for hearing pretests on the amendment application of Edith
E. Alsbach for the reclassification of property located on the southwest corner of
17th Street and Grand Avenue, from +.~ R-i, R-2 a~d O Districts to the C-1 District
it was moved by Councilma- Heinly, seconded by .Mar~el and carried, that the hearing
be continued until the next meeting.
This being the date set for hearing and no protests having been received, the amend.
ment application of Minnie M. Wild was considered for the reclassification of
~=ately 80 acres, situated 2980.0~ feet south of Delhi Road, on the north side of
the Pacific Electric lt~ilway tracks between Bristol Street and Flower Street, if
extended south, frc~ .the R-1 to the N-1 District. Oounctlm~ l~arkel requested
that the Ordinance showing the reclassification be read. On motion of Councilman
~e~, seconded by Hei]zly and ca.~ried, the following Ordl-~nce entitled:
"Ordinance amending Article IX of the Santa Aua Municipal Code
creating m~An~mes in district boundaries and amending Sheet No.
52 of the districting map and adding new ~heet No. 6~ thereto

was introduced, considered and placed on file for second reading.

lamps for the period July 1, 1956 to June 30, 1957, in accordance with Specification
No, 452-3, as follows:

The Manager suggested that the matter of award be submitted to the judgment of the
Council as the bid of Zimco-Electric Supply Company is the low bid and Blower Paper
Company and Electric Supplies Distributing Company bids are higher but offer to
furnish lamps previously used by the City. On motion of Councilman Heinly,
seconded by Jerome and carried, the bid of Electric Supplies Distributing Company
was accepted on the basis that the lamps are the type of merchandise which the City
has used before and all other bids were rejected.
On recommendation of the Manager and on motion of Councilman Jerome, seconded by
Heinly and carried, the bid of the Santa Aha Independent was accepted for the pub-
lication of legal notices and other matters required by law to be published, for
the fiscal year beginning July 1st, 1956 to June 30th, 1957.
On motion of Councilman Markel, seconded by Jerome and carried, the recommendation
of the Planning Commission was approved and the variance of J.F.McCowan was granted
to permit the erection of a neon sign, 17" x 8' long, on building used for the
liquor department of McCowan's Market, llll South Bristol Street.
On motion of Counc~]m-n Heinly, seconded by Markel and carried, the recormnendation
of the Planning Commaission was approved and the variance of Everett Markum was
granted to permit the erection of a neon sign to advertise the business of a beauty
shop at 608 West Edinger Street, subject to the condition that the sign be limited
to a sign not to exceed 3' x 6'.
On motion of Councilman Heinly, seconded by Markel and carried, the recommendation
of the Planning Commission was approved and the variance of Everett Markum was
granted to permit the erection of a neon sign to advertise the grocery business on
property at 602 West Edinger Street, subject to the condition that the sign be
limited to a size not to exceed 4' 7'

On motion of Cou~lc~lman Jerome, seconded by Markel and carried, the recommendation
of the Planning Commission was approved and the variance of John Wesley Nancock was
granted to permit the operation of an optometrist's office in apar~nent above garage
on property located at the northeast corner of Ross and Halesworth Streets, eliminat-
ing the conditions of the Pk Ordinance by substituting the condition that an area
be provided for the parking of two cars and subject to the conditions as imposed by
the Department of Public Works.
Communications were read fro~ the Pl-nning Co~mf ssion recommending approval of
variance application of Conrad 0eramics to permit the deletion of rear yard require-
ments on property at 1713 South Main Street, in connection with construction of
building on subject property, upon condition that ,1 ] provisions of the PK Ordinance
are adhered to, and from the applicant requesting permission to withdraw the appli-
cation. On motion of Counc~lm-n Eeinly, seconded by Markel and carried, the
communication from the applicant was received, filed and permission granted to with-
draw the variance application.
On motion of Councilman Markel, seconded by Jerome and carried, the recommendation
of the Planning Cnmm~ssion was approved and the variance of Mrs. Mary E. Underwood
was granted to permit the use of property consisting of .305 acres, at 711 King
Street, for construction of a storage war~house, 40' x 80', with steel frame, steel
~d all,m~num roof ~d siding, and cement floor, for storage of grocery supplies,
with no retail business.
It was moved by Councflm,n Markel and seconded by Jerome, that the recommendation
of the Planning Commission be approved and the variance of Quentin L. Richard be
granted, as amended, so that the uses conform to those shown on plot plan, involving
property at the southwest corner of Flower and Edinger Streets, to establish a major
service station at the northeast corner of subject property, construct a building
to the west of service station, to be located 110' from center line of Edinger
Street, and construct a building, maximum size 242' x 100', to the ~mmediate south
of service station for a modern shopping center, subject to certain conditions.
It was moved by Councilman Heinly, seconded by Markel and carried, that the motion
be amended to grant the variance subject to the additional condition that ~ 1 exist~
lng buildings be demolished. Motion carried.
Coemr~uication was read from the Planning Commission recommending denial of variance
application of Walter A. Bittner to establish and operate a real estate and
insurance office in existing glassed-in sun porch on property at the northwest
corner of Bishop and Birch Streets. On motion of Councilm~n Fu~rkel, seconded by
Jerome and carried, the recon~endation of the P]~=~ing Commission was approved and
the variance denied.
John Van Dyke requested that the condition imposed on Variance Application No.664
of Card Construction Company, granted by the Council August 1st, 1955, reference
the requirement of a 5' grape stake fence, be amended to permit the erection of a
chain link fence. It was moved by Councilman Heialy, seconded by Markel and
carried, that the decision as rendered by P]~nning Commission Resolution No. 834
adopted July 25th, 1955, he re-opened. It was moved by Councilman Heialy, seconded
by Markel and carried, that the variance be modified permitting the substitution
of a 5' chain lfnk fence instead of a 5' grape stake fence.

The Manager reported that a new position has been created under the class title of
Administrative Assistant, at a salary of $450.00 per month. The Council having

specifications were approved for the construction of a brick and concrete work
room addition to the Bowers Memorial Museum and the Purchasing Agent authorized to
advertise for bids to be opened July 16th, 1956.

specifications were approved for the construction of the crew and dispatching
building at the Corporation Yard on Delhi Road, and the Purchasing Agent authorized

It was moved by Councilman Jerome, seconded by Markel and carried, that the Clerk
of the Council advise the Board of Supervisors of Orange County that the Council
of the City of Santa Aha desires to obtain ownership of County properties lying
west of Santiago Avenue, north of the present City limits; and, that portion of
County property lying east of Santiago Avenue, including that Avenue, immediately
adjacent to the above properties, extending easterly towards the Atchison, Topeka
& Santa Fe Railroad Company right-of-way; a portion of the above properties is now
being used by the City of Santa Aha as a public park and the remainder is required
for an extension of the same park.
