A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA AUTHORIZING CERTAIN OF
ITS MEMBERS TO FILE WRITTEN ARGUMENTS
REGARDING CITY MEASURES
W~EREAS, a Special Municipal Election is to be held in
the City of Santa Ana on November 5, 1974, at which there will
be submitted to the qualified electors of said City the follow-
ing City measures:
PROPOSITION D
CITY OF SANTA ANA LOW-RENT HOUSING PROPOSAL
FOR ELDERLY LOW-INCOME RESIDENTS.
Shall the Housing Authority of the City of
Santa Ana develop, construct, or acquire : :
in the City of Santa Ana, with federal : YES :
assistance and/or assistance from a State : :
public body, low-rent housing specifi- : :
cally designed for elderly low-income : NO :
residents. : :
This Proposition requires a majority vote.
PROPOSITION E
CITY OF SANTA ANA - DIRECT ELECTION OF MAYOR AND DIVISION
OF CITY INTO SIX COUNCILMANIC WARDS PROPOSAL
Shall the charter of the City of Santa Ana
he amended to provide that the city shall be
divided into six councilmanic wards; to pro- : :
vide for .direct at-large election of a : YES :
mayor who shall also sit on the council as : :
a seventh voting member; to establish the : :
qualifications, powers and duties of the : NO :
office of mayor; to authorize the city coun- : :
cil to set the mayor's compensation in
accordance with charter provisions; to pro-
vide that the city council shall make appro-
priation for the mayor's office in the annual
budget; and to require adoption of such ordinances
as are necessary to implement the amendments effective
with the municipal election of April 1, 19757
This proposition requires a ma~orit~ vote.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA
DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1: That this City Council, being the legislative
body of said City, hereby authorizes Mayor Patterson, a member of
said body to file written arguments for Proposition D . Said City
Council further authorizes the affixing of the signatures of not
more than five Council members in approval of any such written ar-
gument in accordance with Article 4, Chapter 3, Division 4 of the
Elections Code of the State of California and to change said argu-
ments until and including the date fixed by the Clerk of the Coun-
cil after which no arguments for or against said measure may be
submitted to said Clerk.

SECTION 2: That this City Council, being the legislative
body of said City, hereby authorizes Mayor Patterson, a member

Said City Council further authorizes the affixing of the signa-

sion 4 of the Elections Code of the State of California and to

SECTION 3: That this City Council, being the legislative
body of said City, hereby authorizes Councilman Markel, of said
body to file written argument against Proposition E
in accordance with Article 4, Chapter 3, Division 4 of the Elec-
tions Code of the State of California and to change said argu-
ments until and including the date fixed by the Clerk of the
Council after which no arguments for or against said measure
may be submitted to said Clerk.
